MINUTES OF THE REGULAR BOARD OF ALDERMEN MEETING OF MONDAY, JULY 21, 2025 AT 200 HIGHLANDS BOULEVARD DRIVE CALL TO ORDER Mayor Clement called the Regular Board of Aldermen Meeting to order at 7:00 p.m. ROLL CALL AND STATEMENT OF QUORUM Roll call showed those present were Alderman Streeter, Alderman Dodge, Alderwoman Ottenad, Alderwoman Huether, Alderman Baumann and Mayor Clement. A quorum was present. APPROVAL OF THE MINUTES June 16, 2025, Regular Board of Aldermen Meeting Alderwoman Ottenad made the motion to approve the minutes of the Monday, June 16, 2025, Regular Board of Aldermen meeting. The motion was seconded by Alderman Streeter and carried unanimously, with no objections from any members of the Board of Aldermen. ESTABLISHMENT OF ORDER OF ITEMS ON THE AGENDA Mayor Clement ordered a change of items on the agenda. Mayor Clement changed the sponsor of Bill No. 25-2561 to Alderman Baumann. Alderwoman Ottenad made the motion to approve the Order of Items on the Agenda, as amended. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. CONSIDERATION OF PETITIONS Updated Managing Officer Liquor License City Clerk Michelle Melugin stated Randall’s Wine and Spirits, located at 14201 Manchester Road, requested a change in the managing officer. She continued that the City Clerk’s Office reviewed the submitted documentation, and the Police Department had completed all required background investigations and recommended the approval of the application. Alderwoman Ottenad made the motion to approve the change of managing officer. The motion was seconded by Alderman Baumann and carried unanimously, with no objections from any members of the Board of Aldermen. Comments from the Public None. REPORTS FROM THE MAYOR Independence Day Proclamation Mayor Clement shared that the proclamation was posted on social media before the fourth of July. Regular Board of Aldermen Meeting 07/21/2025 Page 1 Mayoral Reports Mayor Clement acknowledged the City attorney Erin Seele has finished a year’s term as the president of the Missouri Municipal Attorneys Association. Mayor Clement stated the July 13th Community Band concert had a good turn out despite the weather we had. Mayor Clement acknowledged the recycling event held on Saturday, July 19th had 579 cars which is close to an all time high for the City. 511 cans of food were donated and over $1050 was donated to Circle of Concern. Mayor Clement reminded everyone that Thursday, July 24th, the City is hosting an event at City Hall that focuses on connecting with and knowing our neighbors. The event will start at 6:30 p.m. Mayor Clement stated on Tuesday, July 29th, the City will recognize the Park staff during Parks and Recreation month. Mayor Clement shared a video recognizing Manchester’s swim team. REPORTS FROM THE CITY ADMINISTRATOR Introduction and Swearing in of Police Officer Amber Hoefl City Clerk Michelle Melugin swore in Officer Amber Hoefl. Chief Skaggs introduced police officer Amber Hoefl who comes to us as a graduate from the police academy. Officer Hoefl was pinned by Sergeant James Irvin. Pinning Ceremony of Sergeant Andrew Hendrix Chief Skaggs shared Sergeant Andrew Hendrix is a Marine veteran and has been a member of the department for 11 years. Sergeant Hendrix was pinned by his daughter Emma. Introduction of Code Enforcement Officer Stephanie Beczkala Code Enforcement Officer John Plowman introduced Stephanie Beczkala as our new code enforcement officer. She comes with a large background in construction, community service and computer services. Manchester Police Department Activity Report – Chief Ed Skaggs Chief Ed Skaggs presented the police department activity report to the Board of Aldermen. Chief Skaggs answered questions presented by the Board. Schroeder Park Playground Update – Director Kat Schien Director Kat Schien gave a presentation to the Board of a general update on the components of the playground update. Scott Mulcamp from Planning Design Studio spoke on the process of the plans that incorporate changes that have to be made that were unknown prior to the planning that are related to changes required by MSD from previous projects that were not attended to from prior years. April Giesmann from MSD also spoke and answered questions pertaining to the changes made to the playground plan. Director Schien answered questions from the Board and agreed to host a work session for the Board regarding their questions and concerns. List of Paid Bills (Warrant dates of 06-16-2025 to 07-21-2025) There were no questions. Regular Board of Aldermen Meeting 07/21/2025 Page 2 REPORTS FROM THE COMMITTEES Planning and Zoning Commission Alderman Baumann stated there is no report. Veterans Commission Alderwoman Huether thanked everyone who volunteered and visited during the 4th of July. She stated St. Louis County is hosting “The Wall that Heals” and encouraged everyone to check it out. Their next meeting will be August 6th at 5 p.m. Audit and Finance Committee Mayor Clement stated the committee has not met. Tree Advisory Board Alderman Dodge stated the committee met and shared that the street tree inventory has been completed. Homecoming Committee Alderwoman Ottenad stated the committee met on June 18th where they had their potluck dinner and took their committee photo. The next meeting is on July 23rd where they will vote for awards and continue planning. OLD LEGISLATION None. NEW LEGISLATION Resolution No. 25-1023 Road Salt Purchase Alderman Streeter read Proposed Resolution No. 25-1023, entitled: “A RESOLUTION AUTHORIZING THE CITY ADMINISTRATOR OF THE CITY OF MANCHESTER TO EXPEND THE SUM OF ONE HUNDRED SIXTY-THREE THOUSAND FOUR HUNDRED AND SEVENTY-SIX DOLLARS ($163,476.00) FOR THE PURCHASE AND DELIVERY OF ROAD SALT FOR THE 2025-2026 FALL AND WINTER SEASON FOR USE BY THE CITY OF MANCHESTER,” by title only. Director of Public Works Errol Tate explained the increased price of purchasing salt increased due to the hard winter we had this past year. Alderman Streeter made the motion for approval of Resolution No. 25-1023. The motion was seconded by Alderwoman Huether and carried unanimously, with no objections from any members of the Board of Aldermen. Bill No. 25-2561 Final Plat Plan for 419 Sulphur Spring Alderman Baumann read Proposed Bill No. 25-2561 entitled: “AN ORDINANCE APPROVING A FINAL PLAT (MINOR SUBDIVISION) FOR 419 SULPHUR SPRING ROAD LOCATOR NUMBER 23R340779 IN THE CITY OF MANCHESTER, MISSOURI, SUBJECT TO CERTAIN CONDITIONS.,” by title only. CLOSED SESSION Alderman Dodge read “Notice is hereby given that pursuant to Chapter 610, Section 610.021 of the Revised Statutes of Missouri (the Missouri Open Meetings and Records Law) and subject to a motion duly made and adopted by roll call vote, the Board of Aldermen will hold a closed meeting for the purpose of dealing with matters relating to the following: Legal actions, causes of action or litigation involving a public governmental body and any confidential or privileged communications between a public governmental body or its representatives and its attorneys (Sec. 610.021(1) RSMo). Alderman Dodge made the motion to go into closed session. The motion was seconded by Alderwoman Ottenad. A poll of the Board showed: Alderwoman Huether – aye Alderwoman Ottenad – aye Alderman Streeter – aye Alderman Dodge – aye Alderman Baumann – aye ADJOURNMENT There being no further business, Alderman Baumann made the motion to adjourn.
