MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, DECEMBER 19, 2022 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES December 5, 2022 Regular Board of Aldermen Meeting Alderman Toben made the motion to approve the minutes of the Monday, December 5, 2022 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public There were none. REPORTS FROM THE MAYOR Mayoral Proclamation – Councilman Tim Fitch and Legislative Assistant Tony Artman Mayor Clement read proclamations honoring and thanking Councilman Tim Fitch and Legislative Assistant Tony Artman of St. Louis County Council District 3 for their time, integrity, and commitment in protecting the welfare and interests of residents, businesses, and municipalities in District 3. Mayor Clement congratulated them on their well-earned retirements. Mayoral Proclamation – Eagle Scouts Nathan Curran and Gregory Goetz Mayor Clement read proclamations honoring Eagle Scouts Nathan Curran and Gregory Goetz for their time and dedication to the mission and service of the Boy Scouts of America Troop 751. Mayoral Reports Regular Board of Aldermen Meeting 12/19/2022 Page 1 Mayor Clement reported on a few successful events in the City including the Holiday Senior Luncheon, the employee holiday party, and Lafayette Industries holiday party. He continued reporting on upcoming events including the St. Louis Scottish Games coming to the City in May and the last blood drive of the year on December 30th. Mayor Clement commended multiple staff members who had graduated, received rewards, or been promoted in 2022. Mayor Clement acknowledged Boy Scout Becker Locke for attending the Board of Aldermen meeting in attainment of his communication badge. REPORTS FROM THE CITY ADMINISTRATOR Tree/Vegetation Removal on MoDOT’s Property Between Highway 141 & N Meramec Station Rd Assistant Director Pracht explained that the department was seeking a determination if the Board would like City staff to take care of tree and vegetation removal in the specified MoDOT property. He continued MoDOT had said they would not take care of the vegetation, but the City was be free to do so. After looking at grant options it was determined that the most cost-effective measure would be for City staff to remove and treat the trees and vegetation. Assistant Director Pracht answered the Board’s questions explaining that the work would be done in the winter and would likely need yearly maintenance. The Board had no objections to the City providing this maintenance. Update on New City Hall City Administrator Klocke reported that St. Louis County had released some of the permits for demolition on the new city hall. Demolition is set to begin January 3rd and 4th of 2023. City Administrator Klocke continued that the City had tried to donate much of the interior materials that was being demolished, but the organizations that were approached did not need the items. The City had been successful in repurposing many of items that were in the building. List of Paid Bills (Warrant dates of 11-30-2022 to 12-14-2022) There were no questions. Reports from the Committees Planning and Zoning Commission Alderman Nolte reported that the Planning & Zoning Commission approved a subdivision plan that will come before the Board at a future meeting. Veterans Commission Alderman Huether reported that the Veterans Commission did not meet. The next meeting is scheduled for January 12th at 5pm via Zoom. Homecoming Committee Alderman Ottenad reported that the Homecoming Committee had their holiday party at Tuckers and had voted on the theme for 2023 which will be outerspace. Audit and Finance Committee Alderman Toben reported that the Audit and Finance Committee did not meet. Regular Board of Aldermen Meeting 12/19/2022 Page 2 Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. ACTION ON OLD BILLS There were none. INTRODUCTION OF NEW LEGISLATION Resolution No. 22-0904 Agreement with Streiler Consulting Alderman Dodge read Proposed Resolution No. 22-0904, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO A CONTRACT WITH STREILER PLANNING, LLC IN AN AMOUNT OF ONE HUNDRED DOLLARS AN HOUR ($100.00) TO PROVIDE THE CITY WITH PLANNING, ZONING, AND ECONOMIC DEVELOPMENT SERVICES FOR THE CITY OF MANCHESTER,” by title only. Alderman Dodge made the motion for approval of Resolution No. 22-0904. The motion was seconded by Alderman Nolte and carried unanimously, with no objections from any members of the Board of Aldermen. BILL NO. 22-2493 Speed Limit Change on Ava Renee Drive Alderman Toben read Proposed Bill No. 22-2493 entitled: “AN ORDINANCE DECREASING THE SPEED LIMIT FROM 25 TO 20 MILES PER HOUR ON AVA RENEE DRIVE IN THE CITY LIMITS OF CITY OF MANCHESTER.,” by title only. No further action at this time. MISCELLANEOUS Comments from the Public There were none. ADJOURNMENT There being no further business, Alderman Nolte made the motion to adjourn.
