CITY OF MANISTEE PARKS AND BEAUTIFICATION COMMISSION NOTES Thursday, August 15, 2013 Members Vasquez Present: Ed Tegler, Lynne Reinhardt, Darci Scott, Jane Schimke, Lynn Members Excused: Mark Tomaszewski, Roger Zielinski, Kathie Boyle (recording secretary) Also Present: Jeff Mikula, Gary Niesen - City of Manistee, Reporter from News Advocate, Polly Schlaff- City Resident A regular meeting of the Manistee Parks and Beautiful Commission was held on Thursday, August 15, 2013 at City Hall, 2" floor conference room. Meeting was called to order by chair Reinhardt at 5: 00pm. Old Business: Adopt A Park: Chair Reinhardt, Tegler and Vasquez briefly discussed info they have found from researching other communities that have such program. Chair Reinhardt asked that each board member research one community that has an active adopt a park program and report back to the group. Bus Review: Bus tour of parks will be scheduled for September, 19, 2013 at 5: 00 pm, in place of monthly regular meeting. Commission is to meet in front of City Hall. Jeff Mikula will contact bus for transportation. Expense will come out of P& B expense account. Approval of Minutes: Motion by Tegler, Second by Schimke to accept the minutes of July 11, 2013 and place on file. Motion carried. Minutes were a little late; Niesen brought them to meeting and was running behind. New Business: Review Meeting Time: After discussion meeting time will stay as is. Review By-Laws/Ordinance: Chair Reinhardt read through Bylaws. Chair will research wording for corresponding secretary duties in assisting recording secretary. This would be added under section 6, officer duties. 2013- 2014 Calendar: Motion by Tegler, Second by Scott to have no regular meeting in December 2013, January 2014, February 2014. Ayes: Schimke, Scott, Tegler, Reinhardt.  Nays: Vasquez Motion Carried General Discussion: Report to City Council will be given on August 20, 2013 by Chair Reinhardt. In City of Manistee Codified Ordinances Chapter 289, Tegler would like to see changes made to 289. 02 part A of Qualifications of Members; Meetings. Not to require that the chairman of the commission be a city resident as a requirement. Issue was tabled until next meeting. Research was going to be done between Tegler and Reinhardt to see way this was worded this way and why it was not changed in past when Tegler questioned it. Mikula updated Commission of projects taking place in the City. Fish cleaning station is up and running. Work at the Lighthouse Park has been completed. Bathrooms at Lighthouse Park will be restored to " better" conditions than prior to the destruction of them. City is also seeking restitution on the insurance deductable and the rental on the porta jons that were placed there. The " bar" has been placed at the bottom of the fence at 5th Ave beach/ tennis area. City will be pouring concert pads under bleachers at the ball fields. Polly Schlaff, a resident of the city, is concerned of pesticides being used by the city at the local parks or playing fields. She has asked to be put on agenda for next regular meeting. Motion by Tegler, Second by Scott to adjourn at 6: 52 pm. Motion carried. Next meeting date— September 19, 2013 at 5: 00 pm will be bus toured.
