BOROUGH OF MADISON
February 10, 2025 - 7 p.m.
CALL TO ORDER
The Regular Meeting of the Mayor and Council of the Borough of Madison was held
on the 10th day of February, 2025. Mayor Conley called the meeting to order at 7:00
p.m., in the Committee Room of the Hartley Dodge Memorial, Kings Road, in the
Borough of Madison.
STATEMENT IN COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT
The Borough Clerk read the statement pursuant to the Open Public Meetings Act:
“In compliance with the Open Public Meetings Act, adequate notice of this meeting
of the Council was provided by transmitting a copy of the meeting notice to the
Madison Eagle and Morris County Daily Record, posting a copy on the bulletin
board at the main entrance of the Hartley Dodge Memorial, and filing a copy in the
office of the Clerk, all on January 9, 2025. This Notice was made available to
members of the general public.”

Mayor Conley reconvened the Regular Meeting at 8 p.m. in the Council Chamber
with all members present. The Pledge of Allegiance was recited by all. Mayor
Conley asked for a moment of silence for the passing of James E. Burnet, III,
longtime resident of Madison and father of the Borough’s CFO/Asst. Borough
Administrator James E. Burnet, IV.
APPROVAL OF MINUTES
Ms. Ehrlich moved approval of the Executive Minutes of December 9, 2024. Mr.
Landrigan seconded the motion, which passed with a unanimous voice call vote
recorded.

The Employee of the Month for February is Fire Chief Kyle Wickman for volunteering
to act as the EMT for the Madison High School Girls Hockey team at the Prudential
Center.

WHEREAS, each year the month of February is dedicated to the observance of
Black History; and
WHEREAS, the roots of Black History Month trace back to 1915 when scholar Dr.
Carter G. Woodson founded the organization known today as the Association for the
Study of African American Life and History; and
WHEREAS, Black History Month has been federally recognized by every U.S.
President since 1976; and
WHEREAS, Black History Month is an annual opportunity to celebrate progress and
it is also a time to solemnly remember the work of those who fought for that
progress; and
WHEREAS, Black Americans continue to help our communities thrive at all levels
of business, government, military, health, art, culture and innovation; and
WHEREAS, the 2025 Black History Month theme, African Americans and Labor,
highlights the transformative contributions of Black people across various forms of
labor – enslaved, voluntary, vocational and professional – throughout U.S. history;
and
WHEREAS, Black labor has been central to building economies, architectural
heritage and social institutions while African Americans have continually organized
to combat exploitation, wage disparities and discrimination.
NOW, THEREFORE, I, Robert H. Conley, Mayor of the Borough of Madison, on
behalf of the governing body, do hereby proclaim February 2025 as Black History
Month and ask all to continue our efforts to create a world that is more just, peaceful
and prosperous for all.

REPORTS OF COMMITTEES
Finance and Borough Clerk
Ms. Ehrlich, Chair of the Committee, made the following comments:
The Council has already had multiple financial presentations over the last few
months, and tonight the process continues. This evening we will talk with Madison
Fire Chief Kyle Wickman regarding the Fire Department budget and about
Ambulance services. Then, a presentation of the draft municipal budget developed
by the Borough Administration. It is important to note that this is a draft budget and
will change as the numbers are refined. Voting on the budget is one of the most
important actions that the Council takes. The governing body works to be
transparent and to make information available to the residents. This will be the third
of six scheduled budget presentations. On January 27th we discussed he water

