MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, APRIL 3, 2023 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Mike Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Nolte, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Toben, Alderman Baumann, and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES March 20, 2023 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, March 20, 2023, Regular Board of Aldermen Meeting. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement asked to move the Police Accreditation Presentation to the Reports from the Mayor. Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public None. REPORTS FROM THE MAYOR Police Accreditation Presentation Chief Will introduced the former Chief of the Creve Coeur Police Department Glenn Eidman, Chair of the Missouri Police Chiefs Association. Chief Eidman explained that the Missouri Police Chiefs Association established an accreditation program in 2010 which creates a management model for transparency in the community and efficiency in the department. He explained the standards set by the Missouri Police Chiefs Association must be incorporated into the department’s policies and proof of these policies being practiced must be verified prior to receiving accreditation. He continued that the best practices put forth in the policies protect officers and the City. Chief Eidman presented the accreditation plaque to Chief Will and the Manchester Police Department. Regular Board of Aldermen Meeting 4/03/2023 Page 1 Chief Will thanked Chief Eidman for coming out to present the award. He continued that he was very proud of this achievement and highlighted the dedicated officers that made accreditation achievable. Chief Will acknowledged Captain Smith as the coordinator of the accreditation process and thanked him for his extensive work to make accreditation possible. Alderman Ottenad presented Captain Smith with a gift certificate from the Board of Aldermen thanking him for his time and effort over the years of the accreditation process. Police Chief Will announced that they had recently hired a new officer bringing the department to full staff. Reappointment of Tree Advisory Board Member (3-year term) Alderman Ottenad made the motion for the reappointment of Matthew Broderick as a member of the Tree Advisory Board. The motion was seconded by Alderman Nolte and carried unanimously, without objection. Mayoral Reports Mayor Clement reported that there would be kick-off meetings for annexation on Thursday, April 6th and Saturday, April 15th to see if anyone would want to join the Annexation Community Engagement Team or to volunteer in annexation efforts. Mayor Clement announced that Dr. Craig Larson would be the chair of the Annexation Community Engagement Team. Mayor Clement appointed Alderman Dodge as the Board of Aldermen liaison for the Annexation Community Engagement Team. Alderman Dodge accepted the nomination. Alderman Ottenad made the motion for the appointment of Alderman Dodge as the Board of Aldermen liaison to the Annexation Community Engagement Team. The motion was seconded by Alderman Huether and carried unanimously, without objection. Mayor Clement invited everyone to a town hall meeting with the St. Louis County Assessor on Monday, April 10th. REPORTS FROM THE CITY ADMINISTRATOR City of Manchester Property Tax Plan City Administrator Klocke presented a post-annexation property tax plan. He explained that if the voters approve annexation, the City’s real and personal property tax will increase. In response the City would need to adjust tax rates downwards. He explained how this plan would affect current residents and new residents in the annexation area. He continued that the plan would be brought before the Board at a future meeting and that the Annexation Community Engagement Team would educate residents on the cost savings associated with the plan. City Administrator Klocke notified the Board that staff was creating a calculator for the website that would allow residents to see their cost savings. Mayor Clement suggested having a calculator for current and new residents for savings. Carman Road Pedestrian Project City Administrator Klocke reported that the City was awarded the Carman Road Pedestrian Regular Board of Aldermen Meeting 4/03/2023 Page 2 Project from East-West Gateway. He continued that there would be a substantial federal match of funds for the project. He explained the project has an estimated completion date in 2026. City Administrator Klocke congratulated Chief Will on bringing the police department staff to full capacity. List of Paid Bills (Warrant dates of 03-20-2023 to 04-02-2023) There were no questions. Reports from the Committees Planning and Zoning Commission Mayor Clement reported that the Planning & Zoning Commission did not meet. Veterans Commission Alderman Huether reported that the Veterans Commission did not meet and that the next meeting was scheduled for April 18th at 5pm via Zoom. Audit and Finance Committee Director Sieve reported that the Audit and Finance Committee did not meet. Tree Advisory Board Alderman Dodge reported that the Tree Advisory Board did not meet. The next meeting is scheduled for April 4th. Homecoming Committee Alderman Ottenad reported that the first meeting will take place on April 19th at 6:30pm at the Parks building. ACTION ON OLD BILLS None INTRODUCTION OF NEW LEGISLATION Resolution No. 23-0923 Purchase of a New Public Works Truck Alderman Nolte read Proposed Resolution No. 23-0923, entitled: “A RESOLUTION ACCEPTING THE BID OF TRUCK CENTER, INC. IN THE AMOUNT OF ONE HUNDRED SEVENTY-THREE THOUSAND THREE HUNDRED NINTY-ONE DOLLARS AND ZERO CENTS ($173,391.00) FOR THE PURCHASE OF ONE (1) 2024 FREIGHTLINER DIESEL FUELED TRUCK WITH DUMP BODY AND ASSOCIATED EQUIPMENT AND AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ISSUE A PURCHASE ORDER THEREFOR,” by title only. Alderman Nolte made the motion for approval of Resolution No. 23-0923. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. Regular Board of Aldermen Meeting 4/03/2023 Page 3 BILL NO. 23-2499 Personnel Manual Amendment – Paid Parental Leave Alderman Ottenad read Proposed Bill No. 23-2499 entitled: “AN ORDINANCE AMENDING SECTION X, PAID LEAVE (NON-WORK) IN THE PERSONNEL MANUAL BY ADDING A PAID PARENTAL LEAVE POLICY IN THE CITY OF MANCHESTER, MISSOURI,” by title only.
