1. Call to Order
Present: 6- Nickels, Koski, Reed, Reckelberg, Nycz and Czekala
Absent: 2- Brey and Alfred
2. Bids for River Point Fill, Project #WO-23-22
City Clerk reported having received four (4) e-bids. Same were opened
and accepted online through Quest, and are as follows:
Advance Construction Inc., Bid Bond, $202,964.50
Vinton Construction Company, Bid Bond, $213,723.10
Mammoth Construction, Bid Bond, $224,362.75
Minocqua Grading LLC, Bid Bond, $726,066.00
A motion was made by Nycz, seconded by Reckelberg, to refer the bid to the
Director of Public Infrastructure for tabulation and recommendation. The motion
carried by the following vote:
Aye: 6- Nickels, Koski, Reed, Reckelberg, Nycz and Czekala
3. Request for Balcony Overhanging Sidewalk
23-0544 Request from Mike Howe to add a balcony on property located at 220 N. 7th St.
on the Buffalo Street side overhanging the sidewalk
Moved by Czekala, seconded by Nycz, that this Request be approved. The motion
carried by the following vote:
Aye: 6- Nickels, Koski, Reed, Reckelberg, Nycz and Czekala
4. Change Orders
City Clerk submitted the following one (1) change order for approval:
Vinton Construction Co., CO #1 for 2023 Concrete Paving Program,
WS-23-1, +$53,012.00
A motion was made by Nycz, seconded by Czekala, that the change order be

approved. The motion carried by the following vote:

5. Pay Estimates, Various Engineering/Public Works Projects
City Clerk submitted the following City Engineer's estimates for approval
and payment:
Highway Landscapers Inc., 2023 Downtown Manitowoc Streetscape
Planting, WS-23-18, Est. 1, $132,466.77
Highway Landscapers Inc., 2023 Downtown Manitowoc Streetscape
Planting, WS-23-18, Est. 2, $24,300.00
Mulch Express of Wisconsin, 2023 Furnish & Install Wood Chips, Est.
2, $7,290.00
Vinton Construction Company, 2023 Asphaltic Concrete Paving
Program, Est. 2, $307,013.09
A motion was made by Eric Nycz, seconded by Steven Czekala, to approve the
payments. The motion carried by the following vote:
Aye: 6- Nickels, Koski, Reed, Reckelberg, Nycz and Czekala
6. Adjournment
A motion was made by Czekala, seconded by Reckelberg, that this meeting be
adjourned at 4:04 p.m. The motion carried by the following vote:

Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting
to gather information about the subject matter over which they have decision
making responsibility.
