MAY 5, 2025
Regular Meeting of Mayor and Council was convened at 7:00 p.m. on May 5, 2025, with Mayor Michael
Mangan presiding. This meeting was held in person at Borough Hall and via Zoom.
Mayor Mangan read the statement re: Open Public Meetings Act of 1975 and that adequate notice has been
provided by transmitting the Resolution to the Asbury Park Press and the Coast Star, by posting it in the
Borough Hall on a bulletin board reserved for such announcements, and by posting it on the official website
of the borough.
Mayor Mangan stated that zoom meetings are a courtesy and if the zoom platform fails the meeting will
continue in person.
Mayor Mangan welcomed the audience and invited them to join in a moment of silent prayer and a salute to
the Flag.
ROLL CALL: Present: Council Members Bruce Bresnahan, Jay Bryant, Brian Holly, Gregg Olivera, Lori
Triggiano, and Sheila Vidreiro

Also present was Borough Attorney Mark Kitrick, Borough Administrator Thomas Flarity and Borough
Auditor Allen Schechter
Audience Participation
Councilman Holly made a motion to open the meeting to the public, seconded by Councilwomen Triggiano.
Motion carried unanimously.
Carol Wilkins Kirkman of 22 Willow Way inquired about the number of employees at the beach, specifically
questioning if any positions were full-time, as it appeared that all staff were part-time. Mayor Mangan
responded by explaining the necessity for a large number of qualified employees, particularly lifeguards. He
clarified that the high employee count is due to all positions being part-time. Councilman Holly further
added that the limited availability of many employees, who are often students, throughout the summer season
also contributes to the need for a larger part-time workforce.
There being no other comments Councilman Olivera made a motion to close the public portion, seconded
by Councilwomen Triggiano. Motion carried unanimously.

WHEREAS, the 2025 approved budget of the Borough of Manasquan, as advertised, has been posted
in the Municipal Building at least one week prior to the date of this hearing, and
WHEREAS, a copy of the same has been made available to each person requesting it during said week
and during public hearing.
THEREFORE, BE IT RESOLVED, that having conformed to the conditions set forth in N.J.S.
40A:4-8. The 2025 budget be read by its title.
Councilwoman Holly made a motion to approve the resolution, seconded by Councilwomen Triggiano.
Motion carried by the following vote: “yes” Council Members Bresnahan, Bryant, Holly, Olivera, Triggiano,

The Borough Attorney read the title of ordinance 2450-25 for second reading and final adoption.

Councilman Holly made a motion to open the hearing to the public, seconded by Councilman Bresnahan.
Motion carried unanimously.
There being no comment Councilman Holly made a motion to close the public portion, seconded by
Councilwoman Triggiano. Motion carried unanimously.
Councilman Holly made a motion to pass and publish ordinance 2450-25 according to law, seconded by
Councilman Bresnahan. Motion carried by the following vote: “yes” Council Members Bresnahan, Bryant,
Holly, Oliver, Triggiano, and Vidreiro. “No” none.

2025 Municipal Budget Hearing
Councilman Bryant expressed his satisfaction with the budget and thanked everyone involved in its creation.
Mr. Schechter read the budget by title as allowed by law.
Councilwoman Triggiano made a motion to open the budget hearing to the public, seconded by Councilman
Holly.
There being no comment Councilman Holly made a motion to close the public hearing, seconded by
Councilwoman Triggiano. Motion carried unanimously.

Borough Auditor, Mr. Schechter read resolution 127-2025 for approval.
Councilman Bryant made a motion to adopt the budget, seconded by Councilman Holly. Motion carried by
the following vote: “yes” Council Members Bresnahan, Bryant, Holly, Olivera, Triggiano, and Vidreiro.
“No” none
Mayor Mangan stressed the significance of having a balanced budget and commended everyone for working
to together.

