MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING
OF MONDAY, JUNE 16, 2025
AT 200 HIGHLANDS BOULEVARD DRIVE
CALL TO ORDER
Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m.
ROLL CALL AND STATEMENT OF QUORUM
Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad,
Alderwoman Huether, Alderman Toben, Alderman Baumann and Mayor Clement. A quorum was present.
APPROVAL OF THE MINUTES
June 02, 2025, Regular Board of Aldermen Meeting
Alderwoman Ottenad made the motion to approve the minutes of the Monday, June 02, 2025, Regular
Board of Aldermen meeting. The motion was seconded by Alderman Streeter and carried unanimously,
with no objections from any members of the Board of Aldermen.
ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA
Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as presented. The
motion was seconded by Alderman Baumann and carried unanimously, with no objections from any
members of the Board of Aldermen.
CONSIDERATION OF PETITIONS
Comments from the Public
Paul Brecher, resident at 343 Autumn Creek Drive, spoke regarding the release of closed meeting
minutes that were associated with the departure of two prior Manchester officers.
REPORTS FROM THE MAYOR
Flag Day Proclamation
Mayor Clement shared that he read a proclamation celebrating Flag Day and presented this at the City
Hall’s Flag Day as well as at the American Legion Flag Day Ceremony.
Patrick Buss, 1114 Miremont Fire Proclamation
Mayor Clement read a proclamation acknowledging Patrick Buss’ act of heroism during a house fire.
Mayoral Reports
Mayor Clement officially announced that the City is cancelling the regular July 7th Board of Aldermen
meeting. The next Board of Aldermen meeting will be on July 21st.
Mayor Clement shared he contacted former Mayor Don Bauer who served from 1966-1968. Former
Mayor Bauer initiated the Manchester Homecoming and was invited to come back for this year’s
Homecoming.

Mayor Clement shared the City hosted its own Flag Day at City Hall on Friday, June 13th.
Mayor Clement stated Saturday, June 14th, the American Legion hosted their Flag Retirement Day
ceremony.
Mayor Clement stated there was a ribbon cutting on Saturday, June 14th at the Community American
Credit Union.
Mayor Clement shared on Sunday, June 15th the Manchester Community Band performed their first
concert of the season.
Mayor Clement stated on Friday, June 27th there will be a ceremony at City Hall where we will uncover
the City Hall dedication plaque.
Mayor Clement shared on Saturday, June 28th the City will host a Civic Saturday event at 11:00 a.m. at
the Parks building.
Mayor Clement stated on July 4th, the City celebrates the holiday with a great concert and a wonderful
fireworks show.
REPORTS FROM THE CITY ADMINISTRATOR
Check Presentation from Tuckers for Special Olympics
Neil Struharik, from Tuckers, presented Sergeant Meredith Absolon with a check from the annual event
held at Tuckers where officers bus tables and a portion of the proceeds benefit Special Olympics.
Kellen Walters, Development Director for the St. Louis Office for Special Olympics, spoke about her
experience with the cleanup at Tuckers. She explained what the Special Olympics provides and thanked
everyone who participated.
Q2 Capital Projects Report – Director Errol Tate
Director Errol Tate shared a presentation on the 2025 Q2 projects and provided a status update on the
individual projects. Director Tate answered questions from the Board.
Community Development Coordinator Report – CDC Lisa Wigger
Community Development Coordinator Lisa Wigger shared a presentation providing an update on the
Community Development Coordinator role and the progress made since its creation.
Release of Closed Meeting Minutes – City Clerk Michelle Melugin
City Clerk Michelle Melugin read a memo stating Molly Malone, from Stopp & VanHoy, requested access
to the minutes of all the City’s closed sessions for 2024. This is a normal procedure and part of their due
diligence in making sure we are aligned with all applicable governments, governance and reporting
standards.
Alderman Dodge made a motion to approve the release of the 2024 closed session meeting minutes to
Molly Malone at Stopp & VanHoy. The motion was seconded by Alderwoman Ottenad and carried
unanimously, with no objections from any members of the Board of Aldermen.

There were no questions.
REPORTS FROM THE COMMITTEES
Planning and Zoning Commission
Alderman Baumann stated there was a meeting last week where they discussed surrounding subdivision
regulations. There will be a meeting next week on Monday, June 23rd.
Veterans Commission
Alderwoman Huether encouraged everyone to check out the Hometown Heroes banners on Highlands
Boulevard. The commission will be hosting veterans in the park on July 4th. Alderwoman Huether spoke
about the veteran scholarships that are provided in the Parks department for veterans and their families.
Alderwoman Huether spoke about upcoming plans for next year and their next meeting will be on August
6th at 5:00 p.m.
Audit and Finance Committee
Alderman Toben stated they received the financial report from Director Sieve ending May 31st, 2025.
Tree Advisory Board
Alderman Dodge stated there is no report. The next meeting will take place on July 8th.
Homecoming Committee
Alderwoman Ottenad stated the committee did not meet. Their next meeting will be this Wednesday,
June 18th, at 6:30 p.m. This meeting will also include a potluck dinner and a committee picture.
OLD LEGISLATION
None.
NEW LEGISLATION
Resolution No. 25-1022
Adoption of the 2025-2030 Hazard Mitigation Plan
Alderman Baumann read Proposed Resolution No. 25-1022, entitled: “A RESOLUTION OF THE CITY OF
MANCHESTER ADOPTING THE 2025 – 2030 ST. LOUIS REGIONAL HAZARD MITIGATION PLAN,” by
title only.
Alderman Baumann made the motion for approval of Resolution No. 25-1022. The motion was seconded
by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of
Aldermen.

CLOSED SESSION
Alderwoman Ottenad read “Notice is hereby given that pursuant to Chapter 610, Section 610.021 of the
Revised Statutes of Missouri (the Missouri Open Meetings and Records Law) and subject to a motion
duly made and adopted by roll call vote, the Board of Aldermen will hold a closed meeting for the purpose

of dealing with matters relating to the following:
Legal actions, causes of action or litigation involving a public governmental body and any confidential or
privileged communications between a public governmental body or its representatives and its attorneys
(Sec. 610.021(1) RSMo).
Leasing, purchase, or sale of real estate by a public governmental body where public knowledge of the
transaction might adversely affect the legal consideration therefore (Sec. 610.021(2) RSMo).”
Alderwoman Ottenad made the motion to go into closed session. The motion was seconded by Alderman
Streeter.

ADJOURNMENT
There being no further business, Alderwoman Ottenad made the motion to adjourn. The motion was
seconded by Alderwoman Huether and carried unanimously. The meeting adjourned at 8:13 p.m.
