City of Manistee Parks Commission Minutes Thursday, July 20, 2023 Members Present John Veach, Karin Maue, Liz Laskey, Kelly Greve, Karen Peltola, Lani Rozga, Tim O’Connor Members Absent N/A Others Present Katie Trivisonno, Jeff Mikula City of Manistee A meeting of the Manistee Parks Commission was held on Thursday, July 20, 2023, at 5:30 at City Hall, 3rd Floor Council Chambers. The meeting was called to order by Chair Liz Laskey. Approval of Agenda Motion by O’Connor, second by Maue to approve agenda. All in favor. Approval of Minutes Motion by O’Connor, second by Greve to approve June meeting minutes. All in favor. Citizen Comment Seth Pratt o Thanked the commission for their volunteer efforts. o Expressed concerns about parking at Hampton Inn and 1st Street Beach. o Suggested signage/advertising our local parks along the riverwalk. o Police in the parks o Funding for volunteer projects. Correspondence Bill Gambill-Amphitheater update Lucas Richardson-Neighborhood Restoration Beautification Commission (NRBC) Bylaws revision to implement projects in the parks. Motion by O’Connor, second by Rozga to disagree with the language in NRBC Bylaw revision. All in favor. Committee Reports Concessions-Mikula gave update on 1st street Concession. Morton Park/Park upgrades ✓ Drinking fountain installed ✓ Streetlight repaired. ✓ Playground equipment has been delivered to DPW ✓ Schedule community build ✓ New benches along Riverwalk boat launch area ✓ Disc golf park benches installed. Library-Story hour at Mack Park was a huge success! Next event scheduled for Thursday, July 27, Duffy Park. Amphitheater -Update by Peltola, feasibility study points by Hunden. Laskey expressed public concern about noise. Marina-Project is complete! Landscaping in Marina Park is scheduled for July 27. Stargazing-Event was well attended. Next event is scheduled for Friday July 28 at 5th Ave Beach. Riverwalk update-Spicer Group will provide engineering services for the south Riverwalk project. Mikula will attend the Michigan Department of Natural Resources grant meeting sessions. New Business Basketball Hoops-Additional hoops needed at 1st street and 5th avenue beaches. Courts need to be lined. Sands Park tennis court removal suggestions o Sandbox o Tetherball o Volleyball o Skate surface o Pump track/remote control cars o Life size chess, games Park Improvement Plans-Presented by John Veach. Motion by Veach, second by Peltola to develop master plan. All in favor. Restrooms in the parks-Cleaning plan and checklist is needed. Greve suggested sub-contracting the cleaning of park restrooms. Round Table Ed Teglar commented on NRBC/Parks Commission bylaws, also update on painting equipment at 5th Ave beach playground. O’Connor suggested staining the benches at 5th Ave playground. Greve asked about the trash receptacles. Laskey would like to see Lions Pavilion financials and online reservations. Maue suggested movies in the park Summer 2024. Peltola gave update new planters at Lions Pavilion, suggested adult kickball league, chess/checkers at marina park tables. Rozga asked about the 9th street project.
