MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF TUESDAY, JANUARY 3, 2023 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Alderman Ottenad called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, and Alderman Baumann. Alderman Nolte and Mayor Clement were absent. A quorum was present. APPROVAL OF THE MINUTES December 19, 2022 Regular Board of Aldermen Meeting Alderman Baumann made the motion to approve the minutes of the Monday, December 19, 2022 Regular Board of Aldermen Meeting. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad noted that Alderman Nolte was not present to read Bill No. 23-2494 and requested Alderman Bauman to read it. Alderman Baumann made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public There were none. REPORTS FROM THE COMMITTEES Veterans Commission Alderman Huether reported that the Veterans Commission did not meet. The next meeting is scheduled for January 12th. Audit and Finance Committee Alderman Baumann reported that the Audit and Finance Committee did not meet. Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. ACTION ON OLD BILLS BILL NO. 22-2493 Regular Board of Aldermen Meeting 1/3/2023 Page 1 Speed Limit Change on Ava Renee Drive Alderman Toben read for the second time Bill No. 22-2493, entitled: “AN ORDINANCE DECREASING THE SPEED LIMIT FROM 25 TO 20 MILES PER HOUR ON AVA RENEE DRIVE IN THE CITY LIMITS OF CITY OF MANCHESTER,” by title only. Alderman Toben made the motion that Bill No. 22-2493, become Ordinance No. 23-2377. The motion was seconded by Alderman Huether. A poll of the Board showed: Alderman Dodge – aye Alderman Ottenad – aye Alderman Huether – aye Alderman Baumann – aye Alderman Toben – aye Alderman Nolte – absent Alderman Ottenad announced that the motion passed 5 to 0, with no objections from any members of the Board of Aldermen. INTRODUCTION OF NEW LEGISLATION BILL NO. 23-2494 Appointment of Director of Planning, Zoning, and Economic Development Alderman Baumann read Proposed Bill No. 23-2494 entitled: “AN ORDINANCE APPOINTING ANDREA RIGANTI AS THE DIRECTOR OF PLANNING, ZONING AND ECONOMIC DEVELOPMENT FOR THE CITY OF MANCHESTER, ESTABLISHING A RATE OF PAY FOR THAT POSITION AND, FURTHER, CONFIRMING THE DUTIES AND OBLIGATIONS OF THAT POSITION,” by title only. Alderman Baumann stated Emergency Legislation has been requested. Alderman Dodge made the motion for approval of emergency legislation. The motion was seconded by Alderman Huether. A poll of the Board showed: Alderman Toben – aye Alderman Ottenad – aye Alderman Dodge – aye Alderman Baumann – aye Alderman Huether – aye Alderman Nolte – absent Alderman Baumann read for the second time Bill No. 23-2494, entitled: “AN ORDINANCE APPOINTING ANDREA RIGANTI AS THE DIRECTOR OF PLANNING, ZONING AND ECONOMIC DEVELOPMENT FOR THE CITY OF MANCHESTER, ESTABLISHING A RATE OF PAY FOR THAT POSITION AND, FURTHER, CONFIRMING THE DUTIES AND OBLIGATIONS OF THAT POSITION,” by title only. A poll of the Board showed: Alderman Baumann – aye Alderman Toben – aye Alderman Huether – aye Alderman Ottenad – aye Alderman Dodge – aye Alderman Nolte – absent Alderman Ottenad announced that the motion passed 5 to 0, with no objections from any members of the Board of Aldermen. BILL NO. 23-2495 3% Tax on Marijuana Sales Ballot Language Alderman Ottenad read Proposed Bill No. 23-2495 entitled: “AN ORDINANCE OF THE CITY OF MANCHESTER, MISSOURI IMPOSING AN ADDITIONAL SALES TAX ON ALL TANGIBLE PERSONAL PROPERTY RETAIL SALES OF ADULT USE MARIJUANA WITHIN THE CITY IN ACCORDANCE WITH ARTICLE XIV, SECTION 2, SUBSECTION 6 FOR GENERAL REVENUE PURPOSES,” by title only. No further action at this time. BILL NO. 23-2496 820 Hanna Road Final Subdivision Plat Alderman Dodge read Proposed Bill No. 23-2496 entitled: “ORDINANCE APPROVING A FINAL PLAT FOR 820 HANNA ROAD BEING LOT 1 OGROSKI ESTATES IN THE CITY OF MANCHESTER AND AUTHORIZING THE FINAL PLAT TO BE RECORDED IN THE OFFICE OF THE RECORDER OF DEEDS OF ST. LOUIS COUNTY, MISSOURI, SUBJECT TO CERTAIN CONDITIONS,” by title only. No further action at this time. MISCELLANEOUS Comments from the Public There were none. Alderman Dodge reported that City Administrator Klocke informed him that the St. Louis Boundary Commission voted 5-3 in favor of the annexation proposal going to the voters. ADJOURNMENT There being no further business, Alderman Baumann made the motion to adjourn. The motion was seconded by Alderman Dodge and carried unanimously.
