MANISTEE CITY COUNCIL WORK SESSION MINUTES OF OCTOBER 26, 2021 The Manistee City Council met in a work session on Tuesday, October 26, 2021, at 7:00 p.m., in the City Hall Council Chambers, 70 Maple Street, Manistee, Michigan 49660. MEMBERS PRESENT: David Bachman, Lynda Beaton, Cindy Lundberg, Michael Szymanski, James Grabowski, and Erin Martin Pontiac MEMBERS ABSENT: Jermaine Sullivan ALSO PRESENT: City Manager, Department Directors, Public, and Media PUBLIC COMMENTS: None DISCUSSION ON COMMERCIAL REHABILITATION ACT AS APPLIES TO HAMPTON INN – City Manager William Gambill and Finance Director Ed Bradford gave a presentation on the Commercial Rehabilitation Act and the Brownfield Redevelopment Financing Act and explained how it would apply to the Hampton Inn project. Discussion included: • Why incentives are needed • Incentives used for other projects: PILOT, OPRA, Renaissance Zone, IFT, and BRA • Proposed incentives for the Hampton Inn project • Explanation of the Commercial Rehabilitation Act and Brownfield Redevelopment Financing Act • Tax scenarios for the Hampton Inn property (subject to negotiations) • Infrastructure Investment • City BRA background • BRA Projects in the City • Hampton Inn project benefits and economic impacts for the community • Next steps for establishing the Commercial Rehabilitation District o Public Hearing o City Approval o County Approval • Steps to follow if the district is established o Hampton Inn files the application for Commercial Rehabilitation Exemption Certificate o The City has 60 days to approve or deny the application o If approved the application and resolution are sent to the State Tax Commission for approval • Next steps for Brownfield CONSENSUS: A request will be prepared to schedule a public hearing for November 16, 2021, to establish a Commercial Rehabilitation District for the Hampton Inn project and will be added to the November 3, 2021, consent agenda for Council consideration. Council Work Session –October 26, 2021 Page 1 DISCUSSION ON CITY PARKS RESERVATION SYSTEM – Department of Public Works Director Jeff Mikula led the discussion on the City Parks Reservation System. The City currently offers use of City parks on a first come first serve basis. The Lions Pavilion has a bulletin board system for reserving the space. The Parks Commission has recommended a reservation system be established for use of the park facilities for events. Discussion included: • Park facilities to be included • Events – weddings, parties, etc. • Length of time for rentals • Enforcement • Fees/deposit – resident / non-resident • Develop a policy and use agreement/contract • System for scheduling – call in vs. website reservations • Current process for renting Marina Open Space • Posting notice of reserved dates CONSENSUS: Council would like to proceed with developing a reservation system for the Lions Pavilion to test how the system will operate and then add other parks in the future. Council asked the Parks Commission to draft a recommendation to bring back to Council. HOUSING SUMMIT UPDATE – Mayor Lynda Beaton gave a summary of information covered during the 7th Annual Northwest Michigan Housing Summit 3-day virtual event. Mayor Beaton provided examples of housing projects other communities are pursuing and various concepts presented.
