Public Comment The Public Safety Committee declared the meeting open for public input. In accordance with policy the public input portion of the meeting is not made part of the official record. 4. Consent Agenda These items will be approved by one motion unless any Committee Member wishes to remove an item for discussion. Discussion and Action Items 20-0578 May 2020 Blight Update Attachments: May 2020 Blight Update Alderperson Czekala requested this item be removed from Consent Agenda. An update was proved by Assistant City Attorney Liz Majerus and Fire Chief Todd Blaser. A motion was made by Vice Chair Scott McMeans, seconded by Steven Czekala, that these Report was accepted and placed on file. The motion carried by the following vote: 20-0580 Request to add a 4-way stop at the intersection of Dewey Street and South 9th Street. Attachments: Dewey St. and South 9th Street 4-way stop Citizen Simon Sparks a resident of South 9th Street was present to explain his concerns about the traffic in the area of South 9th Street. Engineering Division Manager was also present and it was discussed a better solution to the traffic problem may be to construct something at the intersection of South 9th Street and Summit Street. Police Chief Nick Reimer explained patrol has continued to make presence in this area to watch for violations. This request should be forwarded to engineering staff for further review and a solution to this problem. 20-0581 An Ordinance to amend Section 10.170; 10.230; and 10.390 of the Manitowoc Municipal Code regulating parking and traffic on Bayshore Drive and Bay Pointe Road. Attachments: Ord revise parking and traffic on Bayshore Drive and Bay Pointe Road Bayshore Drive and Bay Pointe Road communication Assistant City Attorney liz Majerus explained these are ordinances to update signage and traffic regulations in the new construction area of Bayshore Drive and Bay Pointe Road. Moved by Czekala, seconded by Novak, that this Ordinance be adopted as amended and referred to Council. Attachments: yield or stop sign at S. 11th St. and Flambeau St. S 11TH ST - FLAMBEAU ST Accident data Moved by Czekala, seconded by Vanderkin, that this Request be placed on file. The motion carried by the following vote: Aye: 5- Lotz, Czekala, Novak, Vanderkin and McMeans 20-0583 Request to remove pedestrian stop at the intersection of Crawford Boulevard and South Rapids Road. Attachments: Proposed plan for replacement of traffic signals with yield signs at rapids and crawford blvd Crawford Blvd and South Rapids Road replacement of traffic signals S. Rapids and Crawford Blvd signals Engineering Division Manager Greg Minikel recommends to remove the five signal heads and install yield signs. They would also install some additional pedestrian crossing signs on the existing signal light poles at the crosswalk location. Moved by Novak, seconded by McMeans, that this Request be approved and referred to council. The motion carried by the following vote: Aye: 5- Lotz, Czekala, Novak, Vanderkin and McMeans 20-0563 Capital Allocation Working Group (CAWG) recommendation to fund up to $5,995.00 as an unbudgeted request for the Police Department to trade-in 2012 CVSA Dell Model to Current Model CVSA III - Dell Rugged 14 Model Series and Dell 4-year PRo-Support Onsite Hardware Service Warranty with Accident Protection, recommend to approve the request. Attachments: EULA NFS -2018 - New CVSA Systems Manitowoc PD (WI) CVSA Trade in for III Est.5982 The New CVSA III Instrument Capital Project Request Form A motion was made by Jeremiah Novak, seconded by Steven Czekala, that these Request was approved and referred to council. The motion carried by the following vote: 6.
