MAHTOMEDI CITY COUNCIL MEETING MINUTES MARCH 7, 2017 Mayor Jud Marshall convened the regular City Council meeting at 7:00 p.m. with the following Council members in attendance: Timothy Deans, Richard Brainerd, Lael Ramaley and Joel Schilling. Also in attendance were City Administrator Scott Neilson, City Attorney Jay Karlovich, Engineer Alex Miller and Administrative Support Specialist Patricia McGing. CONSIDER APPROVAL OF THE AGENDA Council member Deans moved, and Council member Schilling seconded the motion to approve the agenda as presented. The motion was unanimously approved CONSIDER APPROVAL OF THE FEBRUARY 21, 2017 CITY COUNCIL REGULAR MEETING MINUTES AND THE FEBRUARY 21, 2017 CITY COUNCIL WORKSHOP MINUTES Council member Ramaley moved, and Council member Schilling seconded the motion to approve the minutes of the February 21, 2017 City Council regular and workshop meetings as written. The motion was unanimously approved. 4. PRESENTATIONS – None Scheduled 5. DISCUSSION FROM THE AUDIENCE There was no discussion from the audience. 6. CONSENT AGENDA Council member Schilling moved, and Council member Brainerd seconded the motion to approve the consent agenda as outlined below. The motion was unanimously approved. 6a. APPROVAL-Request from St. Jude of the Lake Church, 700 Mahtomedi Avenue, to sell beer and wine at the Lenten Fish Bake Dinner on Friday, March 31, 2017. St. Jude of the Lake Church, 700 Mahtomedi Avenue, was granted Council permission to sell wine and beer at the Lenten Fish Bake Dinner on Friday, March 31, 2017. 6b. APPROVAL-Construction Pay Voucher No. 2 & Final in the amount of $29,550.44 for the 2016 Sanitary Sewer Maintenance Project. Construction Pay Voucher No. 2 & Final in the amount of $29,550.44 for 2016 Sanitary Sewer Maintenance Project for Insituform Technologies USA, LLC was approved. MAHTOMEDI CITY COUNCIL MEETING MINUTES -2- March 7, 2017 6. CONSENT AGENDA - Continued 6c. APPROVAL-Consent Agreement and Final Order with U.S. Environmental Protection Agency. The City Council approved payment of $28,925 for the Consent Agreement and Final Order between the U.S. Environmental Protection Agency and City of Mahtomedi for the December 16, 2011 chlorine leak at Well House 5. 6d. APPROVAL-Temporary easement agreements for the CSAH 12 (Stillwater Road) Improvements from Wildwood Road to Mahtomedi Avenue. Temporary Construction Easement Agreements for the Stillwater Road (CSAH 12) Improvement Project were approved. 6e. APPROVAL – Authorize Preparation of Plans and Specifications and Advertisement for Bids Edgecumbe Drive Storm Drainage Improvements. Authorization was granted to prepare plans and specifications and advertise for bids for the Edgecumbe Drive Storm Drainage Improvements. 6f. APPROVAL – Joint Powers Agreement Amendment – North Metro Regional Street Maintenance Consortium. The Joint Powers Agreement Amendment for the North Metro Regional Street Maintenance Consortium was approved. 6g. APPROVAL – Memorandum of Understanding between the City of Mahtomedi and Xcel Energy for Participation in Xcel Energy’s Partners in Energy Program. A Memorandum of Understanding between the City of Mahtomedi and Xcel Energy for the development of an energy action plan as part of Xcel Energy’s Partners in Energy Program was presented and approved. In December, the City was selected to participate in the program and is the 11th community selected in Minnesota since 2014. Beginning this month, a team of community stakeholders will attend a series of workshops to develop an energy action plan for the community. Through a two-year commitment, Xcel Energy will help Mahtomedi identify energy objectives, develop a plan and implement strategies. To facilitate and empower the community, Xcel Energy has assembled a team of experts in energy consulting, process and implementation coaching to assist. 7. PUBLIC HEARINGS – None Scheduled MAHTOMEDI CITY COUNCIL MEETING MINUTES -3- March 7, 2017 8. STAFF REPORTS 8a. CONSIDER APPROVAL – Resolution Supporting Bill S.F. No. 1231 Appropriating Funds to Complete Preliminary Design for the Lake Links Trail Adjacent to TH 244 in the City of Mahtomedi. Administrator Neilson said Senator Wiger is sponsoring legislation (S.F. 1231) to appropriate funds to complete preliminary design for the Lake Links Trail adjacent to TH 244. The Lake Links Trail is identified in the City’s Comprehensive Plan and in the City’s Parks System Master Plan. A resolution supporting the bill was included in the agenda packet for the Council’s consideration. Council member Brainerd said that it’s the right thing to do. He asked where the other cities were at. Do we have support from the neighboring cities? Mr. Steve Wolgamot stated he was a Mahtomedi resident and a Lake Links Trail representative. They are trying to complete the route to provide safe walking and biking around White Bear Lake. There is support from every city around the lake, but have not yet received their resolution supporting the bill. He has been in contact with a representative from the Minnesota Department of Transportation, and he identified four locations they are concentrating on. He said Senator Wiger and Representative Fischer have been very helpful. Council member Brainerd moved, and Council member Deans seconded the motion to approve a resolution supporting Bill S.F. No 1231 appropriating funds to complete preliminary design for the Lake Links Trail adjacent to TH-244 in the City of Mahtomedi. The motion was unanimously approved. 8b. CONSIDER APPROVAL – Bill List Administrator Neilson informed the Council that payment to the Minnesota AWWA should be reduced by $225 as one employee is unable to attend the conference. Council member Deans moved approval of the bill list as amended. Council member Brainerd seconded the motion, and the motion was unanimously approved. 9. REPORT FROM THE CITY ADMINISTRATOR Administrator Neilson informed the Council that Piccadilly Square is now 100% leased. He stated that the League of Minnesota Cities Conference will be June 14 – 16, and registration is now open. He said to let him know if they would like to attend. Commissioner Schilling said that he wanted to attend. MAHTOMEDI CITY COUNCIL MEETING MINUTES -4- March 7, 2017 9. REPORT FROM THE CITY ADMINISTRATOR - Continued Administrator Neilson said that there will be a workshop on March 21 to interview advisory applicants. He asked if the meeting could start at 4:30 p.m. because there are twelve applicants. Council member Deans said he would not be able to attend, but the remaining members will be there. He also informed the Council that the Finance Commission met and reviewed the Capital Improvement Plan. Residents from the Briarwood and Bevin’s neighborhood were in attendance. The Commission would like to meet again in a couple of weeks to continue discussion. Council member Brainerd said that public comment was not taken, and that the Commission asked a lot of good questions. 10. COMMENTS FROM THE CITY COUNCIL Council member Ramaley asked who received the Comprehensive Plan public open house flier scheduled for March 16. Administrator Neilson stated it is on the city’s web site. Council member Ramaley also said that she is glad to hear Piccadilly Square is fully rented. She would like the demographics of who moved in there. Administrator Neilson provided information from the County Road 12 open house. In response to a question from Mayor Marshall, Administrator Neilson said that the tree for the tree of lights is still available. 11. CLOSED SESSION – None Scheduled 12.
