Call to Order 2. Roll Call Present: 10 - McMeans, Sitkiewitz, Nickels, Kummer, Czekala, Novak, Lotz, Williams, Brey and Hansen 3. Public Comment Council President Sitkiewitz declared the meeting open for public input. In accordance with policy, the public input portion of the meeting is not made a part of the official record. 4. Discussion and Action Items 20-0094 Update from Community Development on CN Peninsula Associate Planner Nick Mueller provided an update on the design development, timeline, and grant opportunities for this property. 20-0093 Downtown parking lot proposal Attachments: Downtown Parking discussion Proposed Lease with Allies.pdf Mayor Justin Nickels explained which lot the City is looking at and explained potential options for increasing parking in this area of downtown. Owners of the property being discussed, Alex and Peter Allie, as well as other businesses in the area were present to express support for increased parking in this area of downtown. Committee discussed the different options for developing increased parking in this area. City of Manitowoc Page 1 Committee of the Whole Meeting Minutes January 27, 2020 Council President Sitkiewitz read the notice to convene in closed session: Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 20-0093 Downtown parking lot proposal 20-0094 Update from Community Development on CN Peninsula 5. Closed Session Moved by Brey, seconded by McMeans, to convene in closed session. Alderman Kummer requested to bring this item back at another Committee of the Whole. Committee discussed different options and will bring item back at a future Committee of the Whole meeting. Alderman Lotz left meeting at 7:42 p.m. Present: 9- McMeans, Sitkiewitz, Nickels, Kummer, Czekala, Novak, Williams, Brey and Hansen Absent: 1- Lotz 20-0092 Discussion on term limits for elected officials in the City of Manitowoc Attachments: Memo from City Attorney re Term Limits Ordinance.pdf 2.110 Term Limits January 2020.pdf Committee discussed this item. Will bring this item back to the Committee at a future Committee of the Whole meeting. 7.
