REMOVAL OF CONSENT AGENDA ITEMS:
Any Committee Member may request removal of any item from the Consent Agenda, and such item
shall be removed without debate or vote. Any item or part thereof removed from the Consent
Agenda shall be separately considered.

19-1091 Progress Lakeshore Municipal Services Agreement Extension for January 1,
2020 to December 31, 2023
Moved by Sitkiewitz, seconded by Lotz, that this Agreement be accepted and
referred to Council. The motion carried by the following vote:

19-1092 City of Manitowoc and Progress Lakeshore RLF Management Agreement for
2020-2023
Moved by McMeans, seconded by Sitkiewitz, that this Agreement be approved
and referred to Council. The motion carried by the following vote:
Aye: 5- Brey, McMeans, Sitkiewitz, Lotz and Novak
19-1048 Agreement for Assessment Services for the years 2020-2023, with an option for
two additional years with Accurate Appraisal, LLC.
Moved by Sitkiewitz, seconded by McMeans, that this Action Item be accepted
and referred to Council. The motion carried by the following vote:
Aye: 5- Brey, McMeans, Sitkiewitz, Lotz and Novak
19-1077 Review of Municipal Code 11.160 Sale of Christmas Trees, authorized selling
dates, recommending to repeal the ordinance.
Moved by Novak, seconded by McMeans, that this Action Item be accepted for
Consent Agenda to repeal the ordinance. The motion carried by the following
vote:

19-1089 Application for "Class B" Intoxicating Liquor & Fermented Malt Beverage
License, TAV-1954A, for Renegades, 1421 S. 39th St., recommend to approve
the application.
Moved by McMeans, seconded by Lotz, that this Application be accepted for
Consent Agenda to approve the application. The motion carried by the following
vote:

19-1090 Review of Municipal Code 11.010(12) regulating "Class B" License regulations
allowing for the sale of intoxicating liquor in the original package or container,
recommend to amend the ordinance.
Moved by McMeans, seconded by Sitkiewitz, that this Action Item be accepted for
Consent Agenda to amend the ordinance. The motion carried by the following
vote:
Aye: 5- Brey, McMeans, Sitkiewitz, Lotz and Novak
19-1078 Agreements with City Centre, LLC and the State of Wisconsin regarding the
HAP Grant awarded to the City for the City Centre project on the Manitowoc
River, recommend to enter into the agreement with the State.
Moved by McMeans, seconded by Novak, that this Agreement be accepted for
Consent Agenda to enter into the agreement with the State. The motion carried
by the following vote:

19-1081 First Amendment to City of Manitowoc Development Agreement with Lakeside
Foods, Inc., recommend to enter into the agreeement with the State.
Moved by McMeans, seconded by Sitkiewitz, that this Agreement be accepted for
Consent Agenda. The motion carried by the following vote:
Aye: 5- Brey, McMeans, Sitkiewitz, Lotz and Novak
19-1088 Unbudgeted CAWG request for plows for two new Parks trucks, recommend to
approve the request.
Moved by Sitkiewitz, seconded by Lotz, that this Request be accepted for
Consent Agenda to approve the request. The motion carried by the following
vote:
Aye: 5- Brey, McMeans, Sitkiewitz, Lotz and Novak
19-1079 Claim from Ken Frank L19-00074, recommend to deny the claim.
Alderperson Brey read the Notice to go into closed session. Moved by
McMeans, seconded by Lotz, to convene in closed session. The motion
carried on roll call vote by the following vote: Aye: 5- Brey, McMeans,
Sitkiewitz, Novak, Lotz. Nays: none.

Notice is hereby given that the above governmental body may adjourn into a closed session during
the meeting as authorized by Section 19.85(1)(g) of the Wisconsin Statutes, which authorizes the
governmental body to convene in closed session for the purpose of conferring with legal counsel for
the governmental body who is rendering oral or written advice concerning strategy to be adopted by
the body with respect to litigation in which it is or is likely to become involved.
The specific subject matter that may be considered in closed session is:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this notice
that a meeting of the above-referenced will be held at the date, time and location
listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc, or a standing committee of that body, may be present at this meeting to
gather information about the subject matter over which they have decision making
responsibility.
