Thursday, January 16, 2020
Members Present: Kipp Pomranky, Tom Oele, Lani Rozga, Tim O’Connor, Tom
Swedenborg
Members Excused: Mark Tomaszewski
Also Present: Kathie Boyle, Mickey McCann– City of Manistee
A regular meeting of the Manistee Parks Commission was held on Thursday, January 16, 2020 at
City Hall 2nd floor conference room. Meeting was called to order by Recording Secretary Kathie
Boyle at 5:30 p.m.
Election of Officers
At this time the meeting was opened for nominations from the floor for officers on the Parks
Commission for January thru July 2020. Offices include Chair, Vice-Chair, Corresponding
Secretary and Recording Secretary.
Motion by O’Connor, second by Oele to nominate Rozga for Chair. All in Favor.
Motion by Rozga, second by Pomranky to nominate O’Connor as Vice-Chair. All in Favor.
Motion by O’Connor, second by Rozga to nominate Pomranky as Corresponding Secretary. All
in Favor.
Kathie Boyle to remain as Recording Secretary.
Approval of Agenda
Motion by Pomranky, second by Oele to approve agenda. All in favor.
Public Hearing
None
Approval of Minutes
Motion by Pomranky, second by Swedenborg to approve November 21, 2019. All in Favor.
Correspondence
City of Manistee 2019 Highlights handed out by Boyle.
Committee Reports
None
Old Business
• Broomball Hockey Event – Ice skating rink not close to being ready for the season.
Commission will table event and discuss in October 2020 for the 2020-2021 winter
season.
• Review RFP Beach Concession Stands - Advertisement for concession stand vendors will
be published next week in the Manistee News Advocate. Concession stands will be
open for vendor inspection on Monday, February 10, 2020 from 10:00 a.m. – 12:00 p.m.
Proposals will be opened on Tuesday, February 18, 2020 at 10:00 a.m. at City Hall.
• First Street Tennis Courts Rehabilitation – No bids were received will re-bid, Mikula will
run it as construction manager.
New Business
• 2020 Capital Improvement Plans – Budget process begins in February 2020.
• Update on Riverwalk Issues – Claim has been submitted to insurance carrier. City to
meet with Corp of Engineers. City will not repair Riverwalk until shoreline protection
can be added. Could require $1,000,000 bond.
Items Discussed
How to help 5th Avenue Concession Stand be more successful – let’s help make it work.
➢ Kitchen upgrades, new playground equipment, food trucks.
Budget Capital Improvements:
5th Avenue Beach: Tetherball, Pickleball Courts with lighting at tennis court area.
Lighting at 9th Street Boat Launch.
Szymarek Park – upgrade to disc golf – problems exist with current installation and have design
flaws.
Fifth Avenue Shuffleboard Courts – O’Connor will have proposals drawn up in the future.
Courts to be in original site. Project to be fully funded by donations. Goal to have courts in
place by 2021 with approval from City Council and Parks Commission.
Motion by O’Connor, second by Pomranky to adjourn at 6:20 p.m. All in favor.
Next meeting date – February 20, 2020 @ 5:30 p.m. in the second-floor
conference room.