Proclamations
Councilman Olivera presented a Proclamation for Elk’s National Youth Week
National Youth Week 2025
WHEREAS, the Benevolent and Protective Order of Elks designated May 1 st
through May 7th as Youth Week to honor America’s Junior Citizens for their
accomplishments, and to give fitting recognition of their services to Community,
State and Nation; and
WHEREAS, Manasquan Elks Lodge No. 2534 will sponsor an observance
during that week in tribute to the Junior Citizens of this Community; and
WHEREAS, no event could be more deserving of our support and participation
than one dedicated to these young people who represent the nation’s greatest
resource, and who in the years ahead will assume the responsibility for the
advancement of our free society; and
WHEREAS, our Youth need guidance, inspiration, and encouragement, which we
alone can give to help develop those qualities of character essential for future leadership
and go forth to serve America; and
WHEREAS, to achieve this worthy objective we should demonstrate our
partnership with Youth, our understanding of their hopes and aspirations, and a sincere
willingness to help prepare them in every way for the responsibilities and opportunities
of citizenship.
NOW, THEREFORE, BE IT RESOLVED, that I, Michael W. Mangan, Mayor of the
Borough of Manasquan, on behalf of the Borough Council and the good people of
Manasquan, do hereby proclaim the first week of May, as Youth Week, and urge all
departments of government, civic, fraternal, and patriotic groups, and our citizens
generally, to participate wholeheartedly in its observance in the Borough of Manasquan.

Mayor Mangan Presented a proclamation for Building Safety Month.
Building Safety Month — May 2025
Whereas our Town is committed to recognizing that our growth and strength depends on the safety and
essential role our homes, buildings and infrastructure play, both in everyday life and when disasters strike,
and;
Whereas our confidence in the resilience of these buildings that make up our community is achieved
through the devotion of vigilant guardians—building safety and fire prevention officials, architects,
engineers, builders, tradespeople, design professionals, laborers, plumbers and others in the construction
industry—who work year-round to ensure the safe construction of buildings, and;
Whereas these guardians are dedicated experts in the built environment to create and implement the
highest-quality codes and standards to protect us in the buildings where we live, learn, work and play,
and;
Whereas these modern building codes and standards include safeguards to protect the public from hazards
such as hurricanes, snowstorms, tornadoes, wildland fires, floods and earthquakes, and;
Whereas Building Safety Month is to remind the public about the critical role of our communities' largely
unknown protectors of public safety—our code officials—who assure us of safe, sustainable and affordable
buildings that are essential to our prosperity, and;
Whereas each year, in observance of Building Safety Month, people all over the world are asked to
consider the commitment to improve building safety, resilience and economic investment at home and in
the community, and to acknowledge the essential service provided to all of us by local, state, tribal,
territorial, and federal building safety and fire prevention departments, in protecting lives and property.
NOW, THEREFORE, l, Michael Mangan, Mayor of Manasquan do hereby proclaim the month of May 2025
as Building Safety Month.
Mayor Mangan mentioned the importance of Building Safety and the roles the Construction Department
has. Their work in overseeing safety regulations and practices is so important for preventing accidents and
creating a secure environment for everyone that is involved in any construction project.
Workshop Discussion
1) Mayor’s Youth Advisory Group
Mayor Mangan discussed the Mayor’s Youth Advisory Group, which aims to involve middle schoolers in
the towns decision-making process. The group will meet six times to discuss ideas for change or
improvement in the town. It is open to any Manasquan resident, regardless of school attending.
2) Pompano Avenue Rezoning
Mayor Mangan discussed the proposal on ordinance to rezone certain lots on Pompano Avenue to conform
to the original intent, which would alleviate restrictions on nonconforming lots. Borough Attorney discussed
The process of the zoning ordinance and development of a new zone.
3) Capital Plan
MAY 5, 2025
Mayor Mangan briefly discussed that discussions are being had to present a capital plan that is easier to
dissect and plan for future projects. The idea is to track all the projects in town to make sure that they are
being seen through.
Monthly Engineer’s Report
Borough Engineer Joe Raftery presented the Engineers report for the month of April.

