Old Business 16-1182 Request for a No Parking Here to Corner sign on the corner of South 14th Street and Grand Avenue. Attachments: 16-1182 Action Notes from 12-28-16 Police Chief Nick Reimer worked with the Church and had them place information regarding this violation in the church bulletin. Officers were also sent out during each service in case there were issues. Chief Reimer feels this issue has been resolved. Moved by Kummer, seconded by Soeldner, that this Request be placed on file. The motion carried by the following vote: Aye: 4- Sladky, Soeldner, Czekala and Kummer 6. New Business 17-0274 Sex Offender Residency Appeal for Juan Antonio Salinas. Some discussion was had between Juan Antonio Salinas, Kevin Mueller from Probation and Parole, and Police Chief Nick Reimer regarding the appeal process. Chief Reimer recommended this request be filed at this time. This Request was placed on file City of Manitowoc Page 2 Public Safety Committee Meeting Minutes March 27, 2017 17-0310 Request for No Parking signs to be placed on the east side of North 17th Street from Michigan Avenue to New York Avenue. Attachments: No Parking on N 17th St Citizens Paula and Larry Feest, Mark Fuller, Gary Kennedy, Dennis Bernhardt and Mark Matthies presented their major concerns about the No Parking signs being placed on the east side of North 17th Street. Cathy Ley the director of the Aging and Disability Resource Center along with Todd Brehmer the Director of Veteran's Services were present and expressed their reasoning as to why they feel a bus stop is necessary to assist their clientele. Transit/Building and Grounds Division Manager, Jim Muenzenmeyer was present and explained this request was recommended by the Public Infrastructure Committee to test this location for 6 months to see how it operates. Alderperson Soeldner recommended to keep the bus route off of North 17th Street and to see if there is a better route that could be traveled. Alderperson Kummer and Alderperson Czekala support Alderperson Soeldner's recommendation and hope a better plan can be drafted. Moved by Czekala, seconded by Soeldner, that this Request be denied and referred to Council. The motion carried by the following vote: Aye: 4- Sladky, Soeldner, Czekala and Kummer City of Manitowoc Page 3 Public Safety Committee Meeting Minutes March 27, 2017 17-0312 Citizen request for a flashing stop sign to be place at the corner of South 10th Street and Dewey Street. Attachments: 17-0312 Stop Sign at S 10th St and Dewey St S 10TH ST - DEWEY ST Citizens Dave Gauthier and Nick Dondlinger presented their concerns about the traffic at the corner of South 10th Street and Dewey Street. Dave Gauthier and Nick Dondlinger feel there have been numerous accidents at this intersection and a flashing stop sign will alert drivers to stop. Engineering Division Manager, Greg Minikel stated the Police Department provided a report on the number of accidents at that intersection and there were 29 since 2012. Greg Minikel wanted the approval of the Public Safety Committee to see if this flashing stop sign should be included in the reconstruction of South 10th Street. Alderperson Kummer questioned how effective these flashing lights are. Police Chief Nick Reimer stated he feels a flashing stop sign at this location would be useful due to the number of accidents that have occurred. Chief Reimer also recommended a stop sign ahead sign be placed in that area. Director of Public Infrastructure, Dan Koski stated he feels the flashing stop sign would be very effective since there are very few placed within the city. Dan stated internally they are working on a policy that will ultimately be brought forward to the Public Safety Committee and to Common Council to specify where placement of lighted regulatory and warning signs are warranted. Moved by Czekala, seconded by Kummer, that this Request be approved and referred to the Common Council. The motion carried by the following vote: Aye: 4- Sladky, Soeldner, Czekala and Kummer City of Manitowoc Page 4 Public Safety Committee Meeting Minutes March 27, 2017 17-0313 Implement a policy regarding placement of lighted regulatory or warning signs. Director of Public Infrastructure, Dan Koski stated internally they are working on a policy that will ultimately be brought forward to the Public Safety Committee and to Common Council to specify where placement of lighted regulatory and warning signs are warranted. This should be revisited upon completion of drafting the policy. 17-0316 Ordinance to amend Manitowoc Municipal Code 10.010(3)(b) establishing the speed limits on S. Rapids Road. Attachments: S. Rapids Rd Construction S. Rapids Rd Proposed Final Decision Communication Regarding S. Rapids Rd Construction Ordinance 10.010 Engineering Division Manager, Greg Minikel stated he received communication from Manitowoc County design team that after reconstruction of the railroad they would like the posted speed limit to be 35MPH. The original email that was sent should have read they would like the posted speed limit to be reduced to 35MPH after or upon completion of construction. Alderperson Sladky does not favor this request. Alderperson Kummer recommended the posted speed limit to be changed to 35MPH to keep the speed limit consistent in that area. Alderperson Czekala agrees with Alderperson Kummer's recommendation to keep the speed limit constant at 35MPH. Moved by Kummer, seconded by Czekala, that this Ordinance be referred to the Common Council.