and electric utilities. On Wednesday, February 26th there will be presentation from
Department Heads. Then on March 24th there will be a review strategic planning
guidelines, and one final discussion on the budget along with the introduction of the
official state budget document. As per state statute, there is a four week break so
that all residents have the opportunity to review the budget document. Then on
April 28th a scheduled hearing and vote to adopt the budget. As a reminder, all
budget information is available on the Annual Budget Process page on Rosenet.
In other news, the Chief Financial Officer has filed the Annual Debt Statement with
the State of New Jersey Division of Local Government Services. Special thanks to
Tax Collector Chrissy Mahler for her help with this. The Annual Debt Statement
summarizes the total debt for both the Borough and the School Board and
compares it to the average of the last three years of our equalized assessed values.
The Annual Debt Statement, or A.D.S., is available on Rosenet along with many
other financial documents. The A.D.S. is yet another tool used to help ensure towns
are being fiscally responsible and transparent.
Public Safety
Mr. Landrigan, Chair of the Committee, made the following comments
Chief Miscia and Captain Longo met with ARRIVE Together representatives from
the Mental Health Association and Morris County Prosecutor's Office on the logistics
of the program going county wide. The meeting consisted of topics such as funding
and hiring clinicians. There will be more to come on this topic soon. On February 4th
Madison Police Department hosted representatives from O.P.S. (Online Policing
Solutions) that demoed an online platform for law enforcement, to include a special
needs database, community policing interface, and recruitment tools, etc. The
database is being used by many departments, including the Prosecutors Office.
Both Chatham Boro and Florham Park Police Department had officers present for
the discussion. Madison Police Department took part in an (ATTF) Auto Theft Task
Force patrol on February 5th. The patrol targeted stolen vehicles and burglary
patrol. The detail included members of surrounding agencies and NJ State Police.
In January the Fire Department responded to 204 fire and EMS calls, with 89 people
transported to the hospital. Seventeen home sales inspections were preformed and
fifty-three fire prevention inspections. There was one fire investigation completed.
The 2024 Fire prevention bureau inspection report was submitted to the state.
Public Works and Engineering
Mr. Range, Chair of the Committee, made the following comments:
DPW assisted Water Utility with continuing effort to complete meter replacement
project. Parks Department took delivery of new benches and tables for Dodge Field
Playground. They are putting them together and will deliver them to the playground
in the near future. We've had a few snow / ice events since last council meeting and
DPW crews have salted roads, parking lots, cleared crosswalks and sidewalks.
Residents and businesses are reminded to clear sidewalks of snow and ice after
storms and to help the Fire Department, please clear fire hydrants on or near their
property.
Utilities
Mr. Haralampoudis, Chair of the Committee, made the following comments:
The Water Department repaired a 6" water main break off Rosedale Avenue. Meter
replacements continue as the Water Department handles the more complicated
replacements left by the contractor, and 12 curb boxes have been excavated and
repaired to allow water to be shut off for valve and meter replacement. The dept. is
continuing normal well maintenance, items for repair are getting estimates and
timelines. Large meter replacements continue, Pine Acres meter was replaced at

night due to its operation and now has a functioning meter for the first time in 2+
years. From the Electric Department, Standby was called out for flickering lights at
31 Albright Circle and 20 Lathrup Avenue for a wire down in a tree. New service was
installed at 286 Main Street and crews pulled in one set of cables for the car
charging station. The Electric Department continues to respond to calls, completing
mark outs and street light repairs and daily substation inspections and readings.
Community Affairs
Ms. Honohan, Chair of the Committee, made the following comments:
The next meeting of the Downtown Development Commission will be held on
Thursday, February 20, at 7:15 pm in the 2nd Floor Committee Room in the Hartley
Dodge Memorial Building. The public is invited to attend. Planning is underway for
Madison Green & Clean 2025. The event will be held on Saturday, April 26th. The
2025 Madison Farm & Artisan Market vendor contracts have been sent. Prospective
vendors should contact Lisa Ellis at ddc@rosenet.org. The Madison Area Chamber
of Commerce Nautilus Diner Placemat Program is Back with printing of 40,000 full-
color placemats for a six-month period, offering prime exposure to local customers.
This advertising program is open to members and non-members, with limited
spaces available on a first-come, first-served basis. Contact Karen
at MadisonChamber@gmail.com for more information. Easter Fun Fest is scheduled
for April 12 from 11 am to 12:30 pm.
Health
Mr. Forte, Chair of the Committee, made the following comments:
Mr. Forte reported that the Health Department has investigated five outbreaks of
respiratory illnesses, 27 food establishment inspections and eight contaminated
meat complaints.