RESOLUTION
116-2025
BE IT RESOLVED by the Borough Council of the Borough of Manasquan, County of Monmouth, State of
New Jersey, that the Borough of Manasquan retains the Professional Engineering services of Colliers Engineering &
Design, 101 Crawfords Corner Road, Suite 3400, Holmdel, NJ 07733, for purposes of providing Professional
Construction Administration & Construction Inspection Services to Pearce Court Water Main Improvements:
Phase 1.0 Construction Administration and Inspection Services $ 29,700.00
for a total amount not to exceed $29,700.00 for the service outlined in a revised proposal dated May 5, 2025.
AND BE IT FURTHER RESOLVED by the Borough Council of the Borough of Manasquan, County of
Monmouth, State of New Jersey, that the borough authorizes Phase 1.0 with the provision that each subsequent task
shall require additional authorization subject to the recommendation of the Governing Body.

119-2025
SELF-EXAMINATION OF BUDGET RESOLUTION
WHEREAS, N.J.S.A. 40A:4-78b has authorized the Local Finance Board to adopt rules that permit
municipalities in sound fiscal condition to assume the responsibility, normally granted to the Director of the Division
of Local Government Services, of conducting the annual budget examination; and
WHEREAS, N.J.A.C. 5:30-7 was adopted by the Local Finance Board on February 11, 1997; and
WHEREAS, pursuant to N.J.A.C. 5:30-7.2 through 7.5, the Borough of Manasquan has been declared eligible
to participate in the program by the Division of Local government Services, and the Chief Financial officer has
determined that the local government meets the necessary conditions to participate in the program for the 2025 budget
year.
NOW THEREFORE BE IT RESOLVED by the governing body of the Borough of Manasquan that in
accordance with N.J.A.C. 5:30-7.6a & 7.6b and based upon the Chief Financial Officer's certification, the governing
body has found the budget has met the following requirements:
1. That with reference to the following items, the amounts have been calculated pursuant to law and
appropriated as such in the budget:
a. Payment of interest and debt redemption charges
b. Deferred charges and statutory expenditures
c. Cash deficit of preceding year
d. Reserve for uncollected taxes
e. Other reserves and non-disbursement items
f. Any inclusions of amounts required for school purposes.
2. That the provisions relating to limitation on increases of appropriations pursuant to N.J.S.A. 40A:4-
45.2 and appropriations for exceptions to limits on appropriations found at N.J.S.A. 40A:4-45.3 et
seq., are fully met (complies with CAP law).
3. That the budget is in such form, arrangement, and content as required by the Local Budget Law and
N.J.A.C. 5:30-4 and 5:30-5.
4. That pursuant to the Local Budget Law:
a. All estimates of revenue are reasonable, accurate and correctly stated,
b. Items of appropriation are properly set forth
c. In itemization, form, arrangement, and content, the
budget will permit the exercise of the comptroller function within the municipality.
5. The budget and associated amendments have been introduced and publicly advertised in accordance
with the relevant provisions of the Local Budget Law, except that failure to meet the deadlines of
N.J.S.A. 40A:4-5 shall not prevent such certification.
6. That all other applicable statutory requirements have been fulfilled.
BE IT FURTHER RESOLVED that a copy of this resolution will be forwarded to the Director of the Division of
Local Government Services upon adoption.

