Call to Order 2. Roll Call Present: 9- McMeans, Sitkiewitz, Nickels, Czekala, Brey, Hansen, Schlei, Vanderkin and Brunner Absent: 2- Novak and Lotz 3. Public Comment Council President Sitkiewitz declared the meeting open for public input. In accordance with policy, the public input portion of the meeting is not made a part of the official record. 4. Discussion and Action Items 20-0379 Proposal from Boys and Girls Club for Mirro property Attachments: Offer Proposal for Mirro Site 4-2020 BG Proposal Response with Offer 20-0472 Village Square site update 20-0473 Lakeshore Mall Tax Appeal City of Manitowoc Page 1 Committee of the Whole Meeting Minutes May 12, 2020 Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 20-0379 Proposal from Boys and Girls Club for Mirro site 20-0472 Village Square site update Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. The specific subject matter that may be considered in closed session is: 20-0473 Lakeshore Mall Tax Appeal 5. Closed Session Moved by Brey, seconded by McMeans, to convene in closed session. The motion carried by the following roll call vote: Aye: 8- Sitkiewitz, Nickels, Czekala, Brey, Hansen, Schlei, Vanderkin and Brunner Present: 9- McMeans, Sitkiewitz, Nickels, Czekala, Brey, Hansen, Schlei, Vanderkin and Brunner Absent: 2- Novak and Lotz 20-0379 Proposal from Boys and Girls Club for Mirro property Attachments: Offer Proposal for Mirro Site 4-2020 BG Proposal Response with Offer Moved by Brey, seconded by Nickels, to support the Boys & Girls Club purchase of 1512 Washington St. and instruct City staff to continue to negotiate the transfer of the property. The motion carried by the following vote: Aye: 9- McMeans, Sitkiewitz, Nickels, Czekala, Brey, Hansen, Schlei, Vanderkin and Brunner Moved by Nickels, seconded by Brey, to instruct staff to move forward with grant dollars for cleanup and dollars for structural analysis. The motion carried by the following vote: Aye: 9- McMeans, Sitkiewitz, Nickels, Czekala, Brey, Hansen, Schlei, Vanderkin and Brunner 20-0472 Village Square site update 20-0473 Lakeshore Mall Tax Appeal Moved by McMeans, seconded by Schlei, to authorize City Attorney and Finance Director to enter into settlement as proposed. The motion carried by the following vote: Aye: 9- McMeans, Sitkiewitz, Nickels, Czekala, Brey, Hansen, Schlei, Vanderkin and Brunner 7.
