Civil Service Commission Meeting Madison Heights, Michigan August 26, 2022 A Civil Service Commission Meeting was held on Friday, August 26, 2022 at 8:30 AM at City Hall - Executive Conference Room, 300 W. 13 Mile Rd. PRESENT Commissioner Ken Baughman Commissioner Kevin Scheid ABSENT Commissioner Jerry Crossley ALSO PRESENT Civil Service Commission Legal Counsel L. Sherman Human Resources Director Misczak Police Chief Haines City Clerk Rottmann CSC-22-12. Excuse Commission Member. Motion made by Commissioner Scheid, Seconded by Commissioner Baughman, to excuse Commissioner Crossley for good cause. Voting Yea: Commissioner Baughman, Commissioner Scheid Absent: Commissioner Crossley Motion Carried. CSC-22-13. Approval of Civil Service Commission Minutes of 08-08-22. Motion made by Commissioner Scheid, Seconded by Commissioner Baughman, to approve the Civil Service Commission Minutes of 08-08-22, as printed. Voting Yea: Commissioner Baughman, Commissioner Scheid Absent: Crossley Motion carried. CSC-22-14. Addition to the Agenda. Motion made by Commissioner Baughman, Seconded by Commissioner Scheid, to add Item 3, Act 78 Waiver Extension, to the agenda under New Business. Voting Yea: Commissioner Baughman, Commissioner Scheid Absent: Crossley Motion carried. 1 08-26-22 MEETING OPEN TO THE PUBLIC There were no members of the public wishing to speak. CSS-22-15. Entry Level Police Officer Criteria Amendment. Motion made by Commissioner Scheid, Seconded by Commissioner Baughman, to amend the requirements for entry level Police Officer to allow waiver of 60 Credit Hour/Associates Degree requirement for officers with three years or full-time experience as a full-time sworn Police Officer at another municipality, or as a full-time Sheriff's Deputy working full-time on Road Patrol in a department with no fewer than ten (10) sworn full time officers within the last twelve (12) months. Chief Haines stated that the amendment would pertain mostly to lateral moves. Some Police/Sheriff's departments may have their own criteria differing from ours; however, the officers may have great experience. This will enable the department to broaden the field of candidates to interview. Voting Yea: Commissioner Baughman, Commissioner Scheid Absent: Crossley Motion Carried. CSC-22-16. Act 78 Extension. Motion made by Commissioner Baughman, Seconded by Commissioner Scheid to extend the Act 78 Waiver for the Police and Fire Departments until December 31, 2023. Voting Yea: Commissioner Baughman, Commissioner Scheid Absent: Crossley Motion Carried. CSC-22-17. Adjournment. Motion made by Commissioner Baughman, Seconded by Commissioner Scheid, to adjourn the meeting at 8:44 a.m. Voting Yea: Commissioner Baughman, Commissioner Scheid Absent: Commissioner Crossley Motion Carried. 2 08-26-22
