Approval of Minutes 16-224 Approval of February 22, 2016 Public Safety Minutes Attachments: Public Safety Meetting Minutes 2-22-16 Moved by Sitkiewitz, seconded by Sladky, that these minutes be accepted for Consent Agenda. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Soeldner 3. Reports and Communication 16-230 Police February, 2016 Report Attachments: Police February, 2016 Report Moved by Sitkiewitz, seconded by Sladky, that this Report be accepted for Consent Agenda. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Soeldner City of Manitowoc Page 1 Public Safety Committee Meeting Minutes March 28, 2016 16-0251 Communication from Fire Chief Todd Blaser on the smoke detector program titled "WisSafe" This Communication was accepted for Consent Agenda 4. Discussion and Action Items 5. Convene in Closed Session Moved by Sladky, seconded by Soeldner, that the committee convene in closed session. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Soeldner Notice is hereby given that the above governmental body may adjourn into a closed session under 19.85(1)(f), Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The specific subject matter that may be considered in closed session is: 16-0056 Citizen request for waiver of ambulance fees. Call# 182-14-3008 dated 10/19/2014. 6. Reconvene in Open Session A motion was made by Vice Chair Eric Sitkiewitz, seconded by Alderperson Jason Sladky, that the committee reconvene in open session.. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Soeldner 16-0056 Citizen request for waiver of ambulance fees. Call# 182-14-3008 dated 10/19/2014. Moved by Sitkiewitz, seconded by Sladky, that this Action Item be denied. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Soeldner 16-195 Request to change South 29th Street between Custer Street and Mero Street to parking on one side of the street during winter months. Parking is difficult due to the amount of snow accumulation. Monitor the situation and try to keep up with the snow removal. Moved by Sladky, seconded by Sitkiewitz, that this Request be accepted for Consent Agenda. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Soeldner City of Manitowoc Page 2 Public Safety Committee Meeting Minutes March 28, 2016 16-225 Request by Alderman Able for a yield sign @ New York Avenue crossing No. 5th Street. This item was discussed and put on hold pending further information from the city Engineering Department. This Request was discussed 16-226 Request per Alderman Able for a one way sign at the entryway of Kwik Trip on No. 8th Street. Moved by Sitkiewitz, seconded by Sladky, that this Request be denied. The motion carried by the following vote: Aye: 3- Sitkiewitz, Sladky and Soeldner Nay: 1- Able 16-227 Discussion on regulating rental properties in the city of Manitowoc. Discussion on possible programs for regulating rental properties. Possibly setting up information on the city website with information for renters and rentees. No action was taken and will be discussed at a later date. This Communication was discussed 16-228 Discussion and possible action on downtown parking issues. Attachments: CSW PARKING COUNT Action was taken to ammend the ordinance per the plan submitted by City Service Worker Danny Harms and Tyler Caulum from Planning. The ammended ordinance will be reviewed and a public hearing will be scheduled. Moved by Soeldner that this Communication be approved. The motion carried by the following vote: Aye: 3- Able, Sladky and Soeldner Nay: 1- Sitkiewitz 16-0253 Discuss creating an ordinance exemption for buses to park on South 21st Street in the "No Parking during School Hours" area. Approved to ammend the parking ordinance on South 21st Street adjacent to Washington Junior High School making the exemption for busses to park. Moved by Sitkiewitz, seconded by Sladky, that this request be approved. The motion carried by the following vote: Aye: 4- Able, Sitkiewitz, Sladky and Soeldner City of Manitowoc Page 3 Public Safety Committee Meeting Minutes March 28, 2016 16-0254 Discussion on an ordinance amending sections 10.390 and 10.510 of the Manitowoc Municipal Code regulating parking in municipally owned parking lots. Attachments: Doc. 10.390 10.510 Approved Ordinance to amend Sections 10.390 and 10.510 of the Manitowoc Municipal code. This Request was approved and referred to council 16-0255 Wisconsin Dept. of Corrections requesting approval for a temporary placement at the Dept. of Correction's Transitional Living facility at 1118 South 19th Street. Attachments: 16-0255 Dept. of Corrections Grant request to amend the sex offender ordinance to allow current Transitional Housing Placements at 1118 South 19th for residents of Manitowoc County for up to 120 days max. After the ammendment is completed the committee will review again. This Request was approved. Aye: 4- Able, Sitkiewitz, Sladky and Soeldner 7.
