Roll Call Present: 5- Able, Sladky, Soeldner, Hennessey and Czekala Public Meeting on the City Parking Ordinances There was some discussion about the corner of 8th and Jay street because of the visibility issue in getting onto 8th street. Chiefs recommendation would be to change those spaces into compact car parking only painting some lines and putting up signs that say no parking here to corner. 3. Consent Agenda Items 16-0420 Public Safety minutes April 25, 2016 Moved by Sladky, seconded by Hennessey, that these Minutes be accepted and placed on file. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0410 Crime Prevention Meeting Minutes - April 7, 2016 Moved by Sladky, seconded by Hennessey, that these Minutes be accepted and placed on file. Old Business 16-0313 Discussion and concerns from Public School District Superintendent Mark Holzman and Wilson Jr. High Principal Lee Thennes regarding the amended ordinance change to restricted bus parking on North 9th Street. A video was shown by the Police dept. of the traffic flow by Wilson high school. Principal Lee Thennes was explaining that the traffic of the students to and from the building would be that much further away from the school. There is no walk way from the building to School Street. Principal Lee Thennes would recommend keeping pick up and drop off the way it is. Committee feels there are a number of issues turning from 9th Street onto Waldo Blvd. Per Alderman Czekala walking the grounds might be a good idea to take a better look at it. Alderman Sladky suggested last year there was money that was allocated for schools that didn't work out. Can we look at different monetary programs for Wilson? Decision was made to continue to look at the Wilson bus parking issue. Dan Koski from Engineering will look into any funding that might be available for Wilson school to help with the issue. The committee will review this again next month. This Communication was discussed and will be reveiwed again at the June meeting. 16-0350 Ordinance to amend a portion of Section 10.390 of the Municipal Code prohibiting parking on a portion of School Street. This Ordinance was discussed and will be reviewed again at the June meeting. 16-0501 Per Alderman Chris Able discussion and possible action on a policy to establish parking extension/exemption hangers. The committee discussed they would like to have available the exemption hangers for business's to hand out to their customers so they are not ticketed while being parked on the street in a two hour parking zone. Example was given by Alderman Able of the Bed and Breakfast located on 8th Street. Alderman Sladky would like to include other parking restrictions. Alderman Soeldner commented we should setup an application process at city hall. We would not necessarily need to charge for this but only to communicate with the business's as to how many they would need. Just a limited number of hangers would be given out. This item will be forwarded on to the city attorney for review. This Item was discussed and it was decided to forward it to the city attorney for review. 16-0352 Ordinance to amend portions of Section 10.490 of the Municipal Code regulating two-hour parking in the City of Manitowoc. This Ordinance was approved and referred to council City of Manitowoc Page 2 Public Safety Committee Meeting Minutes May 31, 2016 16-0356 Ordinance to amend Sections 10.390 and 10.510 of the Manitowoc Municipal Code regulating limited time and angled parking in City parking lots. This Ordinance was approved and referred to council 5. New Business 16-0369 Request from Joshua Wendt to create crosswalks across North 17th Street. Per Dan Koski they can put the sidewalks in if the committee desires. It would be to raise the visibility because of the high traffic in that area. Moved by Soeldner, seconded by Sladky, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0395 Department of Corrections Transitional Housing letter dated April 20, 2016 requesting placement at 1118A South 19th Street Moved by Czekala, seconded by Hennessey, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0421 Via the Mayor's Office a request has been received from Aspire Real Estate and Brennan Seehafer to lease 5 parking spots in the City Hall parking lot. See highlighted parking area on the attached map. It was requested by the Mayor that these spots be designated with some type of signage to show they are leased. Moved by Sladky, seconded by Hennessey, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0422 Request per Mayor Justin Nickels to add two on-street parking spots on Quay Street by eliminating a "no parking truck unloading zone" spot. See highlighted area on attached map. Moved by Hennessey, seconded by Czekala, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0490 Fire Chief Todd Blaser requesting approval to enter into a contract with the 2016 Leukemia & Lymphoma Society for an upcoming July 23rd event. Moved by Czekala, seconded by Sladky, that this Request be approved and referred to council. The motion carried by the following vote: City of Manitowoc Page 3 Public Safety Committee Meeting Minutes May 31, 2016 Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0491 April update from Fire Chief Todd Blaser on the Life Safety & Neighborhood Services. Fire Chief Todd Blaser giving an update to the committee. It has been noted there has been an influx of neighborhood services due to nicer weather. Moved by Hennessey, seconded by Sladky, that this report be accepted and placed on file . The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0492 Request from Attorney Steven R. Alpert for a 50% reduction on an ambulance bill, call #182A-15-3811 date of service 12/16/2015. Moved by Hennessey, seconded by Czekala, that this Request be denied and referred to Council. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0493 Request relayed from Mayor's Office per phone call from Eugene Leindecker inquiring about the possibility of installing traffic signals at Memorial Drive and Mirro Drive. Per Mayor Nickels this item was placed on the agenda in error. Moved by Hennessey, seconded by Czekala, that this Request be placed on file. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala 16-0498 Request from Alderman Sladky to discuss the staffing needs for Building Inspection due to workload. When you do just a small amount of work in a commercial building alteration in the state of Wisconsin it needs to be reviewed by a qualified person from the state or a delegated municipalty. The state is back logged until July. Two rivers has hired a retired state building inspector who is very knowledgable and would be willing to work for the city part time. Possibly working 5 hours in winter and 10 hours in summer per week. She has the credentials from the state. This person would do inspections versus having to wait for the state. It was recommended to refer this to the personnel committee to pursue a contract. Moved by Hennessey, seconded by Sladky, that this Request be referred to the Personnel Committee. The motion carried by the following vote: Aye: 5- Able, Sladky, Soeldner, Hennessey and Czekala City of Manitowoc Page 4 Public Safety Committee Meeting Minutes May 31, 2016 16-0499 Update from Chief of Police Nick Reimer and Fire Chief Todd Blaser on the radio upgrade purchase. This item had already been an approved CAWG budget item for 2016. This was just informational from Police Chief Nick Reimer and Fire Chief Todd Blaser so they could move forward. This Report was placed on file 16-0500 Request from Alderman Jason Sladky on creating an ordinance making it illegal to leave shopping carts and related items in parking lots or on streets. Alderman Sladky had concerns about shopping carts being left in parking lots and hitting vehicles. Chief responded with it could be wind/weather issues. Alderman Hennessey stated there would be more effort in enforcing the ordinance. Item was discussed and the chair decided to invite the city attorney to address this issue. This Request was discussed and the committee invited the city attorney to address this issue. 16-0502 Request per Alderman Dave Soeldner discussion and possible action on the allowable electrical housing standards. Per Fire Chief Todd Blaser SPS316 is the standard state electrical code the city has adopted. We cannot deviate from this. 3 years ago the state passed ACT 270 actual statute which prevents us from doing so. Alderman Howe felt this issue should be taken to the Builders Association. This Request was discussed 16-0512 Communication from Kevin D. DeVillers requesting permission to move to the City of Manitowoc along with approval of the landlord. This item was put on the agenda at the last minute and it does not have the support of the police department so the committee did not consider it. This Communication was placed on file 6. Adjournment A motion to adjourn at 7:20PM was made by Vice Chair Jason Sladky, seconded by Alderperson Jill Hennessey.
