MANISTEE CITY COUNCIL WORK SESSION MINUTES OF MARCH 30, 2010 The Manistee City Council met in a work session on Tuesday,March 30,2010 at 7: 00 p. Council m., Chambers, City Hall. MEMBERS PRESENT: Alan Marshall, Ilona Haydon, Colleen Kenny, Bob Hornkohl MEMBERS ABSENT: Richard Mack, Hank Yonkman, Second District Council Seat OTHERS PRESENT: Department Directors, Public and Media Discussion on 2010-2011 Fiscal Year Budget and 2011-201 S CapitallmprovementPlan. Budgets were distributed March 12 and presented to Council March 16, 2010. City Manager Mitch Deisch and Finance Director Ed Bradford discussed the refuse collection / payment impacts on the general fund budget. It was determined that spring trash haul could occur every two years. Preferred collection option was the automated system. Staff will continue to refine numbers based upon Council discussion. Mayor Pro- Tem Kenny will sit down with staff prior to the Apri16,2010 work session. Manager and Council discussed modifying the DPW restructuring plan. Concerned with having both a DPW Director and Assistant DPW Director. City Manager provided an alternate plan that included current DPW Director remaining, utilizing lead persons and a Utility Manager of Record to assist both Water and WWTP on technical issues. Council supported this revised restructuring of DPW. This will be incorporated into the draft budget. No additional budget issues were discussed.
