MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, JUNE 17, 2024 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderman Ottenad, Alderman Huether, Alderman Baumann, and Mayor Clement. Alderman Toben was absent. A quorum was present. APPROVAL OF THE MINUTES June 3, 2024 Regular Board of Aldermen Meeting Alderman Ottenad made the motion to approve the minutes of the Monday, June 3, 2024, Regular Board of Aldermen Meeting. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Annual Liquor License Consideration City Clerk Melugin explained that these were the annual renewal applications for liquor licenses in Manchester. She continued that the City Clerk’s Office reviewed the submitted documentation and the Police Department had completed all required background investigations and recommended the approval of the 29 license renewals. Alderman Ottenad made the motion to approve the renewal of the Liquor Licenses. The motion was seconded by Alderman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Comments from the Public Ken Pollard, resident of 405 Woodland Hill Ct, expressed concern over the placement of antipet and antibird devices around Manchester. He explained that these had put a lot of stress on his family and was looking for guidance on how to get legislation passed prohibiting these devices. He furthered that these devices could affect pets all around the City. Mr. Pollard also thanked the Board for their invocation regarding D-Day, as his father served on D-Day. Regular Board of Aldermen Meeting 06/17/2024 Page 1 Melissa Copeland, resident of 610 Wren Ave, asked that stealth cameras be placed during summer school at Wren Hollow Elementary School. She also mentioned the odd placement of a small speed limit sign. Ms. Copeland thanked the Board for considering the traffic study in the area surrounding the schools and requested that double yellow striping be added to streets surrounding the schools, as well as a no passing zone sign. She stated she hoped they could do this before school started. Mayor Clement requested that she send her requests to him via email, so that staff may review them. Saaber Khodr, resident of 1659 Huntington Hill Dr, stated he supported the concerns presented by Mr. Pollard about the antibird devices. He requested to be part of discussions pertaining to this topic. He explained to the Board that these devices were energy weapons and could harm people as well as birds. Mr. Khodr expressed concern at larger implications of the use of energy weapons by federal agencies and requested a database be developed for calls relating to side effects caused by these energy weapons. Mr. Khodr also expressed concerns about federal agencies surveilling his residence and family. REPORTS FROM THE MAYOR Appointment of Ronald Portis to Planning and Zoning Commission Mayor Clement gave background for the nomination of Ronald Portis to the Planning and Zoning Commission. Alderman Ottenad made the motion to approve the appointment of Ronald Portis as a member of the Planning and Zoning Commission. The motion was seconded by Alderman Baumann and carried unanimously, without objection. Mayoral Reports Mayor Clement recounted the Flag Day Ceremony at City Hall. He thanked everyone involved in the ceremony. Mayor Clement reported on other Civic Season events including the Community Band Concert centered around Juneteenth and the FOCUS Photography Exhibition at Schroeder Park. Mayor Clement notified the Board and members of the public of upcoming Civic Season events including a concert on June 22nd, the 4th of July celebration, and the recognition of Commander Sam Fletchers retirement. Outside of Civic Season, the Mayor invited the Board members to the 100th birthday celebration for long-time resident Loris Clifford at the July 15th Board of Aldermen meeting. REPORTS FROM THE CITY ADMINISTRATOR City Administrator Klocke thanked Chief Will and Communication Specialist Wernig for their efforts on the Flag Day Ceremony. He also thanked the Parks staff for putting out the Flags of Valor at Stoecker Park. City Administrator Klocke notified the Board that the traffic study legislation would be presented, and feedback would be sought prior to the first reading on July 15th. He also notified the Board that IT Technician Fox would have a discussion at the July 15th meeting regarding the bid for the audio and visual upgrade in the Board Room. List of Paid Bills (Warrant dates of 06-03-2024 to 06-16-2024) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated that there was no Planning and Zoning Commission report. Veterans Commission Alderman Huether stated that the Veterans Commission would host a booth at the 4th of July Celebration. She stated that the next meeting would be August 20th at 5pm. Mayor Clement added that members of the Veterans Commission would be attending the party for a 100-year-old veteran and the retirement celebration for their fellow Veterans Commissioner, Commander Sam Fletcher. Audit and Finance Committee Mayor Clement stated that the Audit and Finance Committee did not meet. Tree Advisory Board Alderman Dodge stated that there was no Tree Advisory Board report. He stated the next meeting would be early July. Homecoming Committee Alderman Ottenad stated that the Veterans Commission did not meet. The next meeting would be June 19th at 6:30pm at the Parks office. OLD LEGISLATION BILL NO. 24-2538 Special Prosecuting Attorney Alderman Streeter read for the second time Bill No. 24-2538 entitled: “AN ORDINANCE AMENDING CHAPTER 115, OFFICERS AND EMPLOYEES, OF THE MUNICIPAL CODE, CITY OF MANCHESTER, MISSOURI CREATING THE OFFICE OF SPECIAL PROSECUTOR,” by title only. Alderman Streeter made the motion that Bill No. 24-2538, become Ordinance No. 24-2420. The motion was seconded by Alderman Huether. A poll of the Board showed: Alderman Streeter – aye Alderman Ottenad – aye Alderman Dodge – aye Alderman Baumann – aye Alderman Huether – aye Regular Board of Aldermen Meeting 06/17/2024 Page 3 Alderman Toben – absent Mayor Clement announced that the motion passed 5 to 0, with no objections from any members of the Board of Aldermen. NEW LEGISLATION Bill No. 24-2539 Appointment of Special Prosecutor Jennifer Deschamp Alderman Huether read Proposed Bill No. 24-2539 entitled: “AN ORDINANCE APPOINTING JENNIFER L. DESCHAMP AS SPECIAL PROSECUTING ATTORNEY FOR THE CITY OF MANCHESTER AND ESTABLISHING A RATE OF COMPENSATION FOR THE POSITION,” by title only. No further action at this time.
