Roll Call Present: 10 - McMeans, Howe, Sitkiewitz, Nickels, Kummer, Novak, Lotz, Gabriel, Williams and Brey Absent: 1- Czekala Also present: City Attorney Kathleen McDaniel, Director of Public Infrastructure Dan Koski, City Clerk Deborah Neuser, and Deputy City Clerk Mackenzie Reed-Kadow 3. Public Comment - None 4. Discussion and Action Items 18-0627 Ordinance to amend Section 7.285 of the Manitowoc Municipal Code regulating interest rates for special assessments. Attachments: FinalOrdinance to Amend 7.285 setting interest rates for special assessments..._.pdf Moved by Brey, seconded by Kummer, that this Ordinance be approved and referred to council. The motion carried by the following vote: Aye: 9- McMeans, Howe, Nickels, Kummer, Novak, Lotz, Gabriel, Williams and Brey Nay: 1- Sitkiewitz Committee discussed options and reasoning for changing the interest rate at this time. 18-0620 Parklet Policy and Guidelines Attachments: Parklet Policy Guidelines - DK LM GM Review Parklet Comparison PDF.pdf Moved by Kummer, seconded by Novak to approve Section 3 of the Policy and Guidelines and to instruct the Engineering department to work on designing prototype of parklet with pre-approved vendors for construction. Discussion continued about the City's role and liability with that suggestion. Motion withdrawn by Kummer, seconded by Novak. City of Manitowoc Page 1 Committee of the Whole Meeting Minutes June 18, 2018 Moved by Sitkiewitz, seconded by Kummer, to amend the policy by elminating section 4(c) and approving, and to refer to council. The motion carried by the following vote: Aye: 10 - McMeans, Howe, Sitkiewitz, Nickels, Kummer, Novak, Lotz, Gabriel, Williams and Brey Committee discussed policy and guidelines created by City staff. Discussion included ways to get the process moving as quickly as possible, and to be less burdensome to all parties involved. 5. Adjournment Moved by Sitkiewitz, seconded by Gabriel, that this meeting be adjourned at 6:37 PM.