Mayor Conley opened the meeting to the public for their opportunity to ask
questions and make comments on those items listed on the Agenda only. Mayor
asked that, upon recognition by the Meeting Moderator, each person give his/her
name and address in an audible tone of voice, for the record. He/she shall limit
his/her statement to three (3) minutes or less.
Claire Whitcomb; Fairwood Road, spoke in support of Resolution 76-2025, noting
that the MEC has worked with the Department of Public Works on replacing gas
equipment with electric landscaping equipment.
Since no other member of the public wished to be heard, the invitation for
discussion was closed.
AGENDA DISCUSSIONS
02/10/2025-1 BOROUGH SIGNAGE PRESENTATION
Lisa Ellis, Director of Business Development presented a Gateway and Wayfinding
Project proposal requesting funding in the 2025 municipal budget.
Mrs. Ellis noted the first phase of the project several years ago and the next phase
of gateway and parking signage. Mayor Conley noted that this phase will be part of
the capital budget,

BUDGET
Fire Chief Kyle Wickman presented data regarding calls and service in 2024 and
projected goals for 2025 including sustain the new EMS services, recruiting new
Volunteer Firefighters, continued training and upgrading to a new NERS reporting
system.
ADVERTISED HEARINGS
Ordinances scheduled for hearing tonight were submitted in writing at a Regular
meeting of the Mayor and Council held on January 27, 2025, were introduced by title
and passed on first reading, were published in the Madison Eagle and made available
to members of the general public requesting same.
Mayor Conley called up Ordinances for second reading and asked the Clerk to read
said ordinances by title:
ORDINANCE 2-2025
ORDINANCE OF THE BOROUGH OF MADISON
APPROPRIATING $65,000.00 FROM THE GENERAL
CAPITAL IMPROVEMENT FUND TO PURCHASE AND
INSTALL TWELVE (12) SOLAR RADAR SIGNS AND
OTHER PEDESTRIAN SAFETY EQUIPMENT AT VARIOUS
LOCATIONS
WHEREAS, the Borough Administrator has recommended that the Borough
appropriate $65,000.00 from the General Capital Improvement Fund for the funding
of twelve (12) solar radar signs and other pedestrian safety equipment at various
locations; and
WHEREAS, the Chief Financial Officer/Asst. Borough Administrator has
attested to the availability of the funds in the General Capital Improvement Fund in
an amount not to exceed $65,000.00 for this purpose; and
WHEREAS, the Borough Council has determined that the Borough should
appropriate $65,000.00 from the General Capital Improvement Fund for the funding
of twelve (12) solar radar signs and other pedestrian safety equipment at various
locations.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, as follows:
SECTION 1: The amount of $65,000.00 is hereby appropriated
from the General Capital Improvement Fund for the funding of twelve (12) solar
radar signs and other pedestrian safety equipment at various locations.
SECTION 2: The budget of the Borough is hereby amended to
conform with the provisions of this Ordinance.
SECTION 3: This Ordinance shall take effect as provided by law.

member of the public wished to be heard, the public hearing was closed.
Mr. Landrigan moved that Ordinance 2-2025, which was read by title, be finally
adopted. Mr. Range seconded the motion. There was no Council discussion, and
the motion passed with the following roll call vote recorded:

Mayor Conley declared Ordinance 2-2025 adopted and finally passed and ordered

ORDINANCE 3-2025
ORDINANCE OF THE BOROUGH OF MADISON AMENDING
CHAPTER 18 OF THE BOROUGH CODE ENTITLED "FIRE
DEPARTMENT" REGARDING DISCIPLINARY PROCESS
WHEREAS, the Borough Administrator has recommended that the Borough
Council amend Chapter 18 of the Borough Code regarding Fire Department
disciplinary process; and
WHEREAS, the Borough Council concurs in this recommendation to amend
the road openings and excavations regulations in the Borough.
NOW, THEREFORE, BE IT ORDAINED, by the Council of the Borough of
Madison, County of Morris, State of New Jersey that:
SECTION 1: Chapter 18-13, of the Borough Code, entitled "Suspension or
removal from office or employment" is amended as follows, (additions in bold,
deletions struck through:

Article II. Paid Division
§ 18-13 Suspension or removal from office or employment
A. No member of the Paid Division of the Madison Fire Department shall be
removed from office or employment in the Madison Fire Department for political
reasons or for any other cause than incapacity, misconduct or disobedience to the
rules and regulations established for the government of the Madison Fire
Department.
B. No member of the Paid Division of the Madison Fire Department who is
permanently employed by the Borough of Madison at a fixed annual salary and
whose sole occupation is that of a member of the Paid Division of the Madison Fire
Department shall be suspended, removed, fined or reduced from office or
employment therein except for just cause as hereinbefore provided and then only
after written charge or charges of the cause or causes of complaint have been served
upon preferred against such member of the Paid Division, signed by the person or

