MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, DECEMBER 5, 2022 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES November 21, 2022 Regular Board of Aldermen Meeting Alderman Toben made the motion to approve the minutes of the Monday, November 21, 2022 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS ManchesterCares Says “Thank You” Mayor Clement introduced Anita Baldwin, explaining that her wish to donate to initiatives through ManchesterCares was reason for the founding of the 501(c)3. Mayor Clement introduced the members of ManchesterCares. The Acting President of ManchesterCares thanked Anita for her part in getting the organization started and expressed the desire of the whole Board of Directors to keep this mission going. Anita Baldwin presented ManchesterCares a check for $1,000 to support their efforts. Comments from the Public There were none. REPORTS FROM THE MAYOR Mayoral Reports Mayor Clement thanked and acknowledged the City’s Public Works Department on their cleanup of sections of Highway 141. He reported on the success of the local business meeting cosponsored with West County Chamber that had taken place in the previous week. Mayor Clement notified the Board of upcoming events including Breakfast with Santa, Senior Regular Board of Aldermen Meeting 12/05/2022 Page 1 Resident Holiday Lunch, and the Staff Holiday and Recognition Party. He reported that City offices will be closed Friday, December 23rd and Monday, December 26th. Mayor Clement reported on preliminary discussions he and the City Administrator had regarding light pollution and light trespassing. REPORTS FROM THE CITY ADMINISTRATOR Elannchester Asphalt Curb Installation Assistant Director Pracht went over a request from residents on Elannchester to install curbs and gutters on Elannchester Dr. He continued that the street does not have traditional storm water inlet, so to install curbs and gutters the City would have to replace the whole storm water system on the street costing around seven and a half times more than just the placement of curb and gutter. In response to the price, the City Engineers suggested the placement of an asphalt curb that has gaps in it so the water will go into the existing storm water system. While this would stop the rutting of the yards there are concerns about the prolonged integrity of the asphalt curb and its potential to cause stormwater issues. It was also noted that the addition of the asphalt curb will make the road narrower. Assistant Director Pracht answered the Board’s question explaining this came about from residents on the street not liking the rutting of tires on the lawns. Mayor Clement clarified that this was the City looking into the plausibility of the project. The Board expressed concerns of affecting storm water issues and the longevity of the asphalt curbs. Update on Seibert Bridge Director Schien explained that while working on the Seibert Bridge project, it was discovered that the bridge location is split between parcels of ownership by Manchester, Winchester, and St. Louis County. This split had led to issues with obtaining permits for the work. To alleviate the confusion and make the permitting process easier, the City had worked on fixing the boundaries with Winchester and St. Louis County so that the bridge would be completely located in Manchester. She continued that this would delay the project but would allow them to get the proper permits and avoid confusion in the future. Update on Annexation City Administrator Klocke updated the Board on the status of the St. Louis County Boundary Commission. He explained that they had met with their staff and the Chairman and hopefully would have a vote soon. List of Paid Bills (Warrant dates of 11-21-2022 to 11-29-2022) There were no questions. Reports from the Committees Planning and Zoning Commission Alderman Nolte reported that the Planning & Zoning Commission did not meet. Veterans Commission Alderman Huether reported that the Veterans Commission did not meet. Regular Board of Aldermen Meeting 12/05/2022 Page 2 Homecoming Committee Alderman Ottenad reported that the Homecoming Committee did not meet. Audit and Finance Committee Alderman Toben reported that the Audit and Finance Committee did not meet. Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. ACTION ON OLD BILLS BILL NO. 22-2491 Fiscal Year 2023 Budget Alderman Baumann read for the second time Bill No. 22-2491, entitled: “AN ORDINANCE ADOPTING AND APPROVING THE BUDGET FOR THE CITY OF MANCHESTER FOR THE YEAR JANUARY 1, 2023 THROUGH DECEMBER 31, 2023, AND APPROPRIATING SUCH SUMS AS SET FORTH HEREIN FOR ALL DEPARTMENTS AND ACCOUNTS THEREIN SPECIFIED,” by title only. Alderman Baumann made the motion that Bill No. 22-2491, become Ordinance No. 22-2375. The motion was seconded by Alderman Toben. A poll of the Board showed: Alderman Dodge – aye Alderman Baumann – aye Alderman Toben – aye Alderman Huether – aye Alderman Nolte – aye Alderman Ottenad – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. INTRODUCTION OF NEW LEGISLATION BILL NO. 22-2492 Winchester/Manchester Boundary Adjustment Alderman Dodge read Proposed Bill No. 22-2492, entitled: “AN ORDINANCE APPROVING A BOUNDARY ADJUSTMENT BETWEEN THE CITY OF MANCHESTER, CITY OF WINCHESTER, AND ST. LOUIS COUNTY OF INCORPORATED AND UNINCORPORATED PUBLIC RIGHTS-OF-WAY OF MANCHESTER ROAD AND SULPHUR SPRINGS ROAD AND OTHER PUBLIC PROPERTY,” by title only. Alderman Dodge stated Emergency Legislation has been requested, so he made the motion for approval of emergency legislation. The motion was seconded by Alderman Baumann, and carried unanimously, with no objections. Alderman Dodge read for the second time Bill No. 22-2492, entitled: “AN ORDINANCE Regular Board of Aldermen Meeting 12/05/2022 Page 3 APPROVING A BOUNDARY ADJUSTMENT BETWEEN THE CITY OF MANCHESTER, CITY OF WINCHESTER, AND ST. LOUIS COUNTY OF INCORPORATED AND UNINCORPORATED PUBLIC RIGHTS-OF-WAY OF MANCHESTER ROAD AND SULPHUR SPRINGS ROAD AND OTHER PUBLIC PROPERTY,” by title only. Alderman Dodge made the motion that Bill No. 22-2492, become Ordinance No. 22-2376. The motion was seconded by Alderman Ottenad. A poll of the Board showed: Alderman Huether – aye Alderman Ottenad – aye Alderman Nolte – aye Alderman Toben – aye Alderman Baumann – aye Alderman Dodge – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. Resolution No. 22-0902 Highlands Boulevard Dr Snow Plowing Agreement Alderman Ottenad read Proposed Resolution No. 22-0902, entitled: “A RESOLUTION OF THE CITY OF MANCHESTER BOARD OF ALDERMEN APPROVING AN TWELFTH AMENDMENT TO THE SNOW PLOWING SERVICES AGREEMENT BETWEEN THE CITY OF MANCHESTER, MISSOURI AND TKG – MANCHESTER HIGHLANDS SHOPPING CENTER, LLC.,” by title only. Alderman Ottenad made the motion for approval of Resolution No. 22-0902. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. Resolution No. 22-0903 Cooperative Agreement with the City of Winchester Alderman Toben read Proposed Resolution No. 22-0903, entitled: “A RESOLUTION AUTHORIZING THE CITY TO EXECUTE A COOPERATION AGREEMENT WITH THE CITY OF WINCHESTER RELATING TO A BOUNDARY ADJUSTMENT,” by title only. Alderman Toben made the motion for approval of Resolution No. 22-0903. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. MISCELLANEOUS Comments from the Public There were none. Regular Board of Aldermen Meeting 12/05/2022 Page 4 Alderman Toben thanked the Police Department for hosting Cookies with a Cop which was a great event. ADJOURNMENT There being no further business, Alderman Baumann made the motion to adjourn. The motion was seconded by Alderman Ottenad and carried unanimously.
