MINUTES OF THE WORK SESSION OF THE BOARD OF ALDERMEN
OF THURSDAY, OCTOBER 27, 2022
AT 14317 MANCHESTER ROAD
CALL TO ORDER
Mayor Mike Clement called the Work Session of the Board of Aldermen Meeting to order at
7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad,
Alderman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was
present.
CONSIDERATION OF FISCAL YEAR 2023 BUDGET
Court Administrator Colleen Massey-Skaggs spoke about everything is the same as last year
besides the there is now a line item for the provisional Judge. She also asked for a budget line
item for travel expenses for the Nationals Conference.
City Administrator Justin Klocke spoke about goals and upcoming projects for the City. He
spoke about the numbers for Health insurance will decrease now that we have heard from the
vendors.
Administrative Assistant Kat White and Chief Will spoke about staffing. The Mayor asked
about paying for recruits. Chief stated it was something that they will investigate and bring to
the Board at a later date if it is feasible.
Administrative Assistant White stated that they have been in contact with the range that
Manchester currently is using, and it looks like they were not charging Manchester the right
amount of money. After that came to light the Police Department looked around and it looks
like they will start using the City of Chesterfield for the range. The City of Chesterfield stated
they would not charge Manchester. It was asked and agreed they would keep $1,500 in the
budget to use at the range for new hires since Chesterfield has to be booked months in a
advance.
Director of Parks and Recreation and Arts Kat Schien explained the pay for lifeguards and the
need to pay them more. She will be bringing some incentives to the Board at a later date. She
stated the cost of bands are going up so she asked for money in the budget. She also explained
that the 5Ks were not reflective of what they are needing in the budget so that needed to also
be adjusted.
Director Schien spoke about how she has been warned the cost of fireworks will be going up.

There were some questions and discussions regarding Manchester’s ballfields. Director
Schien spoke about the three-year plan to bring up the ballfields to a better standard.
Director of Public Works Errol Tate spoke about the different stormwater projects that are
current or upcoming.
There was some discussion regarding speeding on Joyce Ann and Connie Lane. Director Tate
stated that he would look into a couple different options like speed tables.
Alderman Nolte stated he would like to find an outside firm that would help assist in reviewing
Directors and Elected Officials.
ADJOURNMENT
There being no further business, Alderman Nolte made the motion to adjourn. The motion was
seconded by Alderman Huether and carried unanimously. The meeting adjourned at 7:54 p.m.
