Presentation of the I ♥ MB Award to Rosanna Foss for her 15-0165 Philanthropic Work Making Dresses for Homeless Children. PRESENT Mayor Powell, on behalf of the City Council, presented the "I ♥ MB Award" to Rosanna Foss for her Philanthropic Work Making Dresses for Homeless Children. 2. Presentation of a Certificate of Recognition to the Students of Amigos 15-0166 Unidos. PRESENT Mayor Powell introduced Councilmember Howorth who, on behalf of the City Council, presented the Students of Amigos Unidos certificates of Recognition for their Community Service. PRESENT Mayor Powell, on behalf of the City Council, presented "I ♥ MB Award to Dimitri Upshaw for his Longtime Dedication and Service to the Manhattan Beach Youth Basketball League. (Mr. Upshaw was unable to attend the meeting.) G. CITY MANAGER REPORT City Manager Mark Danaj provided a brief introduction of the new Manhattan Beach Librarian, Yolande Wilburn and invited her to speak. Librarian Wilburn invited all to the Library Opening on May 1, 2015, at 4:00 PM. City Manager Danaj asked Public Works Director Tony Olmos to provide an update on the drought and some of the new requirements for the City. Public Works Director Olmos reported that the Metropolitan Water District declared a "Stage 3 Drought" with additional restrictions and there will be an informational memo posted to the website tomorrow morning. There will also be a Town Hall Meeting the first or second week of May, pending community outreach and notification.. CITY ATTORNEY REPORT City Attorney Quinn Barrow reported that at the next City Council Meeting there will be a proposed settlement agreement with Wildan Engineering regarding the 2011-2012 Water Main Project. City Attorney Barrow further added that the Orange County Court of Appeals issued a decision on water rates and there may be implications on Manhattan Beach, so that issue is being researched. I. CITY COUNCIL ANNOUNCEMENTS AND REPORTS Councilmember Howorth stated that tomorrow, April 22, 2015 is the official Earth Day, but there is a City event on Saturday, April 25, 2015, at Polliwog Park from 11:00 AM to 4:00 PM. Councilmember Lesser reported that the Manhattan Beach County Library Grand Opening is Friday, May 1, 2015 at 4:00 PM. It is a County event, but it is meant to be a community celebration. Mayor Powell announced that former Manhattan Beach County Librarian Don Gould will be recognized at the May 5, 2015, City Council Meeting. Mayor Powell also relayed that the Community Bike Ride will be at 10:30 AM on Saturday as part of the Earth Day Events. There will also be free, secure paper shredding and a hazardous waste disposal. Lastly, Mayor Powell announce that the next Town Hall Meeting will be May 14, 2015, at 6:30 PM in the Fire Department Apparatus Bays and the topic will be "Ocean and Beach Safety". J. (Parks and Recreation Director Leyman). CONDUCT PUBLIC HEARING, ADOPT Mayor Powell reported that he serves as Chair of the Los Angeles County Beach Commission, but does not think there is a conflict of interest. Mayor Powell announced that he would recuse himself if anyone had an objection. Seeing none, the item proceeded. Parks & Recreation Director Mark Leyman introduced Parks and Recreation Services Manager Jessica Vincent who gave the PowerPoint Presentation. A freindly amendment was made by Mayor Pro Tem Burton, and accepted by the maker, to limit the hours of service from 12:00 PM (Noon) - 8:00 PM and direct the City Manager and City Attorney to report back on June 16, 2015, with amendments to Municipal Code Section 4.48.090. Conduct Public Hearing to Consider Resolution No. 15-0014 Adopting RES 15-0014 the 2015 Cost Recovery User Fees (Finance Director Moe). CONDUCT PUBLIC HEARING; ADOPT..Line Mayor Powell introduced Finance Director Bruce Moe who gave a brief overview of the item and introduced Matrix Consulting Group Managing Analyst Courtney Ramos who provided a PowerPoint Presentation. City Council questions were responded to by Consultant Ramos. Mayor Powell opened the floor to public comment. The motion carried by the folowing vote: Aye: 5- Powell, Burton, D'Errico, Lesser and Howorth A motion was made by Mayor Pro Tem Burton, seconded by Mayor Powell, to raise the Traffic Request from $0 to $100 for Administrative Review of a limited scale traffic-related issue