MINUTES OF A SPECIAL MEETING OF THE MAYOR AND COUNCIL OF THE BOROUGH OF MADISON January 29, 2024 – 7:15 p.m. CALL TO ORDER The Special Meeting of the Mayor and Council of the Borough of Madison was held on the 29th day of January, 2024. Mayor Conley called the meeting to order at 7:15 p.m. via teleconference in the Council Chamber of the Hartley Dodge Memorial, Kings Road, in the Borough of Madison. The Pledge of Allegiance was recited by all. STATEMENT IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT The Borough Clerk read the statement pursuant to the Open Public Meetings Act: “In compliance with the Open Public Meetings Act, adequate notice of this meeting of the Council was provided by forwarding a copy of this Special Meeting notice to the Madison Eagle and the Daily Record on January 24, 2024, posting a copy on the bulletin board at the main entrance of the Hartley Dodge Memorial, and filing a copy in the office of the Clerk. Copies of said Notice were made available to members of the general public.” ROLL CALL The Borough Clerk called the roll and the following acknowledged their presence: Present: Mayor Robert H. Conley Council Members: Rachel F. Ehrlich, joined at 7:17 p.m. Robert Landrigan Eric P. Range Thomas Haralampoudis Melissa Honohan John J. Forte Also Present: Raymond M. Codey, Borough Administrator James E. Burnet, Assistant Borough Administrator/CFO Elizabeth Osborne, Borough Clerk AGENDA REVIEW There was approval of the Special Meeting Agenda. ITEMS OF BUSINESS Mayor Conley explained the purpose of tonight’s special meeting to discuss and adopt a resolution supporting an application to the New Jersey DEP to obtain grant funding in the amount of $ 517,500.00, from the State to fund the Dodge Field Playground Renovation project: Dodge Field All Accessible Playground, at a cost of $ 690.000.00. The filing deadline is February R 60-2024 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING SUBMISSION OF GRANT APPLICATION TO STATE OF NEW JERSEY GREEN ACRES PROGRAM FOR THE DODGE FIELD ALL ACCESSIBLE PLAYGROUND (75% OF PROJECT COST) Special Meeting Minutes – January 29, 2024 WHEREAS, the New Jersey Department of Environmental Protection, Green Acres Program (“State”), provides loans and/or grants to municipal and county governments and grants to nonprofit organizations for assistance in the acquisition and development of lands for outdoor recreation and conservation purposes; and WHEREAS, the Borough of Madison desires to further the public interest by obtaining grant funding in the amount of $ 517,500.00, from the State to fund the following project: Dodge Field All Accessible Playground at a cost of $ 690.000.00 (total project cost); WHEREAS, the State shall determine if the application is complete and in conformance with the scope and intent of the Green Acres Program, and notify the applicant of the amount of the funding award; and WHEREAS, the applicant is willing to use the State’s funds in accordance with such rules, regulations, and applicable statutes, and is willing to enter into an agreement with the State for the above-named project; NOW, THEREFORE, the governing body/board resolves that: 1. Robert Conley, or the successor to the office of Mayor, is hereby authorized to: (a) make application for such a grant, (b) provide additional information and furnish such documents as may be required, and (c) act as the authorized correspondent of Madison Borough; and 2. The Borough agrees to provide the local government/nonprofit share if a match is required, in the amount of $ 172,500.00. 3. In the event the State’s funds are less than the total project cost specified above, the Borough has the balance of funding necessary to complete the project; The Borough agrees to comply with all applicable federal, state, and local laws, rules, and regulations in its performance of the project. 4. This resolution shall take effect immediately. Mr. Range moved adoption of the Resolution 60-2024. Mr. Landrigan seconded the motion. There was no further Council discussion and the motion passed with the following roll call vote recorded: Yeas: Mr. Landrigan, Mr. Range, Mr. Haralampoudis, Ms. Honohan, Mr. Forte Nays: None Absent: Ms. Ehrlich Ms. Ehrlich joined the Special Meeting at 7:17 p.m. INVITATION FOR PUBLIC COMMENT Mayor Conley opened the meeting to the public for their opportunity to ask questions and make comments on those items listed on the Agenda. Mayor asked PAGE 2 OF 3 Special Meeting Minutes – January 29, 2024 that, upon recognition by the Chair, the person shall give his/her name and address in an audible tone of voice, for the record. He/she shall limit his/her statement to three (3) minutes or less. Since no member of the public wished to be heard, the invitation for discussion was closed.
