HISTORIC DISTRICT COMMISSION Council Chambers, City Hall 70 Maple Street Manistee, MI 49660 MEETING MINUTES November 4, 2010 A Meeting of the Manistee City Historic District Commission was held on Thursday, November 4, 2010 at 3:00 p.m. in the Council Chambers, City Hall, 70 Maple Street, Manistee, Michigan. Meeting was called to order at 3:04 p.m. by Chair Kracht. ROLL CALL: Members Present: Dave Carlson, T. Eftaxiadis, Teena Kracht, John Perschbacher Members Absent: Maria DeRee, Nathaniel Neider (excused), Vacancy Others: Travis Alden (DDA/Main Street Director), Clare Ruebeck (Minneapolis Minnesota), Jon Rose (Community Development), Steve Harold (Manistee County Historical Museum) and Denise Blakeslee (Planning & Zoning) APPROVAL OF AGENDA: MOTION by John Perschbacher, seconded by T. Eftaxiadis that the Agenda for the November 4, 2010 Meeting be approved. With a voice vote this motion passed unanimously. APPROVAL OF MINUTES: MOTION by T. Eftaxiadis , seconded by John Perschbacher that the Minutes of the October 7, 2010 Meeting be approved with the correction that Steve Harold approved routine repair and maintenance for the building at 425 429 River Street... With a voice vote this motion passed unanimously. City of Manistee Historic District Commission Meeting Minutes of November 4, 2010 Page 2 NEW BUSINESS: Design Guidelines, 383 River Street The Manistee Main Street DDA is close to reaching an agreement with the Bankruptcy Trustee handling the Vogue Theater. Travis Alden discussed repairs that need to be made to the building prior to winter. The Commission discussed different methods to handle the repairs and the need to approve before Winter sets in. Chair Kracht appointed a Vogue Theater Subcommittee as follows: Chair Kracht Commissioner Perschbacher Museum Director Steve Harold The Subcommittee will work with staff to expedite the repairs. MOTION by T. Eftaxiadis, seconded by John Perschbacher that the Subcommittee Appointed by Chair Kracht shall review and approve the repairs to the Vogue Theater, 383 River Street. With a roll call vote this motion passed 3 to 0 with Commissioner Carlson Abstaining because of a conflict of interest (Member of the DDA). Yes: Eftaxiadis, Perschbacher, Kracht No: None Routine Repair & Maintenance Policy & Application Form The Historic District Commission discussed the development of a policy and application form for Routine Repair and Maintenance Projects in the District. Draft documents have been prepared for the commissions review. MOTION by T. Eftaxiadis, seconded by Dave Carlson that the Historic District Commission approve the proposed Routine Repair & Maintenance Policy Form as corrected. With a roll call vote this motion passed 4 to 0. Eftaxiadis, seconded by Dave Carlson that the Historic District Commission approve the proposed Routine Repair & Maintenance Application Form as corrected. With a roll call vote this motion passed 4 to 0. Yes: Perschbacher, Carlson, Eftaxiadis, Kracht No: None OLD BUSINESS None PUBLIC COMMENTS AND COMMUNICATIONS CONCERNING ITEMS NOT ON THE AGENDA Clare Ruebeck, Minneapolis Minnesota - Heard that the Vogue Theater was being discussed and thought it was great the DDA was taking over the Vogue. CORRESPONDENCE Commissioners were given a copy of the Historic District Report - National Trust excerpt about the City of Manistee that was forwarded by Travis Alden to the Commission. STAFF REPORTS Steve Harold , Museum Director: Approved paint colors for James & Susan Matthews, 334, 336 & 338 River Street for Window Frames - Marvin Bahama Brown. This will be issued Permit PHDC201021 Closed out permits as follows: PHDC08033 - LFC LLC, 343 River Street: Door Replacement PHDC9021 - Elbert Purdom, 369 River Street: Paint Colors PHDC09011 & PHDC09026 - Boat House Grill, 440 River Street: Paint Colors PHDC09022 - Doug & Kellie Parkes, 445 River Street: Paint Colors PHDC10014 - My Way Depot, 141Washington Street: Hanging Sign & Wall Signs City of Manistee Historic District Commission Meeting Minutes of November 4, 2010 Page 4 PHDC10006 - Jeff & Sharry Curtis, 141Washington Street: Paint Colors Jon Rose, Community Development Director - Encouraged the members to read the Historic District Report - National Trust excerpt about the City of Manistee Commissioner Perschbacher - Asked about Home Occupations Chair Kracht asked that the December agenda include member discussion about the Historic District Report - National Trust excerpt about the City of Manistee. The Next meeting of the Historic District Commission will be on Thursday, December 2, 2010 at 3:00 p.m. in the Council Chambers, City Hall, 70 Maple Street. ADJOURNMENT: MOTION by T.
