Infrastructure Dan Koski, Engineering Division Manager Greg Minikel, and

21-0509 Committee of the Whole discussion on Public Infrastructure
Director of Public Infrastructure and Engineering division Manager Greg
Minikel reviewed the PASER (Pavement Surface Evaluation and Rating)
grading system and spoke of the conditions of the streets and why some
streets are in worse conditions than others. They also spoke on the cost of
repairing streets along with comparing the cost of concrete versus asphalt.
Mayor Justin Nickels gave an overview on the budget process and the
funding received for roadways throughout the City. The Committee
discussed the funding sources and ways to use the funding to repair
roadways. Director of Public Infrastructure Dan Koski and Engineering
Division Manager Greg Minikel answered questions from the Committee
and gave an overview on the complaints received from Citizens. It is noted
that many alleyways in the City are in need of repairs.

Moved by Brey, second by Sitkiewitz, and unanimously carried, meeting
adjourned at 6:24 p.m.

This meeting is being conducted both in Council Chambers at City Hall and via remote
conferencing software (Zoom) due to a state of emergency and federal, state, and local

Working Sessions are not broadcasted, BUT are always open to the public. Therefore,
the public is encouraged to attend the Working Session in person, or via remote
conferencing. No decisions will be made during a Working Session meeting.
