MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, JUNE 02, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES May 19, 2025, Regular Board of Aldermen Meeting Alderwoman Ottenad made the motion to approve the minutes of the Monday, May 19, 2025, Regular Board of Aldermen meeting. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Annual Liquor License Renewals Deputy City Clerk Bri Bueckendorf explained that these were the annual renewal applications for liquor licenses in Manchester. She continued that the City Clerk’s Office reviewed the submitted documentation, and the Police Department had completed all required background investigations and recommended the approval of the 27 renewal applications and 1 new liquor license application. Alderman Baumann made the motion to approve the renewal of the Liquor Licenses. The motion was seconded by Alderwoman Ottenad and carried unanimously, with no objections from any members of the Board of Aldermen. Comments from the Public Josh Fischer, resident at 1109 Bromfield Terrace, spoke in favor of allowing chickens in Manchester. REPORTS FROM THE MAYOR Mandy Meininger Reappointment to Board of Adjustment Alderwoman Ottenad made the motion to re-appoint Mandy Meininger to the Board of Adjustment. The motion was seconded by Alderwoman Huether and carried unanimously, without objection. Regular Board of Aldermen Meeting 06/02/2025 Page 1 Mayoral Reports Mayor Clement stated he would not be reading the Memorial Day remembrance proclamation. Mayor Clement reflected on the Memorial Day event held at Stoecker Park and shared his experience of the day. Mayor Clement shared on Saturday, May 31st, the City honored former Mayor Mike Wood and his contributions to obtaining Schroeder Park. Mayor Clement stated on Friday, June 6th, the band Dirty Muggs will play at 7:00 p.m. at Schroder Park. Mayor Clement shared on Friday, June 13th, Flag Day will take place at City Hall at noon. Mayor Clement shared on Saturday, June 14th, the American Legion Post will host a flag retirement ceremony at 10:00 a.m. Mayor Clement stated on Sunday, June 15th, at 6:30 p.m. the first community band concert will be MC’d by Dr. Marty. Mayor Clement asked the Board to consider cancelling the Board of Aldermen meeting on July 7th. Mayor Clement will follow up with the Board to see what their thoughts are. Dr. Marty’s Retirement Proclamation Mayor Clement read a proclamation congratulating Dr. Marty on his retirement. He thanked Dr. Marty for all his work and dedication over the years. REPORTS FROM THE CITY ADMINISTRATOR List of Paid Bills (Warrant dates of 05-19-2025 to 06-02-2025) There were no questions. REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there will be a review next meeting. Veterans Commission Alderwoman Huether stated that the commission met on May 20th and finalized plans for the Memorial Day service. The commission will be on June 10th at 5:00 p.m. at City Hall to plan for July 4th and hosting a hospitality booth for veterans. Audit and Finance Committee Alderman Toben stated there is no report. Tree Advisory Board Alderman Dodge stated there is no report. The next meeting will take place in July. Homecoming Committee Alderwoman Ottenad stated the committee met on May 21st. Alderwoman Ottenad discussed changes for this year’s homecoming event. Regular Board of Aldermen Meeting 06/02/2025 Page 2 OLD LEGISLATION Bill No. 25-2560 Repeal of Section 210.1825 Limitations on the Retail of Ephedrine and Pseudoephedrine Related Products Alderwoman Huether read Proposed Bill No. 25-2560 entitled: “AN ORDINANCE AMENDING CHAPTER 210 OF THE CODE OF ORDINANCES OF THE CITY OF MANCHESTER BY REPEALING SECTION 210.1825 RELATING TO LIMITATIONS ON THE RETAIL SALE OF EPHEDRINE AND PSEUDOEPHEDRINE RELATED PRODUCTS WITHIN THE CITY,” by title only. Alderwoman Huether made the motion that Bill No. 25-2560 become Ordinance No. 25-2442. The motion was seconded by Alderman Toben. A poll of the Board showed: Alderman Baumann – aye Alderman Toben – aye Alderman Streeter – aye Alderwoman Ottenad – aye Alderman Dodge – aye Alderwoman Huether – aye Mayor Clement announced that the motion passed 6 to 0, with no objections from any members of the Board of Aldermen. NEW LEGISLATION None. MISCELLANEOUS Comments from the Public None. ADJOURNMENT There being no further business, Alderwoman Ottenad made the motion to adjourn.