persons making such charge or charges and filed with the Fire Chief or other officer
in charge of the Madison Fire Department. and after a copy thereof has been served
upon such member of the Paid Division within 15 days after the filing thereof and
after the charge or charges have been publicly examined by the Council of the
Borough of Madison upon reasonable notice to the person charged, which
examination shall be commenced not less than 15 days nor more than 30 days after
said copy of such charge or charges shall have been so served.
C. The Fire Chief or, in his absence, the officer in charge thereof may relieve any
member of the Paid Division from active duty as a member of the Department
pending the preference of formal charges against him. and public examination
thereof by the Council. A copy of any charges served upon a member of the
preferred against a member of the Paid Division shall also be filed with the Council
of the Borough of Madison by filing a copy thereof in the office of the Borough
Clerk.
D. If any member of the Paid Division shall be relieved from duty pending a
hearing trial on the charges, such hearing trial shall be commenced within 30 days
from the date of service of the complaint. after service of a copy thereof upon him;
otherwise, the charges shall be dismissed and the member of the Paid Division
returned to duty.
E. It is the intent of this section to give every person against whom a charge or
charges, for any cause, may be preferred under this chapter a fair trial upon said
charge or charges and to give such person every reasonable opportunity to make his
defense, if he has or chooses to make any. In the event of failure of compliance with
any provision of this section, such charge or charges shall be dismissed.

Mayor and Council and thanked them for their efforts to save the Drew Forest.

INTRODUCTION OF ORDINANCES
The Clerk made the following statement:
The ordinance scheduled for introduction and first reading tonight will have a
hearing during the meeting of February 26, 2025 in the 2nd Floor Council Chamber
of the Hartley Dodge Memorial Building, Kings Road, in the Borough of Madison at 8
p.m., or as soon thereafter as practical, for further consideration and final adoption.
Said ordinance will be published in the Madison Eagle, be posted at the main
entrance to the Borough offices and be made available to members of the public
requesting same, as required by law.
Mayor Conley called up Ordinance 4-2025 for first reading and asked the Clerk to
read said ordinance by title:
ORDINANCE 4-2025 ORDINANCE OF THE BOROUGH OF MADISON
AMENDING CHAPTER 94 APPENDIX A OF THE BOROUGH CODE ENTITLED
“ELECTRIC DEPARTMENT RULES AND REGULATIONS” REGARDING TIME OF
USE RATES
WHEREAS, the Assistant Borough Administrator/CFO has recommended
amendments to the Borough Code regarding time of use rates (TOU) for customers
of the Borough of Madison electrical system; and
WHEREAS, residents can choose to use TOU rates for rates during regular
peak and off peak use.
NOW, THEREFORE, BE IT ORDAINED by the Council of the Borough of
Madison, in the County of Morris, and State of New Jersey, as follows:
SECTION 1: Chapter 94 of the Code of the Borough of Madison, Appendix
A, thereof entitled “SCHEDULE OF RATES FOR ELECTRIC UTILITY” is hereby
amended as follows:

§ Appendix A, Attachment 1:1.
Applicable to use of service for: Individual residential dwelling units and associated
incidental nonresidential use and separately metered auxiliary residential use.
Character of service: Single or three-phase service at secondary voltages.
Rate per month: Customer charge: $4.86 which shall be charged as a separate
service and not offset by any generation credit.
Energy charge: 0 to 600 kWh $0.1929, 601 kWh or higher $0.2039
Minimum charge per month: Monthly bills computed under this service
classification shall not be rendered for less than the sum of the customer charge,

plus applicable additional extension, special facilities, or supplemental customer
charges.
Term of contract: None, except that reasonable notice of discontinuance will be
required. Standard terms and conditions: This service classification is subject to the
standard terms and conditions of this tariff for electric service.
RESIDENTIAL TIME OF USE (TOU) RATES:
Residents can choose a TOU Rate Structure as follows:
Regular Rate of $0.19 per kWh, for electricity consumed from 7AM to 3PM and
7PM to 11PM Monday through Friday, non-holiday.
Peak Rate of $0.375 per kWh, for electricity consumed from 3PM to 7PM Monday
through Friday, non-holiday.
Off Peak of $0.152 per kWh, for electricity consumed 11PM to 7AM every day and
all day on weekends and holidays.
Term of contract for Time of Use (TOU): This is a PILOT program and as such,
Residents that select the TOU Rates are required to remain in this program a
minimum of 12 months or until rates change or the program is discontinued.
This rate structure will take effect when the Chief Financial Officer determines that
the rate structure can be accommodated by the Borough’s billing system.
SECTION 2: This Ordinance shall take effect as provided by law.
Mr. Haralampoudis moved that Ordinance 4-2025, which the Borough Clerk read by
title, be adopted. Mr. Landrigan seconded the motion. There was no Council
discussion, and the motion passed with the following roll call vote recorded:

