MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MARCH 1, 2021 BY VIDEO CONFERENCING ON ZOOM AT 200 HIGHLANDS BOULEVARD DRIVE 1. CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen meeting to order at 7:00 p.m. 2. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Hamill, Alderman Huether, Alderman Nolte, Alderman Ottenad, Alderman Baumann, Alderman Toben, and Mayor Clement. A quorum was present. 3. APPROVAL OF THE MINUTES a. Minutes of the Tuesday, February 16, 2021 Board of Aldermen Public Meeting Alderman Ottenad made the motion to approve the Minutes of the Tuesday, February 16, 2021 Board of Aldermen Public Hearing. The motion was seconded by Alderman Hamill and carried unanimously, with no objections from members of the Board of Aldermen. b. Minutes of the Tuesday, February 16, 2021 Board of Aldermen Regular Meeting Alderman Hamill made the motion to approve the minutes of the Tuesday, February 16, 2021 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. 4. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Hamill made the motion to approve the Order of Items on the Agenda, as submitted. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. 5. CONSIDERATION OF PETITIONS AND COMMENTS FROM THE PUBLIC Regular Board of Aldermen Meeting 03-01-2021 Page 1  a. Comments from the Public There were none. 6. REPORTS FROM THE MAYOR a. Mayoral Report Mayor Clement stated that Manchester hosted a blood drive the previous week. Their goal was to get 40 units and they ended up with 53 units donated. He wanted to thank everyone that donated. Mayor Clement spoke about the Police Department taking part in the Polar Plunge and raising money for the Special Olympics. Mayor Clement wanted to thank the 10 police officers that participated in this event. The City of Manchester’s team raised $6,365 dollars for Special Olympics. The total amount donated for the Polar Plunge in St. Louis was $88 thousand dollars. Mayor Clement stated there was a chili cookoff in the City of Manchester on Friday, February 26. Code Enforcement Steve Kirkman took First Place, while City Administrator came in Second Place. Mayor Clement stated he just heard one of Lafayette Industries employees will be on the Today show on Wednesday morning (March 3). He stated that this young man has five million followers on Instagram. His Instagram is called “Bakers Banter”. Mayor Clement wanted to let everyone know that his next Conversations with the Mayor is March 10 at 8:30 a.m. via zoom. 7. REPORTS FROM THE CITY ADMINISTRATOR a. Introduction of City Staff – Police Officer Christopher Scoville Chief of Police Scott Will introduced new Police Officer Christopher Scoville. Officer Scoville comes from the City of St. Louis Police Department. He graduated from the academy in 2018 and is working through his Associates degree. b. 2020 Park Improvement Survey Report – Director Schien Director of Parks, Recreation and Art Kat Schien stated that Parks did an improvement survey in the Fall of 2020. Director Schien went over the survey along with the demographics, current usage, facility ratings, future improvements and the Parks response. c. List of Paid Bills (Warrant dates of 01-04-2021 to 01-17-2021) There were none. 8. REPORTS FROM COMMITTEES Regular Board of Aldermen Meeting 03-01-2021 Page 2  a. Planning and Zoning Commission Alderman Hamill stated they did not meet. b. Veterans Commission Alderman Huether stated they met on February 25. They welcomed Representative Trish Gunby and Representative Dave Griffith to the meeting. There were updates on the Legislation impacting Veterans. Alderman Huether stated they also received an update from Adam McBride, executive director of the Veterans Community Project of the St. Louis Expansion. They have already reached benchmarks that they had set forth. c. Homecoming Committee Alderman Ottenad stated they did not meet and plan to meet March 9 at 6:30 p.m. at the Parks building. d. Audit and Finance Committee Alderman Baumann stated that they did not meet. 9. ACTION ON OLD BILLS a. BILL NO 21-2428 – 2021 LIQUOR LICENSE FEE ABATEMENT Alderman Nolte read for the second time Bill #21-2428, entitled: “AN ORDINANCE TO AUTHORIZE THE ABATEMENT OF CERTAIN CITY OF MANCHESTER LIQUOR LICENSE FEES FOR THE 2021-2022 LICENSE YEAR”, by title only. Alderman Nolte made the motion that Bill #21-2428 become Ordinance #21-2313. The motion was seconded by Alderman Hamill. A poll of the Board showed: Alderman Toben – aye Alderman Baumann – aye Alderman Ottenad – aye Alderman Huether – aye Alderman Nolte – aye Alderman Hamill - aye Mayor Clement announced the motion passed 6 – 0, with no objections from the Board. 