Regular Meeting

MAY 19, 2025 Regular Meeting of Mayor and Council was convened at 7:00 p.m. on May 19, 2025, with Mayor Michael Mangan presiding. This meeting was held in person at Borough Hall and via Zoom. Mayor Mangan read the statement re: Open Public Meetings Act of 1975 and that adequate notice has been provided by transmitting the Resolution to the Asbury Park Press and the Coast Star, by posting it in the Borough Hall on a bulletin board reserved for such announcements, and by posting it on the official website of the borough. Mayor Mangan stated that zoom meetings are a courtesy and if the zoom platform fails the meeting will continue in person. Mayor Mangan welcomed the audience and invited them to join in a moment of silent prayer and a salute to the Flag. ROLL CALL: Present: Council Members Bruce Bresnahan, Jay Bryant, Brian Holly, Gregg Olivera, Lori Triggiano, and Sheila Vidreiro Absent: None Also present was Borough Attorney Mark Kitrick and Borough Administrator Thomas Flarity. Audience Participation Councilman Holly made a motion to open the meeting to the public, seconded by Councilman Olivera. Motion carried unanimously. Carol Wilkens Kirkman, 22 Willow Way, questioned where the zones are that the ordinances on the agenda are located. Mayor Mangan explained the purpose for the Zoning Ordinances on Pompano Avenue and the reason they are being implemented. Councilman Holly made a motion to close the public portion, seconded by Councilman Bresnahan. Motion carried unanimously. Proclamation Mayor Mangan asked that Councilman Bryant read the following Proclamation. HONORING LILLIAN G. BRYANT RECIPIENT OF THE ARLENE GARDNER DISTINGUISHED SCHOLAR AWARD WHEREAS, the Borough of Manasquan proudly recognizes the outstanding accomplishments of its citizens, particularly those whose dedication and achievements reflect positively on our community; and WHEREAS, Lillian G. Bryant, a resident of Manasquan and a sophomore at Virginia Tech, has been named the First-Place recipient in the college division of the prestigious Arlene Gardner Distinguished Scholar Award by the New Jersey Council for Social Studies (NJCSS); and WHEREAS, this honor recognizes Lillian’s academic excellence and her commitment to environmental sustainability and civic engagement, principles that align with the mission of the NJCSS and the values of the Manasquan community; and WHEREAS, Lillian's name has been publicly celebrated on the NJCSS website alongside the names of Virginia Tech and the Manasquan Environmental Commission, further underscoring the significant impact of her work; and WHEREAS, New Jersey has led the nation in mandating climate education in all K–12 subjects and grades, and Lillian's contributions to environmental awareness and advocacy serve as a shining example of how young leaders can help advance these critical goals; and WHEREAS, Lillian’s longstanding service includes Secretary of Borough of Manasquan Environmental Commission, leadership in the Climate Reality Project, coordination of town-wide cleanups and beach  MAY 19, 2025 sweeps in Manasquan, and her work as a Save Green Business Analytics Intern with New Jersey Resources, demonstrating her dedication to sustainability both locally and globally; NOW, THEREFORE, BE IT PROCLAIMED, that I, [Mayor’s Full Name], Mayor of the Borough of Manasquan, on behalf of the Borough Council and the residents of Manasquan, do hereby commend and congratulate Lillian G. Bryant for her extraordinary academic and civic achievements, and do proudly declare this recognition in her honor. Councilman Bryant took a moment to recognize Eric Wasnesky of the Environmental Commission and from Manasquan High School for the work that he does with the students at Manasquan High School and all the mentoring he does with the students that benefit them for their future success in college. Proclamation Mayor Mangan read the following Proclamation Honoring the Manasquan Fishing Club. HONORING THE MANASQUAN FISHING CLUB WHEREAS, the Manasquan Fishing Club (MFC) was established in 1955 and has continuously upheld its mission to honor the art of saltwater angling and enhance the fishing skills of its members; and WHEREAS, for 70 years, the Manasquan Fishing Club has been an integral part of the community, fostering a passion for fishing among its members and engaging in numerous activities that benefit local youth, conservation efforts, and educational programs; and WHEREAS, the MFC actively contributes to the community by assisting the Manasquan PBA during their annual Kids Fishing Derby, conducting educational fishing courses through the Manasquan Recreation Department, organizing a youth fishing tournament on Big Sea Day, and holding a Youth Fishing Clinic at Mac’s Pond to introduce young anglers to the sport; and WHEREAS, the MFC works closely with Monmouth University and the American Littoral Society in a formal fish tagging program to promote the conservation of selected species, further demonstrating its commitment to environmental stewardship; and WHEREAS, the club has awarded seven Manasquan Fishing Club Scholarships to graduating seniors who are members of the Manasquan High School Fishing Club, encouraging and supporting the next generation of anglers; and WHEREAS, the club has a proud membership of 55 individuals, including 10 Life Members who have contributed between 35 to 56 years of active participation; and WHEREAS, the Borough of Manasquan recognizes the Manasquan Fishing Club for its invaluable contributions to the community and its dedication to preserving and promoting the sport of fishing; and NOW, THEREFORE, the Borough of Manasquan formally acknowledges and celebrates the 70th Anniversary of the Manasquan Fishing Club and extends gratitude for its unwavering commitment to the community. BE IT FURTHER RESOLVED, that on April 4, 2025, at the Annual Awards Dinner held at the Spring Lake Manor, the Borough of Manasquan will join in recognizing the achievements and legacy of the Manasquan Fishing Club and its members.  