Alderperson Able took the time to read a recognition letter which was received on behalf of Officer Weyer's professionalism while handling an accident he was called to. 5. Old Business 17-0041 Citizen request for pedestrian warning lights on the southeast corner of S 23rd St. and Dewey St. Attachments: S. 23rd and Dewey St. Director of Public Infrastructure, Dan Koski stated a pedestrian study has not been completed at this time. The pedestrian study will be conducted in May or June when seasonal employees start. This issue will be revisited after the pedestrian study has been conducted. This file should remain open. 8. New Business City of Manitowoc Page 2 Public Safety Committee Meeting Minutes February 27, 2017 17-0137 Manitowoc Fire Departments emergency response to MPU Power Plant. Attachments: MPU Acknowledgment Alderperson Able commended the Fire Department on their emergency response to the MPU Power Plant. Moved by Soeldner, seconded by Czekala, that this Communication be placed on file. The motion carried by the following vote: Aye: 3- Able, Soeldner and Czekala 17-0202 Safety concerns along S 21st St due to animated signs. Alderperson Eric Sitkiewitz asked that this request to be withdrawn and place on file since the citizen is not willing to express his concerns on the animated signs. The motion carried by the following vote: Aye: 3- Able, Soeldner and Czekala 17-0203 Sex Offender Residence Appeal for Mark A. Henseler with recommendation from Police Chief Nick Reimer to deny request and place on file. Moved by Czekala, seconded by Soeldner, that this Request be denied per Chiefs recommendation and referred to Council. Attachments: City of Manitowoc Appointed Agent Request Fire Chief Todd Blaser explained last year the city applied to become an Appointed Agent of the state. This allows the city to do commercial plan reviews for businesses under 50,000 cubic square feet. Ultimately the Appointed Agent Request was denied. Chief Blaser reached out to see why this request was denied and was informed the Department of Safety and Professional Services is simply not granting requests at this time. Chief Blaser will continue his efforts to become an Appointed Agent when the Department of Safety and Professional Services start granting requests. Moved by Able, seconded by Soeldner, that this Communication be placed on file. The motion carried by the following vote: Aye: 3- Able, Soeldner and Czekala 17-0205 Request Capital Allocation Working Group Unbudgeted Funding by Police Chief Nick Reimer Request for 9mm Glock Handgun Replacements ($9,763). Police Chief Nick Reimer requests to replace the departments 40 caliber handguns with 9mm Glock handguns. Chief Reimer stated he had the opportunity to send Lt. Pusel to Northwestern Staff and Command School for several weeks and his project was to see if this was a good move for the department. Statistics showed your shot will be more accurate with a 9mm handgun versus a 40 caliber handgun. Moved by Soeldner, seconded by Czekala, that this Request be approved and referred to the Finance Committee. The motion carried by the following vote: Aye: 3- Able, Soeldner and Czekala City of Manitowoc Page 4 Public Safety Committee Meeting Minutes February 27, 2017 17-0219 Out of state travel request from Police Chief Nick Reimer for Officer Jason Koenig to attend K9 Handler Training during the dates of April 16th to the 30th, recommending approval. Attachments: Out of State Travel Request Police Chief Nick Reimer informed the committee Officer Jason Koenig has been selected to become the K9 handler for the Departments new K9. Officer Koenig being an experienced handler will only need approximately two weeks of training. The funds for this trip will be coming out of the K9 fundraising money. Moved by Czekala, seconded by Soeldner, that this Communication be approved and referred to the Personnel Committee. The motion carried by the following vote: Aye: 3- Able, Soeldner and Czekala Present: 4- Able, Soeldner, Czekala and Kummer Absent: 1- Sladky 17-0248 Request Carryforward of unspent 2016 Vehicle Acquisition Funds in the amount of $42,768.30 to 2017 Budget for the purchase of a used squad car from Village of Valders ($23,000) and other 2017 vehicle purchases, recommend approval. Attachments: Valders Squad Information Valders Squad Police Chief Nick Reimer discusses the opportunity the department has to purchase a squad car from Valders Police Department. The Squad is already equipped with a light bar, computer, and comes with an extra set of tires. Chief stated with a new K9 coming he would like to use this squad as a replacement for the 2009 Crown Victoria Officer Koenig is currently using. Alderperson Able recommended we approve and forward this request to finance to cover in part of carry over funds. Moved by Czekala, seconded by Soeldner, that this Communication be approved and referred to the Finance Committee. The motion carried by the following vote: City of Manitowoc Page 5 Public Safety Committee Meeting Minutes February 27, 2017 Aye: 4- Able, Soeldner, Czekala and Kummer 17-0207 Communication from Fire Chief Todd Blaser regarding two resignations. Per Fire Chief Todd Blaser two firefighters turned in their resignations. This being said the Fire Department will be looking to fill those vacancies in the near future. Notice is hereby given that the above governmental body may adjourn into a closed session during the meeting as authorized by Section 19.85(1)(f) of the Wisconsin Statutes, which authorizes the governmental body to convene in closed session for the purpose of considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: Alderperson Able read the notice to go into closed session. A motion was not made so the committee did not convene into closed session. 17-0208 LifeQuest EMS billing dispute from Donna Franz. This matter has since been resolved. No discussion was had on this item. Moved by Kummer, seconded by Czekala, that this Request be placed on file. Alderperson Able could not outline a specific request. Moved by Able, seconded by Czekala, that this Request be placed on file.