10. ACTION ON NEW LEGISLATION Regular Board of Aldermen Meeting 03-01-2021 Page 3  a. RESOLUTION NO 21-0789 – PROFESSIONAL ENGINEERING DESIGN SERVICES CONTRACT AUTHROIZATION – TIMBERLEIGH COURT/BROOKVALE TERRACE STORMWATER IMPROVEMENTS PROJECT Alderman Hamill introduced Resolution #21-0789, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH HORNER & SHIFRIN, INC. IN AN AMOUNT NOT TO EXCEED THIRTY THOUSAND DOLLARS ($30,000.00) TO PROVIDE THE CITY WITH PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE TIMBERLEIGH COURT/BROOKVALE TERRACE STORMWATER IMPROVEMENTS PROJECT IN THE CITY OF MANCHESTER.”, by title only. Ms. April Giesmann from Horner and Shifrin, stated on Brookvale Terrace and Timberleigh there has been a lot of stormwater concerns. They are looking to provide some relief to some residents that are having flooding in their backyards. Alderman Ottenad asked how many houses this is affecting. Ms. Giesmann answered it is at least two houses. Alderman Hamill made the motion for approval of Resolution #21-0789. The motion was seconded by Alderman Ottenad and carried 6 – 0, with no objections from the Board. b. RESOLUTION NO 21-0790 – PROFESSIONAL ENGINEERING DESIGN SERVICES CONTRACT AUTHORIZATION – MARIE LANE/BAXTER ACRES DRIVE STORMWATER IMPROVEMENTS PROJECT Alderman Baumann introduced Resolution #21-0790, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH HORNER & SHIFRIN, INC. IN AN AMOUNT NOT TO EXCEED THIRTY THOUSAND DOLLARS ($30,000.00) TO PROVIDE THE CITY WITH PROFESSIONAL ENGINEERING DESIGN SERVICES FOR THE MARIE LANE/BAXTER ACRES DRIVE STORMWATER IMPROVEMENTS PROJECT IN THE CITY OF MANCHESTER”, by title only. Ms. April Giesmann from Horner and Shifrin, stated on Marie Lane and Baxter Road there has been a lot of stormwater concerns. They are looking to provide some relief to some residents that are having flooding in their backyards. Alderman Ottenad asked if residents have water coming in their houses or is it just standing water in their yards. Ms. Giesmann stated that she believes it is more of standing water issues in their yards. Alderman Baumann made the motion for approval of Resolution #21-0790. RESOLUTION NO 21-0791 – MISSOURI HIGHWAY SAFETY PROGRAM GRANT AUTHORIZATION – DRINKING AND DRIVING ENFORCEMENT Alderman Ottenad introduced Resolution #21-0791, entitled: “A RESOLUTION APPROVING THE SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED FOUR THOUSAND DOLLARS ($4,000.00) FOR ENFORCEMENT OF DRIVING WHILE INTOXICATED VIOLATIONS IN THE CITY OF MANCHESTER”, by title only. Alderman Ottenad made the motion for approval of Resolution #21-0791. The motion was seconded by Alderman Huether and carried 6 – 0, with no objections from the Board. d. RESOLUTION NO 21-0792 – MISSOURI HIGHWAY SAFETY PROGRAM GRANT AUTHORIZATION – HAZARDOUS MOVING ENFORCEMENT Alderman Huether introduced Resolution #21-0792, entitled: “A RESOLUTION APPROVING THE SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED EIGHT THOUSAND FIVE HUNDRED DOLLARS ($8,500.00) FOR ENFORCEMENT OF HAZARDOUS MOVING VIOLATIONS IN THE CITY OF MANCHESTER”, by title only. Alderman Huether made the motion for approval of Resolution #21-0792. The motion was seconded by Alderman Ottenad and carried 6 – 0, with no objections from the Board. e. RESOLUTION NO 21-0793 – MISSOURI HIGHWAY SAFETY PROGRAM GRANT AUTHORIZATION – BLUEPRINT COLITION ENFORCEMENT Alderman Toben introduced Resolution #21-0793, entitled: “A RESOLUTION APPROVING THE SUBMISSION TO THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION OF AN APPLICATION FOR A HIGHWAY SAFETY TRAFFIC ENFORCEMENT GRANT FOR FUNDING IN AN AMOUNT NOT TO EXCEED FIVE THOUSAND DOLLARS ($5,000.00) FOR MISSOURI BLUEPRINT COALTION ENFORCEMENT IN THE CITY OF MANCHESTER”, by title only. Alderman Toben made the motion for approval of Resolution #21-0793. The motion was seconded by Alderman Ottenad and carried 6 – 0, with no objections from the Board. 11. MISCELLANEOUS a. The motion was seconded by Alderman Nolte and carried unanimously.