MAY 19, 2025 Approval of Minutes Regular Meeting Minutes April 7, 2025 Councilman Holly made motion to approve the minutes, seconded by Councilman Bresnahan Regular Meeting Minutes April 21, 2025 Councilman Bryant made a motion to approve the minutes, seconded by Councilman Bresnahan Regular Meeting Minutes May 5, 2025 Councilman Holly made a motion to approve the minutes, seconded by Councilman Bryant Workshop Discussion Mayor Mangan explained that the schedule of putting things on the meeting agenda without having a discussion during a workshop session at a Council Meeting. Committee Terms - Mayor Mangan explained that, due to a recent ordinance change, the term structures for several Committees and Commissions were no longer properly aligned. Specifically, the Recreation Committee, Environmental Commission, and Tourism Commission had overlapping or inconsistent term tiers that needed to be corrected and staggered appropriately. He stated that, if approved by Council, the necessary adjustments would be drafted and placed on a future council meeting agenda for formal consideration. Project Committee - Mayor Mangan introduced the idea of establishing a separate Projects Committee. He explained that the purpose of this committee would be to better coordinate and manage project-related initiatives, distinct from the responsibilities currently handled by the Public Works Committee. He noted that while most existing committees are focused on overseeing specific departments, they do not address the broader operational needs of the borough. To fill this gap, the Mayor proposed forming a dedicated Projects Committee. He added that he and Councilman Holly will work together to develop a proposed structure and process for the committee, which will be presented at a future council meeting for review and consideration. Just Us Girls 5K – Mayor Mangan initiated the discussion regarding the Just Us Girls 5K, explaining that while most events are typically approved by staff, this particular running event required further consideration. He highlighted the borough's recent initiative to limit the number of run events held in town. The Mayor clarified that the Just Us Girls 5K is not a new event, having been held for the past 30 years at the Sea Girt Army Camp. However, due to scheduling conflicts, the Sea Girt Army Camp is currently unable to commit to a date. Traditionally, the pre- and post-run activities have been held in Manasquan, and now the organizers are seeking to host the entire run in Manasquan. Councilman Olivera voiced his support for the event, emphasizing its longstanding connection to the Manasquan community and its crucial mission to raise awareness for breast cancer and provide financial support to women undergoing treatment. Initially, the committee declined the request. However, following further discussion with the organizers, it was agreed that the event should be brought to a council meeting for consideration. The consensus was that the event could proceed, pending finalization of the route, and staff would be informed. RESOLUTION 136-2025 WHEREAS, there is a vacancy in the Department of Public Works due to the retirement of Raymond Shinn; and WHEREAS, the Borough hiring process was activated to attract and vet interested candidates to fill the vacancy; and WHEREAS, Jake Antonucci has been identified as the recommended candidate to fill this vacancy. Committee Reports Community Service Committee – Councilwoman Vidreiro provided updates on ongoing recreation programs and announced a change in the Field House Hours for specific age groups. She also informed about the Warrior for a Day Event Land Use Committee – Councilwoman Triggiano stated that she had nothing to report. Public Safety Committee – Councilman Olivera gave a reminder the public to lock their vehicles, and a relevant story about a recent stolen vehicle was shared to underscore the importance of this precaution. Public Property Committee - Councilman Holly reported on Pearce Cout repaving being complete this week, Sea Watch will be opening, and the Sea Watch playground upgrades will be completed by Memorial Day weekend. He also updated on the landscaping of the Senior Center. Administration Committee - Councilman Bryant stated he had no official report but wanted to extend his thanks for recognition of his daughter, Lillian Bryant. He also updated on the My Government Experience and the participation of the Manasquan students and reported that the Mayor will be implementing the Youth in Government Program for student in sixth to eighth grade. Shared Services & Grants Committee- Councilman Bresnahan reported that the beach is ready and expressed his gratitude to everyone involved in preparing it. Mayor Mangan shared the information for the Annual Cocktail Kick Off to Summer Event being held at Leggett’s. He also highlighted the Warrior for a Day Event.  MAY 19, 2025 Audience Participation Councilman Holly made a motion to open the public portion, seconded by Councilman Bresnahan. Motion carried unanimously. Cliff Brenner, Rogers Avenue, inquired about a storm drain on Rogers Avenue that is clogged and causing flooding. Mayor Mangan replied that that Tom Flarity the Borough Administrator will look into it. Councilman Holly made a motion to close the public portion, seconded by Councilwoman Triggiano.
