MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, MAY 19, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES May 5, 2025, Regular Board of Aldermen Meeting – Session One Alderwoman Ottenad made the motion to approve the minutes of the Monday, May 5, 2025, Regular Board of Aldermen meeting – Session One. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. May 5, 2025, Regular Board of Aldermen Meeting – Session Two Alderman Ottenad made the motion to approve the minutes of the Monday, May 5, 2025, Regular Board of Aldermen Meeting – Session Two. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Mike Clement ordered a change of items on the agenda. Mayor Clement added the introduction of the new public works employee Santos Chavez under consideration of petitions (5b) and provided Alderman Dodge time to read under consideration of petitions (5c). Mayor Clement announced he will not be reading Dr. Marty’s retirement proclamation. Alderwoman Huether made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Toben and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Comments from the Public None. Introduction of Santos Chavez Director Errol Tate introduced Santos Chavez to the public works department. Public Service Announcement – Alderman John Dodge Alderman Dodge shared the importance of early detection for prostate cancer. Alderman Dodge stated on Saturday, October 4th, the City is partnering with Washington University School of Medicine and will Regular Board of Aldermen Meeting 05/19/2025 Page 1 provide free PSA blood testing to the general public. REPORTS FROM THE MAYOR Mayoral Reports Mayor Clement stated on Wednesday, May 21st, Conversations with the Mayor will take place at City Hall at 6 p.m. Mayor Clement acknowledged Thursday, May 22nd will be the law enforcement Torch Run and clean up for Special Olympics at Tucker’s Place. Mayor Clement stated the aquatics center opens on Saturday, May 24th and will stay open until Monday, September 1st. Mayor Clement shared a ceremony of remembrance that will take place on Memorial Day, Monday, May 26th, at 10 a.m. at Stoecker Park. Mayor Clement shared on Saturday, May 31st, the City will welcome Mayor Mike Wood to Schroeder Park where we will remember his contributions with a pavilion named in his honor. There will also be a concert after, and the event begins at 2:00 p.m. Mayor Clement stated Tiny Tots Triathlon will take place on Saturday, May 31st. Recognition for Police Receiving the State’s Blue Shield Community Award Mayor Clement recognized the police department’s efforts and hard work into meeting the requirements to receive the Blue Shield Community Award. Torch Run Proclamation Mayor Clement read a proclamation recognizing the Torch Run and Special Olympics in Manchester. Public Works Week Proclamation Mayor Clement read a proclamation expressing appreciation for the dedication of our public works professionals. REPORTS FROM THE CITY ADMINISTRATOR Concrete Council of St. Louis and Missouri Chapter of the American Concrete Institute Award Presentations Jesse Jonas from the Concrete Council of St. Louis and Missouri Chapter of the American Concrete Institute presented two awards to the public works department. The department earned the “Concrete Quality Award – 2024 Concrete Street Slab Replacement Project” and the “Promotional Award – LaBonne Parkway Reconstruction Project.” List of Paid Bills (Warrant dates of 05-05-2025 to 05-18-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there is no report. Regular Board of Aldermen Meeting 05/19/2025 Page 2 Veterans Commission Alderwoman Huether stated the Memorial Day service will take place at 10 a.m. at Schroeder Park. The commission will meet on May 20th at 5:00 p.m. at City Hall. Audit and Finance Committee Alderman Toben stated there is no report. Tree Advisory Board Alderman Dodge stated there is no report. The next meeting will take place in July. Homecoming Committee Alderwoman Ottenad stated the next meeting will be May 21st at 6:30 p.m. at the parks office. OLD LEGISLATION Bill No. 25-2558 Cost Share Agreement with MODOT for Manchester Road Pedestrian Improvement Project Phase II Alderwoman Ottenad read Proposed Bill No. 25-2558 entitled: “AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO AN AGREEMENT WITH THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION IN CONNECTION WITH A FEDERAL HIGHWAY ADMINISTRATION (FHWA) AND CITY FUNDED PROJECT RELATING TO THE MANCHESTER ROAD PEDESTRIAN IMPROVEMENT PROJECT PHASE II IN THE CITY OF MANCHESTER,” by title only. Alderwoman Ottenad made the motion that Bill No. 25-2558 become Ordinance No. 25-2440. The motion was seconded by Alderman Streeter. A poll of the Board showed: Alderman Streeter – aye Alderman Dodge – aye Alderman Toben – aye Alderwoman Huether – aye Alderman Baumann – aye Alderwoman Ottenad – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. Bill No. 25-2559 Engineering Services Contract for Manchester Road Pedestrian Improvement Project Phase II Alderman Dodge read Proposed Bill No. 25-2559 entitled: “AN ORDINANCE AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO ENTER INTO AN AGREEMENT WITH GEORGE BUTLER ASSOCIATES, INC. (GBA) WITH COST NOT TO EXCEED FIVE HUNDRED FOURTEEN THOUSAND, FIVE HUNDRED SEVENTY-SEVEN DOLLARS, AND FORTY-TWO CENTS ($514,577.42) FOR ENGINEERING SERVICES RELATED TO THE MANCHESTER ROAD PEDESTRIAN IMPROVEMENT PROJECT PHASE II IN THE CITY OF MANCHESTER,” by title only. NEW LEGISLATION Resolution No. 25-1021 Schroeder Park Digital Sign Board Alderman Toben read Proposed Resolution No. 25-1021, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR TO ENTER INTO AN AGREEMENT WITH KELLY SIGN RESOURCES IN THE AMOUNT OF FORTY-FOUR THOUSAND SEVEN HUNDRED AND SEVENTY-ONE DOLLARS AND EIGHTY-SIX CENTS ($44,771.86) AND AUTHORIZING A FIVE PERCENT (5%) CHANGE ORDER IN THE AMOUNT OF TWO THOUSAND TWO HUNDRED AND THIRTY-EIGHT DOLLARS AND FIFTY-NINE CENTS ($2,238.59) FOR UNFORESEEN CONDITIONS FOR THE UPDATE TO CITY DIGITAL SIGNBOARD LOCATED AT SCHROEDER PARK,” by title only. Alderman Toben made the motion for approval of Resolution No. 25-1021. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Bill No. 25-2560 Repeal of Section 210.1825 Limitations on the Retail of Ephedrine and Pseudoephedrine Related Products Alderman Dodge read Proposed Bill No. 25-2560 entitled: “AN ORDINANCE AMENDING CHAPTER 210 OF THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER BY REPEALING SECTION 210.1825 RELATING TO LIMITATIONS ON THE RETAIL SALE OF EPHEDRINE AND PSEUDOEPHEDRINE RELATED PRODUCTS WITHIN THE CITY,” by title only. No further action at this time. City Administrator Justin Klocke explained the reasoning behind the proposed Bill and how it relates to the Missouri General Assembly in 2020 passing legislation that supersedes and preempt any local ordinances or regulations.
