MANISTEE AREA PEG COMMISSION
MEETING MINUTES
July 23,2003
A regularly scheduled meeting of the Manistee Area PEG Commission was held on July 23, 2003 at
6: m. in room 113 of the Manistee High School, 525
10 p. Twelfth Street, Manistee, Michigan.
MEMBERS PRESENT: J. Mencarelli, J. Ba11, M.Tillotson, M. Carlson, N.Leslie,L.Trucks
MEMBERS ABSENT:
OTHERS PRESENT: S. Scrimger, various members af the public.
There was a motion by Ba11, seconded by Carlson to accept the minutes of the June 25,2003 meeting.
Motion was passed 5-0.
Channel update - Mencarelli presented a channel log and updated the commission on cunent work at
the broadcast site.
Discussion of contract for broadcast operations - There was a motion by Tillotson, seconded by Carlson
to advertise 3 times weekly for one additional month for the program managers position in an attempt
to solicit more applicants. Motion passed 5- 0.
Note: Commissioner Trucks arrived at this time.
Discussion of operating forms & procedwes - There was a motion by Tillotson, seconded by Cazlson
to reject the proposed Operating Policies and Procedures_Vote was deadlocked 3- 3 Trucks suggested
have a work session to refine the operating policies and procedures. It was agreed to conduct a work
session at City hall 6:3 0 pm on Monday,August 4 for that purpose. Scrimger will confirm that a room
is available and advise commissioners if it is not. Subsequent to that work session, a revised draft ofthe
Operating Policies and Procedures will be voted on at the next meeting.
Note: Commissianer Leslie had to leave the meeting at this time.
Mencarelli presented ta.pes he had chosen not to braadcast with his reasons. He stated that these tapes
contained advertising in violation of FCC guidelines and current PEG policies. There was a motion by
Trucks, seconded by Ball to accept the decision not to broadcast the tapes. Motion passed 4- 1.
There was a motion by Ball, seconded by Carlson to set the regular meetings of the PEG Commission
as the third Wednesday of every month at 6:
30 p. m..Meetings will still be held at the High School.
Motion passed 5-
0.
A number of citizens present expressed concerns that Seventh Day Adventist programs are not being
shown. Mencarelli explained guidelines and agreed to work out details with the church.
It was agreed to hold the next meeting in room 113 ofthe Manistee High School on Twelfth Street. The
date for the next meeting was set for August 20, 2003.
The meeting was adjourned at approximately 7;
