APRIL21, 2025 Regular Meeting of Mayor and Council was convened at 7:00 p.m. on April 21, 2025, with Mayor Michael Mangan presiding. This meeting was held in person at Borough Hall and via Zoom. Mayor Mangan read the statement re: Open Public Meetings Act of 1975 and that adequate notice has been provided by transmitting the Resolution to the Asbury Park Press and the Coast Star, by posting it in the Borough Hall on a bulletin board reserved for such announcements, and by posting it on the official website of the borough. Mayor Mangan stated that zoom meetings are a courtesy and if the zoom platform fails the meeting will continue in person. Mayor Mangan welcomed the audience and invited them to join in a moment of silent prayer and a salute to the Flag. ROLL CALL: Present: Council Members Bruce Bresnahan, Brian Holly, Gregg Olivera, Lori Triggiano, and Sheila Vidreiro Absent: Councilman Jay Bryant Also present was Borough Attorney Mark Kitrick and Borough Administrator Thomas Flarity. Audience Participation Councilman Holly made a motion to open the meeting to the public, seconded by Councilwoman Triggiano. Motion carried unanimously. Being none, Councilman Holly made a motion to close the public portion, seconded by Councilwomen Triggiano, Motion carried unanimously. Proclamation – Mayor Mangan presented a Proclamation honoring Frank Servidio. WHEREAS, Frank Servidio has been a resolute and valued employee of the Borough of Manasquan Public Works since May 2, 2011, serving the community faithfully for 13 years and 8 months; and WHEREAS, throughout his tenure, Frank Servidio has served in various capacities including parks maintenance, garbage collection, Mad Vac operator and recycling attendant. Frank played a vital role in borough recovery and operations during Superstorm Sandy and snowstorms, proving himself a reliable and steadfast presence in time of need; and WHEREAS, Frank has served as the Shade Tree liaison for Public Works, showing extraordinary diligence in the maintenance of borough trees and gardens; and WHEREAS, at the age of eighty-two, Frank Servidio remains one of the hardest-working members of the Public Works Department, setting an inspiring example through his work ethic and dedication; and WHEREAS, Frank has also contributed over 12 years of service to the Manasquan Shade Tree Commission, where his efforts in tree care and watering have led to an impressively high survival rate and flourishing greenery throughout the borough; and WHEREAS, Frank Servidio’s unwavering commitment and care have created a legacy of natural beauty that will be enjoyed by Manasquan residents for generations to come. NOW, THEREFORE, BE IT RESOLVED, that the Borough of Manasquan proudly recognizes and honors Frank Servidio for his outstanding years of service and tireless dedication to the Borough and the Manasquan Shade Tree Commission.  APRIL21, 2025 BE IT FURTHER PROCLAIMED, that I, Michael W. Mangan, Mayor of the Borough of Manasquan, on behalf of the Borough Council, do hereby commend Frank Servidio for his exemplary service, and express the community’s sincere gratitude for his many contributions. Let this proclamation be entered into the official minutes of the Borough Council meeting held this 21st day of April 2025. Workshop Discussion Item # 2 “Internal Process” Mayor Mangan discussed the process of how Borough Committees operate and how the Administrator’s should be responding to requests, ideas, ordinances, capital expenditures. He mentioned there are three main processes that all want some buy in and some visibility into. This process will be partnered with Monday.com. which allows for everything that needs to get done get done. He stated that he wanted to bring everyone up to speed , letting members of the public safety committee talk about what they think about it. If we move forward with the process, action will be taken at the next council meeting. Item #1 Police Car Detailing Chief of Police Greg Restivo presented an update on the police vehicle decals. He reiterated that the new lettering and design are color-coordinated to match the police uniforms and patch. Chief Restivo clarified that the two new Tahoe vehicles expected in the summer will have their sirens, cameras, radios, and radios, decals and inserts installed, and the cost for these vehicles is included in their overall price. He further stated that Fleet Manager Ryan Scott will be responsible for stripping the old decals and applying the new ones to the two current Tahoe vehicles at a cost of $425.00 per vehicle. Mayor Mangan and Councilman Olivera both commended the Police Officers for their enthusiasm and passion for this uniformity, noting that it