CONSENT AGENDA RESOLUTIONS
The Clerk made the following statement:
Consent Agenda Resolutions will be enacted with a single motion; any Resolution
requiring expenditure is supported by a Certification of Availability of Funds; any
Resolution requiring discussion will be removed from the Consent Agenda; all
Resolutions will be reflected in full in the minutes.

R 69-2025 RESOLUTION OF THE BOROUGH OF MADISON APPROVING
APPOINTMENTS TO THE OFFICE OF EMERGENCY MANAGEMENT
BE IT RESOLVED that the following appointments are made to the office of
Emergency Management by the Borough of Madison in the County of Morris and
State of New Jersey. The appointment of the Coordinator shall be for a three (3)
year term through December 31, 2027. The other Deputy Coordinator positions
herein listed shall be for a term of one (1) year through December 31, 2025. All
coordinators serve as unpaid volunteers.

BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to
the Morris County Office of Emergency Management Deputy Coordinator.
R 70-2025 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING
SHARED SERVICE AGREEMENT WITH THE BOROUGH OF MOUNTAIN LAKES
TO PROVIDE INFORMATION TECHNOLOGY SERVICES
WHEREAS, the Borough of Madison wishes to renew a Shared Services
agreement for the provision of Information Technology Support Services, pursuant
to the attached contract with the Borough of Mountain Lakes; and
WHEREAS, the Madison Borough Council has determined to renew said
shared services agreement.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, that the Mayor and
Borough Clerk are authorized to enter into a Shared Services agreement with the
Borough of Mountain Lakes for the provision of Information Technology Support
Services, such agreement to be in a form approved by the Madison Borough
Attorney.

R 72-2025 RESOLUTION OF THE BOROUGH OF MADISON AWARDING
CONTRACT TO BOSWELL ENGINEERING, CHESTER, NEW JERSEY FOR
PROFESSIONAL ENGINEERING DESIGN SERVICES
WHEREAS, the Borough Administrator has recommended that a
professional services contract be awarded to Boswell Engineering of Chester,
N.J., for professional Engineering Design services for improvements to East
Street, Dogwood Drive and Harwood Drive; and
WHEREAS, said services would constitute professional services for which
a contract may be awarded without the need of competitive bidding pursuant to
N.J.S.A. 40A:11- 5; and
WHEREAS, funds will be available in the General Operating Fund or any
other budget or capital account that may be deemed appropriate by the Chief
Financial Officer or his designee, and the availability of funds has been certified
by the Chief Financial Officer.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, as follows:
1. The Borough Administrator is hereby authorized to execute,
on behalf of the Borough, a professional service contract with Boswell
Engineering, for Engineering Design services to East Street, Dogwood Drive and
Harwood Drive.
2. The Borough Clerk is hereby directed to publish notice of
the adoption of this resolution in the official newspaper of the Borough of Madison
within ten (10) days of its adoption pursuant to N.J.S.A. 40A:11-5.
R 73-2025 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING
USE OF A COMPETITIVE CONTRACTING PROCESS FOR PROPERTY TAX
REVALUATION SERVICES
WHEREAS, the Borough of Madison wishes to solicit proposals for Property
Tax Revaluation Services; and,
WHEREAS, Local Public Contracts Law allows a procedure called
Competitive Contracting to be used to procure certain services that warrant a
qualitative evaluation of specialized goods or service providers to determine the
provider that has the most advantageous proposal , price and other factors
considered; and,

