MANISTEE AREA P. G. E COMMISSION MEETING MINUTES September 27,2000 A regularly scheduled meeting of the Manistee Area P. G. E Commission was held on September 27, 2000 at 6: m. in the City Council Chambers at City Ha11, 70 00 p. maple Street, Manistee, Michigan. MEMBERS PRESENT: J. Mencarelli, M.Carlson, M.Tillotson, F. Balcer, J. Ball MEMBERS ABSENT: G. Carlson, E. Bush, Ex- Officio. OTHERS PRESENT: Tex Collins, Cliff Selkoe The meeting was brought to order at approximately 6:00 p. m. by Carlson. There was a motion made by Tillotson, seconded by Balcer to approve August 23,2000 meeting minutes. Ayes-4 Nays-0 Channel update - Not available at this time. 2000- 2001 budget - Mencazelli announced he has i. n formation needed to purchase character generator and will get it to Tillotson in the neaz future. Labels have arrived but were mistakenly sent to the fire department. They will be put to use pending acceptance by Mencarelli. Tillotson will get P.O.numbers and information and order VCR's. Bylaws and policies - Commission reviewed conespondence from the City Manager and the P. G. E bylaws in reference to political ads. A consensus was reached that individual programers need to be accountable for their programs. Consensus was also that the reference in the bylaws to political programming and ads would prohibit any ad that even mentioned a person who is a declazed candidate for any political office. The only exception to this would be debates or programs specifically designed to present both sides of an issue or race. The commission directed Mike Tillotson not to submit tapes that have ads taken out by individuals who are declared candidates for political office. The review ofthe P. G. E bylaws raised a question as to whether the bylaws should be changed to better reflect the current needs of the community. Tillotson, Balcer, M. Carlson and Ball will serve on a committee to review the P. G. E bylaws and report to the next meeting. Tillotson asked the commission to address whether the chair of the P. G. E commission and any paid contractor/employee should be the same person. After a short discussion it was decided to put this on the agenda for the next meeting. Notices and announcements - M. Cazlson commented that he has had comments on a audible hm on channel 2. After some discussion it was decided to have Glen contact Charter Communications to address this problem. Mencarelli commented that he hopes to have more infonnation on the school's web page at the next meeting. Tex Collins commented on a variety of issues. The date of the next meeting was set as October 25,2000. The meeting was adjoumed at 7: 45 P. M.