such as a request for installation of a crosswalk or traffic calming measure. APPROVE Mayor Powell introduced the item and Fire Chief Bob Espinosa provided a summary of the presentation. Leadership Manhattan Beach Class Project Leader George Apostol presented the PowerPoint presentation. Project Leader Apostol responded to City Council questions. Mayor Powell opened the floor to public comment. A motion was made by Councilmember Howorth, seconded by Councilmember Lesser, to approve the 4 locations that have been identified as the ultimate choice, with the 2 at the end of the pier subject to Coastal Commission approval, and approve the alternatives. Further to approve the 2 plaques as mentioned striking the reference to endangered or threatened, hill or mountain and then the 2 other plaques working on the wording and approve with Staff, who will coordinate to ensure that they are accurate and bring back to the Parks and Recreation Commission. DISCUSS AND PROVIDE DIRECTION Mayor Powell introduced Planning Manager Laurie Jester who provided the PowerPoint Presentation. Planning Manager Jester and We Are the Next Executive Director Katie Rispoli responded to City Council questions. Mayor Powell opened the floor to public comment. Councilmember Lesser commented that there is a value in preserving the property and thinks it is unfortunate to move on with its demolition. Katie Rispoli was given another opportunity to comment and stated that there is a huge breadth of resources to work with in the future and hopes that Manhattan Beach will work towards an Historic Preservation Ordinance Mayor Powell acknowledged that he was still not ready to make a decision as to demolishing this property, but if that is what is decided his recommendation is to take comprehensive photos inside and out, and document the history of that house. He further recommended an inventory of all of Manhattan Beach's Historic Properties. A motion was made by Mayor Pro Tem Burton, seconded by Councilmember Howorth, to deny the requests of the Historical Society and the Mnahattan Beach Conservancy to preserve and move the George Peck House. Adopt Resolution No.15-0011 to Rename “Park Way” to “Marriott RES 15-0011 Drive” as Recommended by the Parking and Public Improvements Commission (Community Development Director Lundstedt). ADOPT Frank Allen pulled this item from the Consent Calendar and stated that the rename is ambiguous. Mayor Powell opened the floor to public comment. Traffic Engineer Erik Zandvliet and City Manager Mark Danaj responded to City Council questions. Councilmember Lesser acknowledged that he cannot support the proposal for naming the street "Marriott Way". The alternate proposal for "Hotel Drive" with way-finding signage would be appropriate as it is a public street. Mayor Powell also reiterated that he cannot support the decision. The decision could be precedent setting and other types of businesses may want to do the same. He wouldn't name it "Hotel Way' because the street doesn't actually have the hotel on it . He further added that a point of interest sign referencing the hotel is a better way. A motion was made by Councilmember D'Errico, seconded by Councilmember Howorth, to adopt Resolution No.15-0011 to rename “Park Way” to "Marriott Drive” as Recommended by the Parking and Public Improvements. The motion failed by the following vote: Aye: 2- D'Errico and Howorth Nay: 2- Powell and Lesser Absent: 1- Burton Mayor Powell stated that the motion ended in a tie and does not get approved. City Attorney Quinn Barrow clarified that there are two other recommendations or the item can be continued, until five members are present, with a motion and a second. A motion was made by Councilmember Howorth, seconded by Councilmember D'Errico, to continue this item until five members are present to vote. Councilmember Lesser requested to have some information about signage added to the Staff Report. Mayor Powell asked to look for other way-finding signange and what other cities have done. City Manager Danaj responded that comprehensive suggestions for way -finding would be included. 8. City Manager Mark Danaj stateed that Closed Captioning is also now available. Councilmember Howorth stated that she would abstain from voting as she was not present at the April 7, 2015 City Council Meeting.