RESOLUTION AUTHORIZING CONTRACTS THROUGH A
COOPERATIVE PURCHASING SYSTEM FOR CONTRACTING
UNITS PURSUANT TO N.J.S.A. 40A:11-11
WHEREAS, the Borough of Manasquan, pursuant to N.J.S.A. 40A:11-11 and N.J.A.C. 5:34-7.12
may by resolution and without advertising for bids, purchase any goods or services under a Cooperative
Purchasing Program for any contracts entered into on behalf of the members of the Cooperative Purchasing
System; and
WHEREAS, the Borough of Manasquan has the need on a timely basis to purchase goods or services
utilizing cooperative purchasing contracts for the purpose of resurfacing the basketball court at Indian Hill
Park in the Borough of Manasquan; and
WHEREAS, the Borough of Manasquan intends to enter into a contract with:
ATT Sports, Inc. for the improvements to the Indian Hill Park basketball court, Bid# 22/23-47 through the
ESCNJ Co-op, and through this resolution and properly executed contracts, which shall be subject to all the
conditions applicable to the current co-op contracts;
NOW THEREFORE BE IT RESOLVED that the Borough of Manasquan authorizes the
Purchasing Agent to purchase certain goods or services from said contractor by approved New Jersey State
Approved CO-OP, ESCNJ Co-Op #22/23-47, pursuant to all conditions of the individual cooperative
contract, with ATT Sports, Inc., in the amount of $69,300.00 and
BE IT FURTHER RESOLVED, that the governing body of the Borough of Manasquan pursuant
to N.J.A.C. 5:30-5.5(b), the certification of available funds, shall either certify the full maximum amount
against the budget at the time the contract is awarded, or no contract amount shall be chargeable or certified
until such time as the goods or services are ordered or otherwise called for prior to placing the order, and a
certification of availability of funds is made by the Chief Finance Officer; and

Tahoe PPV 4WD, Bid# 47-CPCPS through the Cranford Co-op, and through this resolution and properly
executed contracts, which shall be subject to all the conditions applicable to the current co-op contracts;
NOW THEREFORE BE IT RESOLVED that the Borough of Manasquan authorizes the
Purchasing Agent to purchase certain goods or services from said contractor by approved New Jersey State
Approved CO-OP, Cranford Co-Op 47-CPCPS, pursuant to all conditions of the individual cooperative
contract, with Fred Beans Government Sales, in the amount of $50,379.00 and
BE IT FURTHER RESOLVED, that the governing body of the Borough of Manasquan pursuant

A RESOLUTION AUTHORIZING UNRESTRICTED
PARKING FOR VFW MEMBERS IN THE ABE
VOORHEES PLAZA PARKING AREA FROM JUNE 17
THROUGH JUNE 19, 2025
WHEREAS, the Veterans of Foreign Wars (VFW) is a distinguished organization comprised of
United States military veterans who have served honorably in overseas conflicts; and
WHEREAS, the Borough of Manasquan acknowledges the important civic role of the VFW and
wishes to support their participation in community events and commemorations taking place in the Borough;
and
WHEREAS, the VFW has requested that its members be allowed to park without restriction in the
Abe Voorhees Plaza municipal parking area during the period of June 17 through June 19, 2025.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of
Manasquan, County of Monmouth, State of New Jersey, as follows:
1. VFW members are hereby permitted to park without restriction in the Abe Voorhees Plaza municipal
parking area from 9:00 AM on Tuesday, June 17, 2025, through 9:00PM on Thursday, June 19,
2025.
2. All standard parking regulations, including time limits and enforcement provisions, shall be
suspended for vehicles associated with VFW members during the above-stated period within the
designated area.
3. The VFW shall provide a list of participating vehicles or display permits as coordinated with the
Manasquan Police Department, if required.
4. A copy of this resolution shall be forwarded to the Manasquan Police Department, Department of
Public Works, and the designated VFW liaison for enforcement and coordination.
BE IT FURTHER RESOLVED that this resolution shall take effect immediately upon adoption.

