Present: 9- McMeans, Sitkiewitz, Nickels, Kummer, Czekala, Lotz, Williams, Brey and Hansen
Absent: 1- Novak
3. Public Comment
Council President Sitkiewitz declared the meeting open for public input. In
accordance with policy, the public input portion of the meeting is not made
a part of the official record.
4. Discussion and Action Items
20-0172 Demolition permit request from City Centre LLC for Property located at parcel
819-403-020

Moved by Brey, seconded by Sitkiewitz, that this Request be approved and
referred to council. The motion carried by the following vote:
Aye: 8- McMeans, Sitkiewitz, Nickels, Czekala, Lotz, Williams, Brey and Hansen
Abstain: 1- Kummer
Council President Sitkiewitz read the notice to convene in closed session: Notice is hereby given
that the above governmental body may adjourn into a closed session during the meeting as
authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the governmental
body to convene in closed session for the purpose of conferring with legal counsel for the
governmental body who is rendering oral or written advice concerning strategy to be adopted by the
body with respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is:

Moved by McMeans, seconded by Czekala, to reconvene in open session. The
motion carried by the following roll call vote:

20-0091 Discussion on City of Manitowoc moving to a city manager or city administrator
position

City Attorney Kathleen McDaniel explained the process for including
proposed changes to the City government structure as an advisory
referendum on the November ballot.
Moved by Kummer, seconded by Williams, to instruct City staff to draft an
advisory referendum to be placed on the November ballot asking voters if they
would be in favor of changing from a Mayor form of government to 1.) a city
manager or 2.) to a part-time mayor with a full-time administrator. The motion
failed by the following vote:
Aye: 2- Kummer and Williams
Nay: 7- McMeans, Sitkiewitz, Nickels, Czekala, Lotz, Brey and Hansen
Moved by Brey, seconded by Sitkiewitz, that this Action Item be placed on file.
The motion carried by the following vote:
Aye: 7- McMeans, Sitkiewitz, Nickels, Czekala, Lotz, Brey and Hansen
Nay: 2- Kummer and Williams
20-0092 Discussion on term limits for elected officials in the City of Manitowoc

Moved by Kummer to adopt a charter ordinance to set term limits for Mayor at 3
terms and 4 terms for Alders. The motion failed for lack of a second.
Moved by Brey, seconded by McMeans, that this Action Item be placed on file.
The motion carried by the following vote:
Aye: 8- McMeans, Sitkiewitz, Nickels, Czekala, Lotz, Williams, Brey and Hansen
