Approval of Minutes 16-0303 March 28,2016 Minutes Attachments: Public Safety Minutes 3-28-16 Moved by Hennessey, seconded by Sladky, that these Minutes be approved. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala In Recognition of: 16-0368 Firefighter Brad Olivera and his wife Shawna Olivera for their assistance with the garage fire in Two Rivers. Attachments: Item#16-0368 Two Rivers Fire Department Captain Chris Klein was in attendance to recognize Manitowoc Firefighter Brad Olivera and his wife Shawna for the garage fire that took place on April 20, 2016. 4. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0359 Update on progress and changes to the Fire & Rescue/Building Inspection merger from Chief Todd Blaser. Moved by Sladky, seconded by Hennessey, that this Communication be approved for consent agenda. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 5. Public Comment None 6. Discussion and Action Items 16-0313 Discussion and concerns from Public School District Superintendent Mark Holzman and Wilson Jr. High Principal Lee Thennes regarding the amended ordinance change to restricted bus parking on North 9th Street. Attachments: 16-0313 School Street This Communication was discussed. The committee will review this issue again at the May meeting. At that time they have asked that the Department of Public Works or the Police Department video tape the traffic flow on North 9th Street during the morning hours and the dismissal time which is 2:50PM. 16-225 Request by Alderman Able for a yield sign @ New York Avenue crossing No. 5th Street. The motion carried by the following vote: City of Manitowoc Page 2 Public Safety Committee Meeting Minutes April 25, 2016 Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0317 Contract with Bartolotta Fireworks for 4th of July fireworks display. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0350 Ordinance to amend a portion of Section 10.390 of the Municipal Code prohibiting parking on a portion of School Street. Attachments: 16-0350.pdf Aerial Photo of School St. - N. 9th to N. 11th St. This Ordinance was discussed and it will be reviewed again at the May meeting. 16-0355 Amendment to Ordinance Section 14.575 of the Municipal Code to allow temporary placement of offenders at the residence maintained by the Department of Corrections at 1118A S. 19th Street Attachments: Item# 16-0355 Moved by Soeldner, seconded by Czekala, that this Ordinance be discussed. A motion was made to amend Section 5 to read "The offender resided in Manitowoc County for over five years prior to their conviction or was domiciled in Manitowoc County at the time of the offense resulting in conviction." The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0345 Department of Corrections Transitional Housing letter dated March 29th requesting resident placement at 1118A South 19th Street. Attachments: March 29th File# 16-0345 Moved by Hennessey, seconded by Soeldner, that this Request be approved. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0346 Department of Corrections Transitional Housing letter dated April 7th requesting resident placement at 1118A South 19th Street. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala City of Manitowoc Page 3 Public Safety Committee Meeting Minutes April 25, 2016 16-0356 Approve changes to an Ordinance to amend Sections 10.390 and 10.510 of the Manitowoc Municipal Code regulating limited time and angled parking in City parking lots. Attachments: Item 16-0356 City Parking Lots Moved by Hennessey, seconded by Sladky, that this Ordinance be approved and referred to council. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0352 Approve changes to an Ordinance to amend portions of Section 10.490 of the Municipal Code regulating two-hour parking in the City of Manitowoc. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0351 Ordinance to amend a portion of Section 10.390 of the Municipal Code prohibiting parking on a portion of South 21st Street. Adjournment The commttee decided to to hold meetings on the last Monday of every month with the time changed from 6:00pm to 5:30pm.
