Present: 11 - McMeans, Sitkiewitz, Nickels, Czekala, Novak, Brey, Hansen, Schlei, Vanderkin,
Brunner and Bailey
3. Public Comment
Council President Sitkiewitz declared the meeting open for public input. In
accordance with policy, the public input portion of the meeting is not made
a part of the official record.
Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(e) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of deliberating or negotiating the
purchasing of public properties, the investing of public funds, or conducting other specified public
business, whenever competitive or bargaining reasons require a closed session.
The specific subject matter that may be considered in closed session is:
20-1215 Incentives/Development Agreement for the Allie Apartment Project in the River Point
District
20-1216 Discussion on alternatives related to the Camp Vits Access Project
20-1217 MOU with Translake (SS Badger) for repayment/forgivness of 10% share of HAP grant
20-1218 Assignment of Lease and Two Loan Agreements from Trans-Lake to Lake Michigan

Moved by Brey, seconded by Brunner, to convene in closed session. The motion
carried by the following roll call vote:

Moved by McMeans, seconded by Novak, that this meeting reconvene in open
session. The motion carried by the following roll call vote:

Moved by Brunner, seconded by McMeans, that this Agreement be approved and
entered into and referred to council. The motion carried by the following vote:

Brunner and Bailey

Moved by McMeans, seconded by Brunner, that this Agreement be approved and
entered into and referred to council. The motion carried by the following vote:

6. Adjournment
Moved by McMeans that this meeting be adjourned at 7:08 p.m. The motion

Pursuant to Section 19.84(2) and (3) of the Wisconsin Statutes, notice is hereby
given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
This meeting is being conducted both in Council Chambers at City Hall and via
remote conferencing software due to a state of emergency and federal, state, and
local guidance on gatherings. Members of the public may call to listen in at 888 475
