17-0267 PFC February 2017 Minutes

A motion was made by Michael Wellner, seconded by Mary Schilder, that these
Minutes were accepted and placed on file. The motion carried by the following
vote:

17-0268 Fire/Rescue February 2017 Report

Fire Chief Todd Blaser mentioned you will see a 20 minute uptake in our
average run time, meaning an ambulance on average is out for service for
over an hour and twelve minutes. Chief Blaser feels this could be attributed
to out of town transports occurring more often.

17-0269 Fire/Rescue Life Safety February 2017 Report

Fire Chief Todd Blaser reported there was a collaborative meeting with
Lakeshore CAP explaining our initiatives within the Division of Life Safety
and Neighborhood Services. A Neighborhood Action Incident Team was
implemented to identify the properties that are in violation. Chief Blaser
stated this initiative to take control of the housing stock requires landlords
to bring their property up to minimum code or the building will have to be
raised.

17-0270 Police February 2017 Report

Police Chief Nick Reimer reported there will be a change to the 2017
Snow Emergency parking violations since the Mayor declared a snow
emergency for the night of March 13th and over 200 parking tickets were
issued. The monthly report also indicated a decrease in accidents so far
this year which is likely due to weather.
This Report was approved and referred to the Public Safety Committee
5. Discussion and Action Items
17-0271 Police Department eligibility list for promotion of Captain of Patrol
Police Chief Nick Reimer reported Captain Larry Zimney announced his
retirement and will be retiring June, 2017. Chief Reimer would like to take
this time to come up with a succession plan and allow the promoted
candidate to job shadow prior to Captain Zimney's retirement. Chief
Reimer feels using the time available will help transfer some on the
knowledge that Captain Zimney holds.
Moved by Bare, seconded by Schilder, that this Request be accepted and placed
on file. The motion carried by the following vote:

17-0272 Fire/Rescue eligibility list
Fire Chief Todd Blaser reported there will be two positions available as of
April 1, 2017 due to resignations. Chief Blaser is requesting the eligibility
list be approved for the 2017-2018 year and he would like to add an
additional candidate to the eligibility list provided. The Commissioners
requested the next time an eligibility list is brought forward more
information about the candidates is also provided. Chief Blaser stated he
would like to implement an open enrollment process similar to the Police
Department in the future for the hiring process.
Moved by Schilder, seconded by Bare, that this Request be accepted and placed
on file. The motion carried by the following vote:

given to the public, to the Herald-Times-Reporter, the official newspaper of
Manitowoc, and to those news media who have filed a written request for this
notice that a meeting of the above-referenced will be held at the date, time and
location listed above.
Notice is hereby given that a majority of the Common Council of the City of
Manitowoc may be present at this meeting to gather information about the
subject matter over which they have decision making responsibility.
The above governmental body will meet to discuss and possibly take action on
the agenda items set forth below.
