Regular Meeting Environmental Citizens Committee Madison Heights, Michigan March 28, 2024 A Regular Meeting of the Environmental Citizens Committee was held on Thursday, March 28, 2024, at 10:00 AM at City Hall - Madison Conference Room, 300 W. 13 Mile Road, Madison Heights, MI 48071 Present: Chairman Salley and Members: Ms. Bartleman, Ms. Fox, and Councilor Rohrbach Absent: Ms. Bowen and Ms. Porter Also Present: Director of Public Services Ballantine, Library Director Verdun-Morris, Energy Sciences Program Manager Peters, and Deputy City Clerk Boucher Director of Public Services Ballantine called the meeting to order at 10:00 a.m. and due to lack of quorum the meeting was adjourned at 10:00 a.m. Ms. Jennifer Bartleman arrived at 10:05 a.m. Chairman Mike Salley arrived at 10:10 a.m. Chairman Salley called the meeting to order and reconvened the meeting at 10:15 a.m. ECC 01-24. Excuse member(s) Motion made by Council Representative Rohrbach, Seconded by Ms. Fox, to excuse Ms. Bowen and Ms. Porter from today’s meeting. Voting Yea: Bartleman, Fox, Rohrbach, and Salley Motion Carried. ECC 02-24. Additions/Deletions Motion made by Council Representative Rohrbach, Seconded by Ms. Bartleman, to add the approval of draft minutes from 10/19/23. Voting Yea: Bartleman, Fox, Rohrbach, and Salley Motion Carried. ECC 03-24. Minutes 1 Regular Meeting Environmental Citizens Committee Madison Heights, Michigan March 28, 2024 Motion made by Council Representative Rohrbach, Seconded by Ms. Bartleman, to adopt the minutes from the Regular Meetings of July 13, 2023 and October 19, 2023 as presented. Voting Yea: Bartleman, Fox, Rohrbach, and Salley Motion Carried. ECC 04-24. Meeting Open to the Public Library Director Verdun-Morris announced that the Library will be hosting “The Green Team Experience” and “Earth Day” events. The Library is in the process of planning their September to April programs and invites the Environmental Citizens Committee (ECC) to provide educational programs to their library patrons. A community survey of library services will be published for the month of April. ECC 05-24. Presentation - Energy Sciences Director of Public Services Ballantine introduced Michelle Peters, Program Manager at Energy Sciences, and Ms. Peters provided a PowerPoint presentation to the commission. Ms. Peters will work with City Manager Marsh and Director of Public Services Ballantine to assess the intersection of I-75 and I-696 as well as review the Michigan Department of Environment, Great Lakes, and Energy (EGLE) map to legacy pollution. ECC 06-24. Financial Update - Escrow Account Director of Public Services Ballantine confirmed there's $10,682.34 in the escrow account. ECC 07-24. Part 115 Materials Management Plan Director of Public Services Ballantine stated that Michigan’s previous solid waste plan required every county to determine where to locate landfills for their communities. The solid waste plan now includes the Part 115 Materials and Management Plan which incorporates recycling and compost. Michelle Peters, Program Manager at Energy Sciences, shared information about a non-profit organization called Make Food Not Waste that can provide educational programs for the city. ECC 08-24. Cart Program Rollout 2 Regular Meeting Environmental Citizens Committee Madison Heights, Michigan March 28, 2024 Director of Public Services Ballantine updated that the city is launching a garbage and recycling cart program that is funded by a grant from EGLE. This item is included in the budget to be reviewed at the April 15th Regular Council Meeting. The carts with an information packet will be staged at the Department of Public Services (DPS) lot and distribution will begin in August. Residents will not receive reimbursement for any carts bought before the approval of the program. Director of Public Services Ballantine will check with SOCCRA and neighboring communities on handling the disposal of used carts. ECC 09-24. 2024 Arbor Day Event Motion made by Ms. Fox, Seconded by Council Representative Rohrbach, to approve funds in an amount not to exceed $500 for the Arbor Day Celebration in conjunction with the Run for the Health of It 5K Walk/Run on Saturday, April 20, 2024. Voting Yea: Bartleman, Fox, Rohrbach, and Salley Motion Carried. Motion made by Ms. Bartleman, Seconded by Council Representative Rohrbach, to approve a 2024 Arbor Day Event subcommittee consisting of Rohrbach, Bartleman, and Fox. Voting Yea: Bartleman, Fox, Rohrbach, and Salley Motion Carried. ECC 10-24. Plant Sales Ms. Fox announced the next Plant Sale is Sunday, May 26, 2024, from 2-5 p.m. ECC 11-24.
