Call to Order 2. Roll Call Present: 9- McMeans, Sitkiewitz, Nickels, Czekala, Novak, Brey, Hansen, Vanderkin and Brunner Absent: 1- Schlei 3. Public Comment Council President Sitkiewitz declared the meeting open for public input. In accordance with policy, the public input portion of the meeting is not made a part of the official record. 4. Discussion and Action Items 20-0707 Review of District 7 Alderperson candidate materials and presentations by candidates Attachments: A. Bailey Letter of Interest & Resume Aaron Bailey was present as the sole candidate for the District 7 Aldermanic vacancy. He introduced himself and spoke to the Committee on why he'd like to fill this position. Council President Sitkiewitz read the notice to convene in closed session: Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. The specific subject matter that may be considered in closed session is: 20-0708 CDBG Loan Buyout 5. Closed Session Moved by McMeans, seconded by Brey, to convene in closed session. (redacted -- Closed Session). Updated roll: Alderperson Schlei joined meeting at 5:40 p.m. Present: 10 - McMeans, Sitkiewitz, Nickels, Czekala, Novak, Brey, Hansen, Schlei, Vanderkin and Brunner 6. Reconvene in Open Session Moved by Brey, seconded by Brunner, that to reconvene in open session. The motion carried by the following vote: Aye: 9- McMeans, Sitkiewitz, Nickels, Czekala, Novak, Brey, Hansen, Vanderkin and Brunner 20-0709 Review of recent GATOR utility vehicle purchase Community Development Director Adam Tegen and Planner - Business & Housing Development Nick Mueller answered Committee questions on intended and current usage of Gator 20-0721 Resolution requiring masks in all City Facilities Attachments: Resolution Requiring Masks in City Buildings Resolution Requiring Masks in City Buildings with No Exceptions Moved by Sitkiewitz, seconded by Czekala, to amend the resolution such that the policy does not apply to children under 2 who need to enter a City building. The motion carried by the following vote: Aye: 9- Sitkiewitz, Nickels, Czekala, Novak, Brey, Hansen, Schlei, Vanderkin and Brunner Nay: 1- McMeans Moved by McMeans, seconded by Nickels, to amend the resolution to require department heads to submit department guidelines by July 24, 2020. The motion carried by the following vote: Aye: 8- McMeans, Nickels, Czekala, Brey, Hansen, Schlei, Vanderkin and Brunner Nay: 2- Sitkiewitz and Novak Moved by Brey, seconded by Nickels, to amend the resolution to include exceptions #2: Employees alone in a City vehicle, 4: Facilities rented for private use & 5: Anyone outdoors. The motion carried by the following vote: Aye: 8- McMeans, Nickels, Novak, Brey, Hansen, Schlei, Vanderkin and Brunner City of Manitowoc Page 2 Committee of the Whole Meeting Minutes July 20, 2020 Nay: 2- Sitkiewitz and Czekala Moved by Hansen, seconded by Novak, to amend the resolution to include exception #1: Employees within their workspace who are able to maintain a physical distance of 6' between themselves and others. The motion carried by the following vote: Aye: 8- McMeans, Nickels, Novak, Brey, Hansen, Schlei, Vanderkin and Brunner Nay: 2- Sitkiewitz and Czekala Committee discussed the two options in each resolution, one with exceptions and one with no exceptions. Moved by Czekala, seconded by Schlei, to amend and refer the resolution to Council. The motion carried by the following vote: Aye: 8- McMeans, Nickels, Novak, Brey, Hansen, Schlei, Vanderkin and Brunner Nay: 2- Sitkiewitz and Czekala 7.