DEED RESTRICTION RESOLUTION
MAY 5, 2025
WHEREAS, Mr. Bhavin Patel is the managing partner of 245 Parker Avenue, LLC which is the
owner of a multifamily dwelling located at 245 Parker Avenue consisting of 6 second floor residential rental
units over retail space; and
WHEREAS, Borough of Manasquan Zoning Ordinance 35-5.20 designates Parker Avenue (Route
71) as an affordable housing overlay zone (overlay zone); and
WHEREAS, 35-5.20 requires that all residential housing developments within the overlay zone shall
provide 20% affordable housing units; and
WHEREAS, N.J.A.C 5:80-26.1 et. seq. governs the administration of municipal affordable housing
and requires that affordable rental units be deed restricted for a period of 30 years.
WHEREAS, 245 Parker Avenue, LLC has executed a 30-year Deed Restriction for 245 Parker
Avenue, designating Apartment 2 a low-income 1-bedroom unit.
NOW THEREFORE BE IT RESOLVED that Mayor Michael W. Mangan is authorized to approve
the Deed Restriction which will then be properly recorded at the Monmouth County Clerk’s Office.

Shared Services & Grants Committee- Councilman Bresnahan reported that he had no report.

Administration Committee - Councilman Bryant thanked everyone at the borough for getting the budget
ready in a timely manner and that the budget is available on the borough website.
Public Property Committee - Councilman Holly expressed gratitude to the Elks and their officers for their
patience for the inconvenience due to the Stockton Lake Blvd project. He also complimented Brian Mallin
on his work on the Shade Tree Commission and his dedication to the students at the Elementary School, for
teaching them about the importance of trees to the environment. Councilman Holly also updated that the
Senior Center painting has been completed with landscaping being scheduled, the requested playground
equipment for younger children at North End Beach will be put up in the coming weeks, Curtis Park
Basketball Court painting is complete, and Indian Hill will be next on the schedule. He also congratulated
Borough Administrator Tom Flarity for his hard work on the Streetscapes Project and reported that the
project is out to bid.
Public Safety Committee – Councilman Olivera thanked Council Holly for his comments regarding the Elk’s
and that he would report back to the Elk’s organization. He also reported that the prisoner cell block area in
the police department has passed inspection and is in full compliance with the state.
Land Use Committee – Councilwoman Triggiano reported on the activity in the code/construction/zoning
department and that bulk pickup is this week and she went over what can be put out and that there will be
no bulk pickup during the summer months.
Community Service Committee – Councilwoman Vidreiro reported on recreation programs that are going
on, the scholarship application were due that will secure two $1000.00 scholarships that will be awarded.
as well as mentioning that Tourism Cocktail Kickoff party is at Leggett’s on May 22nd. She also thanked the
MBIA for their Volunteer Day and the contribution they made to making town and the beach area looking
good and for their continuous demanding work.
Mayor Mangan mentioned an ordinance correction in the Recreation Committee and suggested the idea of
organizing all borough meetings on a calendar.
Audience Participation
Councilman Holly made a motion to open the public portion, seconded by Councilman Bresnahan. Motion
carried unanimously.
Carol Wilkins Kirkman, 22 Willow Way requested the installation of a pedestrian crosswalk on North
Broad Street at Ridge Avenue, extending to the east side of the street. She cited increased foot traffic from
sporting events at the nearby field as the reason for the request. Mayor Mangan acknowledged the concern
and stated that it is something that can be considered in the future.
Ms. Kirkman also reported a safety issue she observed with the brick wall near the beach garage during
her participation in Volunteer Day with the MBIA. Mayor Mangan responded that the issue would be
investigated and encouraged her to email any similar concerns to him directly.
Edward Feeley, Curtis Avenue, inquired whether the Capital Plan for streets includes Curtis, Virginia, and
Marcellus Avenues, noting that the south side of Curtis involves numerous considerations. Mayor Mangan
confirmed that Curtis Avenue is included in the plan and stated that infrastructure needs for the area are
scheduled to be addressed this year.
Mary Ryan, 113 Beachfront expressed her appreciation to Councilwomen Vidreiro for acknowledging the
efforts of MBIA on Volunteer Day, noting it was a successful event. She also thanked the council for the
borough newsletter, describing it as a wonderful gift to the community for the valuable information it
provides.
