1. Call to Order
Present: 6- Nickels, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
Absent: 2- Brey and Vanderkin
2. Bids for 2022 South 14th Street Lift Station & Force Main, Project WU-22-2
City Clerk reported having received two (2) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Vinton Construction Company, Bid Bond, $494,396.50
Advanced Construction Inc., Bid Bond, $561,849.50
Moved by Alfred, seconded by Reckelberg, to refer the bid to the Director of
Public Infrastructure for tabulation and recommendation. The motion carried by
the following vote:
Aye: 6- Nickels, Koski, McDaniel, Reed-Kadow, Alfred and Reckelberg
3. Bids for DPW Shed Insulation and Heat Upgrade Project - REBID, Project
WB-21-18R
No Bids Received
4. Change Orders
City Clerk submitted the following change orders for approval
Highway Landscapers Inc., CO #2 and Final for 2021 8th Street -
Washington to Jay & York to Chicago Streets installation of trees, grates &
planters, +$3,600.00
Vinton Construction Co., CO #1 for 2021 Concrete Paving II - Custer
Street Reconstruction, WS-21-17, +$1,080.00
Vinton Construction Co., CO #2 and Final for 2021 Concrete Paving I
Broadway Street, WS-21-10, ($80,486.82)

Moved by Reckelberg, seconded by Koski, to approve the change orders. The
motion carried by the following vote:

5. Pay Estimates, Various Engineerinng/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment
AECOM, 2020-2021 Former Town of Newton Gravel Pit, Project
#60135471, Est. #6, $15,423.37
Vinton Construction Co., 2021 River Point Development Phase I,
WS-21-15, Est. #6, $123,741.81
Highway Landscapers Inc., 8th St Installation of Trees, Grates &
Planters, WS-21-14, Est. #4 and Final, $35,822.50
Vinton Construction Co., 2021 Concrete Paving IV - Broadway Street,
WS-21-10, Est. #5 and Final, $15,706.09
Moved by McDaniel, seconded by Reckelberg, that these payments be approved.
The motion carried by the following vote:

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
This meeting is being conducted both in Council Chambers at City Hall and via Zoom
to maximize opportunities for residents to attend. Members of the public may call to
