1. Call to Order
Present: 7- Nickels, Brey, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
Absent: 1- Vanderkin
2. Bids for 2021 Televising Miscellaneous Sewers II, Project WU-21-19
City Clerk reported having received four (4) e-bids: Same were opened
and accepted online through Quest, and are as follows:
Green Bay Pipe & TV, LLC, Bid Bond, $13,096.80
Northern Pipe, Inc., Bid Bond, $16,595.46
Hydro-Klean, Bid Bond, $49,048.80
National Power Rodding Corp, Bid Bond, $86,601.70
Moved by McDaniel, seconded by Reckelberg, to refer the bid to the Director of
Public Infrastructure for tabulation and recommendation. The motion carried by
the following vote:
Aye: 7- Nickels, Brey, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
3. Request for updated insurance requirements for Sidewalk Privilege Agreements
21-0710 Request for updated insurance requirements for Sidewalk Privilege Agreements
Moved by McDaniel, seconded by Reckelberg, that this request be approved. The
motion carried by the following vote:
Aye: 7- Nickels, Brey, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
4. Request for Sidewalk Privilege Agreement
21-0704 Request for right-of-way encroachment for deck and ramp for property at 702
York St.
Director of Public Infrastructure Dan Koski spoke about the positioning of
the deck and ramp placement. He explained there will be six feet of

sidewalk left after construction of the deck and ramp.
Moved by McDaniel, seconded by Brey, that this request be approved. The
motion carried by the following vote:
Aye: 7- Nickels, Brey, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
5. Change Orders
City Clerk submitted the following Change Orders for approval.

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