WHEREAS, N.J.S.A. 40A:11-4.3(a) requires that in order to use competitive
contracting for the first time for a specified purpose, the governing body shall pass a
resolution authorizing the use of competitive contracting for such purpose; and,
WHEREAS, the Council of the Borough of Madison has considered the
benefits and risks and has determined that the procurement of Property Tax
Revaluation Services through the Competitive Contracting process is in the best
interest of the Borough of Madison; and,
WHEREAS, the use of competitive contracting for concessions is authorized
pursuant to the Local Public Contracts Law; and,
WHEREAS, the anticipated revenues of the awarded contractor will exceed
the bid threshold during the term of the contract.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey that the Borough’s
Qualified Purchasing Agent is authorized to initiate the competitive contracting
process for the solicitation of proposals for Property Tax Revaluation Services is in
accordance with the Local Public Contracts Law.
R 74-2025 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING A
SHARED SERVICE AGREEMENT WITH THE CITY OF SUMMIT TO PROVIDE
INFORMATION TECHNOLOGY SERVICES
WHEREAS, the Borough of Madison wishes to renew Shared Services
agreements for the provision of Information Technology Support Services, wherein
Madison provides IT Support Services, beginning January 1, 2025 and shall
continue for a period of six (6) months, unless terminated earlier as provided in the
Agreement with the City of Summit; and
WHEREAS, the Madison Borough Council has determined to renew said
shared services agreements.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, that the Mayor and
Borough Clerk are authorized to enter into a Shared Services agreement with the
City of Summit for the provision of Information Technology Support Services, such
agreement to be in a form approved by the Madison Borough Attorney.
R 75-2025 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING
SUBMISSION OF A NEW JERSEY HISTORIC TRUST FUND GRANT
APPLICATION AND ASSURANCES FOR HDM BELL TOWER, ROOF,
GUTTERS/LEADERS AND DOORS

WHEREAS, the governing body of the Borough of Madison desires to further
historic preservation by applying for a grant from the New Jersey Historic Trust Fund
for the Hartley Dodge Memorial (HDM) Bell Tower, roof, gutters/leaders and doors;
and
WHEREAS, the Borough Council has determined it is appropriate to
authorize the Mayor and Clerk to submit a Grant application to the New Jersey
Historic Preservation Trust Fund Grant Program in connection with the HDM Bell
Tower, roof, gutters/leaders and doors; and
WHEREAS, in the event the State grant is approved, the Borough of
Madison will provide the required matching funds.
NOW THEREFORE BE IT RESOLVED, the governing body authorizes the
Mayor and Borough Clerk to submit the referenced grant application; and if awarded
a grant, to execute a grant agreement with the State of New Jersey and any other
document required to effectuate grant disbursement and to provide the required
matching funds.
R 76-2025 RESOLUTION OF THE BOROUGH OF MADISON AUTHORIZING
THE SUSTAINABLE JERSEY GRANT APPLICATION
WHEREAS, a sustainable community seeks to optimize quality of life for its
residents by ensuring that its environmental, economic and social objectives are
balanced and mutually supportive; and
WHEREAS, the Borough of Madison strives to save tax dollars, assure clean land,
air and water, improve working and living environments; and
WHEREAS, the Borough of Madison is participating in the Sustainable Jersey
Program; and
WHEREAS, one of the purposes of the Sustainable Jersey Program is to provide
resources to municipalities to make progress on sustainability issues, and they have
created a grant program called the Sustainable Jersey Small Grants Program;
THEREFORE, the Governing Body of the Borough of Madison has determined that
the Borough of Madison should apply for the aforementioned Grant.
THEREFORE, BE IT FURTHER RESOLVED, that the Governing Body of the
Borough of Madison, State of New Jersey, authorize the submission of the
aforementioned Sustainable Jersey Grant.

R 77-2025 RESOLUTION OF THE BOROUGH OF MADISON APPOINTING
MICHAEL LAGRAVENIS TO THE POSITION OF PROBATIONARY POLICE
OFFICER
WHEREAS, the Borough Administrator and Chief of Police have
recommended that Michael Lagravenis be appointed to the position of Probationary
Police Officer in the Madison Police Department; and
WHEREAS, the Madison Borough Council, after due consideration, has
determined to appoint Michael Lagravenis to the position of Probationary Police
Officer in the Madison Police Department.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, that Michael Lagravenis
is hereby appointed to the position of Probationary Police Officer in the Madison
Police Department effective upon his satisfactory graduation from the Essex County
Police Academy in 2025, to be compensated in accordance with the Police
Benevolent Association Collective Bargaining Agreement. This appointment is
expressly subject to all terms and conditions of the attached executed conditional
offer of employment dated February 5, 2025.