reflects their professionalism and is a testament to the leadership of Police Chief Restivo and Captain Norcia. Consent Agenda RESOLUTION 107-2025 BE IT RESOLVED by the Borough Council of the Borough of Manasquan, County of Monmouth, New Jersey, that Manasquan First Aid Squad has submitted the members that qualify under Chapter 2-65.7 in the Borough of Manasquan Revised General Ordinances “Free Season Beach Badge and Parking Permit for Certain Members of the Manasquan First Aid Squad.” These members responded to 20% or more of the calls of the Unit or are Life Members of the Manasquan First Aid Squad. RESOLUTION 108-2025 WHEREAS, the Borough has purchased the property at 86 Main Street; and WHEREAS, VHB Environmental, Manasquan, NJ has been appointed to continue due diligence soil and groundwater testing at 86 Main Street; and WHEREAS, VHB has submitted a proposal to continue the necessary testing following the completion of the demolition of the previously existing structure on the site. NOW THEREFORE BE IT RESOLVED that the Governing Body of the Borough of Manasquan, County of Monmouth, State of New Jersey hereby authorize the Mayor to execute the VHB Client Authorization Scope of Work dated December 2, 2025, for the purpose of conducting further geophysical soil and groundwater testing of the site at 86 Main Street.  APRIL21, 2025 RESOLUTION 109-2025 BE IT RESOLVED by the Borough Council of the Borough of Manasquan, County of Monmouth, State of New Jersey, that Edward Donovan be appointed as a representative to the South Monmouth Regional Sewerage Authority (SMRSA) for the five-year term effective February 1, 2025, to January 31, 2030. RESOLUTION 113- 2025 WHEREAS, the Collective Bargaining agreement between the Borough of Manasquan and the Manasquan P.B.A. Local No 20 provides for an education incentive for officers who attain certain levels of higher education; and WHEREAS, Police Officer Matthew Weinstock has successfully completed the requirements for a Bachelor of Arts Degree in Criminal Justice with a minor in Homeland Security from Monmouth University; and WHEREAS, Officer Weinstock has submitted the necessary documentation verifying the completion of said degree; and WHEREAS, Officer Weinstock is therefore eligible for the $2,200.00 education incentive pay as outlined in the collective bargaining agreement. Motion carried by the following vote: “yes” Council Members Bresnahan, Holly, Triggiano and Vidreiro. “No” none.  APRIL21, 2025 Committee Reports Public Safety Committee – Councilman Olivera stated that he had no report. Shared Services & Grants Committee- Councilman Bresnahan reported that preparations for the upcoming beach season are underway. He reminded everyone that the deadline for allowing dogs on the beach has passed, and therefore, dogs are currently prohibited from the beach and are never permitted on the walkway. He also clarified that these same regulations regarding dogs apply to all borough parks as well. Public Property Committee - Councilman Holly reported that the Stockton Lake Blvd. Project is progressing well, with curbs and gutters expected to be completed by the end of the current week and milling and paving scheduled to begin next week. He also noted that Sea Watch is on track to open on May 1st. The Department of Public Works is currently undertaking beach grading in preparation for the summer season. Additionally, Councilman Holly announced that the Senior Center is beginning the painting process and will be painted the same color as Sea Watch to maintain visual consistency. Finally, he reported that the basketball court striping at Curtis Park is also scheduled to be done this week. Land Use Committee - Councilwoman Triggiano updated on Construction permits being issued. And reiterated that dogs should always be on a leach. Community Service Committee - Councilwoman Vidreiro provided an update on upcoming recreation and senior events, including the Recreation Summer Camp. She reminded everyone that the deadline for scholarship applications was May 5th. Additionally, she announced that the Tourism Committee will be hosting their Summer Kick-Off party on May 22, 2025. Mayor Mangan noted that the council has reappointed former Mayor Ed Donovan as the Borough's representative to the South Monmouth Regional Sewerage Authority (SMRSA). He emphasized the significant cost of sewage treatment, representing 50% of the water/sewer utility budget, and highlighted that the Borough has only one seat for representation on this authority. Mayor Mangan expressed the council's appreciation for Ed Donovan's continued willingness to serve and report back to the council on a regular basis regarding SMRSA matters.
