City Council Regular Meeting Madison Heights, Michigan January 13, 2025 A City Council Regular Meeting was held on Monday, January 13, 2025 at 7:30 PM at City Hall - Council Chambers, 300 W. 13 Mile Rd. PRESENT Mayor Roslyn Grafstein Mayor Pro Tem Mark Bliss Councilman Sean Fleming Councilman William Mier Councilor Emily Rohrbach Councilman David Soltis Councilor Quinn Wright ALSO PRESENT City Manager Melissa Marsh City Attorney Larry Sherman Deputy City Manager/City Clerk Cheryl Rottmann Councilor Rohrbach gave the invocation, and the Pledge of Allegiance followed. 2024 Holiday Lights Awards Presentations On behalf of the Active Adult Advisory Board, Department of Public Services (DPS) Director Sean Ballantine announced the 2024 Holiday Lighting Award winners, as follows: First Place Winner: Christopher and Jonathan Hart - 1335 Dulong Ave. Second Place Winner: Patrick and Andrea Moore - 30615 Westwood Dr. He then shared a PowerPoint presentation of the winner’s and nominees outstanding displays and presented each winner with a certificate of appreciation and a small gift. He also noted that in July, there will be a Summer Beautification awards for residents to participate in and nominations are due to the Active Adult Advisory Board in June. City Council Regular Meeting Minutes of December 9, 2024. Motion to approve the Regular City Council meeting minutes of December 9, 2024, as printed. Motion made by Mayor Pro Tem Bliss, Seconded by Councilman Mier. Voting Yea: Mayor Grafstein, Mayor Pro Tem Bliss, Councilman Fleming, Councilman Mier, Councilor Rohrbach, Councilman Soltis, Councilor Wright Motion carried. CM-25-04. FY 2025-2030 Capital Improvement Plan. City Manager Marsh stated that the City's financial policies indicate that the City will develop a multi-year plan for capital improvement purchases or projects costing more than $5,000, update it annually, and make all capital improvements in accordance with the Plan. The Plan is presented to the City Council each year to allow the Council and the public an opportunity to provide input during the early stages of the Budget preparation process. Motion to receive and file the FY 2025-2030 Capital Improvement Plan. Motion made by Councilor Wright, Seconded by Councilor Rohrbach. Court Use Agreement with the Southeastern Michigan Pickleball Association (SMPA). Motion to approve the contract with the Southeastern Michigan Pickleball Association for Pickleball Court usage, as presented. Motion made by Councilor Wright, Seconded by Councilman Mier. Voting Yea: Mayor Grafstein, Mayor Pro Tem Bliss, Councilman Fleming, Councilman Mier, Councilor Rohrbach, Councilman Soltis, Councilor Wright Motion carried. CM-25-06. DiLisio Contracting Contract Extensions. Motion to concur with the recommendation of Nowak and Fraus and accept the contract extensions for the R-3, and Major and Local Sectional Projects with DiLisio Contracting for the upcoming construction year. Motion made by Councilor Rohrbach, Seconded by Councilman Fleming. Voting Yea: Mayor Grafstein, Mayor Pro Tem Bliss, Councilman Fleming, Councilman Mier, Councilor Rohrbach, Councilman Soltis, Councilor Wright Motion carried. Council Comments Councilman Mier hopes everyone is staying warm in this cold weather. Despite the cold, it is Little League Baseball sign up time, so register your kids from ages 7-18 years old. There is still a lot of fun stuff going on in the city, including at the Active Adult Center and through Parks and Recreation. Think Spring! Mayor Pro Tem Bliss hopes all our residents that need help or assistance to heat their home can get it and asked that a social media posting on resources that are available be posted. He reminded the public that our next board and commission appointments are next month, so please put in an application if you'd like to serve on a board. It is the City’s 70th year and all our boards are doing amazing things, so just go online and fill out an application if you are interested. Councilor Wright echoed the sentiments about joining our boards and commissions, noting that they are powered by our residents. He wished all a Happy MLK Day. He commented that MLK was committed to service, community and engagement and he encouraged us to see color, see people for who they are, and embrace them. City Attorney Sherman wished everyone a Happy New Year. He displayed his picture of the Madiosn Heights Rockies, the team that he sponsored, noting they were participated in a thrilling playoff game. He stated that he is happy that he can give back to the community and this opportunity is available to the youth in our community. City Manager Marsh had no comments this evening. 3 01-13-25 Deputy City Manager/City Clerk Rottmann noted that even if you don't see a vacancy on the board you wish to serve on, fill out an application anyway because membership is always changing, and a position may open. Councilor Rohrbach reiterated the comments on applying for boards and commissions. She noted that the ECC will be giving out community garden grants to individuals and groups in the city in the near future and applications will be available soon. This grant program is funded by the ECC native plant sales, and the next sale is May 25th. She reminded everyone that they can compost their food scraps at DPS, and the program continues to grow. In the beginning of February, we will be having a Community Conversation pertaining to design and enhancements coming to Ambassador Park and she encouraged all to join the conversation. Councilman Fleming had no comments this evening. Councilman Soltis had no comments this evening. Mayor Grafstein thanked those that joined us for the first Council meeting of the year and those that decorated for the holidays. She thanked the Hart's on DuLong, noting that not only do they decorate, but every Saturday in December, Santa is there at the house and they just ask for a can food donation.