R 79-2025 RESOLUTION OF THE BOROUGH OF MADISON AWARDING
CONTRACT TO A.C. SCHULTES OF WOODBURY HEIGHTS, NJ FOR THE
PREVENTIVE MAINTENANCE/REPAIR OF SEWER PUMP STATION
EQUIPMENT
WHEREAS, the Borough of Madison publicly advertised for bids for the
Preventive Maintenance/Repair of Sewer Pump Station Equipment (the “Contract”)
in accordance with the Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq.; and
WHEREAS, three (3) bids were received on January 29, 2025; and
WHEREAS, the Qualified Purchasing Agent has recommended that the
Borough Council award the contract to the lowest qualified bidder, A.C. Schultes, of

Woodbury Heights, New Jersey, in the base bid amount of $10,120.00, plus
overtime and weekends; and
WHEREAS, the Chief Financial Officer has attested that funds will be
available for this purpose in the Sewer Maintenance Account # 01-31-457-200.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison, in the County of Morris and State of New Jersey, as follows:
1. The contract for the Preventive Maintenance/Repair of Sewer
Pump Station Equipment is hereby awarded to A.C. Schultes, of Woodbury Heights,
New Jersey based upon its base bid in the amount of $10,120.00.
2. The Mayor and Borough Clerk are hereby authorized and
directed on behalf of the Borough to enter into the contract with A.C. Schultes in a
form acceptable to the Borough Attorney.
R 80-2025 RESOLUTION OF THE BOROUGH OF MADISON APPROVING
SUBMISSION OF A GRANT APPLICATION AND EXECUTION OF THE GRANT
AGREEMENT WITH THE NEW JERSEY DEPARTMENT OF TRANSPORTATION
FOR THE SHADYLAWN DRIVE IMPROVEMENTS PROJECT
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison in the County of Morris and State of New Jersey, that the Council formally
approves the grant application for the above stated project.
BE IT FURTHER RESOLVED that the Mayor and Clerk are hereby
authorized to submit an electronic grant application identified as 00046
SHADYLAWN DRIVE IMPROVEMENT PROJECT; and
BE IT FURTHER RESOLVED that the Mayor and Clerk are hereby
authorized to sign the grant agreement on behalf of the Borough of Madison and
that their signatures constitute acceptance of the terms and conditions of the grant
agreement and approves execution of the grant agreement.
R 81-2025 RESOLUTION OF THE BOROUGH OF MADISON REJECTING THE
SUBMISSIONS FOR THE TREE PRUNING AND TREE REMOVAL SERVICES
REBID AND AUTHORIZING NEGOTIATION
WHEREAS, the Borough of Madison publicly advertised for bids for the Tree
Pruning and Tree Removal Services in accordance with Local Public Contracts Law
N.J.S.A. 40A:11-1 et seq.; and
WHEREAS, fifteen (15) bids were received and opened on, January 29,
2025. The lowest responsible and responsive bid failed to acknowledge receipt of
an addendum; and

WHEREAS, the Borough Administrator and Borough Attorney have
recommended that the bids be rejected pursuant to N.J.S.A. 40A:11-13.2(a).
NOW, THEREFORE, BE IT RESOLVED, by the Council of the Borough of
Madison in the County of Morris and State of New Jersey that the bids received on
January 29, 2025 for the Tree Pruning and Tree Removal Services are hereby
rejected for the reason set forth herein and the Qualified Purchasing Agent is
authorized to negotiate a contract.

WHEREAS, Madison Arts And Events Director John Pietrowski, has advised
the Borough in writing of his irrevocable decision to retire.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison in the County of Morris and State of New Jersey, that the irrevocable
retirement of John Pietrowski as Madison Arts and Events Director, is hereby
acknowledged and accepted with appreciation for his many years of public service.
R 84-2025 RESOLUTION OF THE BOROUGH OF MADISON APPOINTING
CAROLINE ROMANELLI TO THE POSITION OF ACTING MADISON ARTS AND
EVENTS DIRECTOR
WHEREAS, the Borough Administrator recommends the appointment of
Caroline Romanelli to the position of Acting Madison Arts and Events Director,
effective February 11, 2025; and
WHEREAS, the Council agrees with this recommendation.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of
Madison in the County of Morris and State of New Jersey that Caroline Romanelli is

with the concurrence of the governing body, after an evaluation of her performance
as Acting Director
