1. CALL TO ORDER
Chairman Smith called the meeting to order at 5:30 p.m. in the Council Chamber at
City Hall, 1200 East Broad Street, with the meeting being open to the public and
notice of said meeting, giving date, place, and subject thereof, having been posted as
prescribed by Chapter 551, Texas Government Code.

2. APPROVAL OF MINUTES
23-5280 Minutes - Approval of the March 9, 2023 Historic Landmark
Commission Meeting Minutes
Chairman Smith called for approval of the minutes of the March 9, 2023, meeting.
Commissioner Leach made a motion to approve the minutes as presented.
Commissioner Klenzendorf seconded the motion, which carried by the
following vote:
Aye: 5- Mark Walker; David Littlefield; Robert Smith; Bob Klenzendorf and
Thomas Leach
Nay: 0
Absent: 2- Amanda Kowalski and Allan Hudson
Abstain: 0
3. CITIZENS COMMENTS
Latifia Coleman, the City's new Director of Finance, introduced herself to the
Commission and expressed her interest in historic preservation.

Mr. Wright made a brief presentation and informed the Commission that the
caretakers of the Grimsley Cemetery requested to decline official recognition. He also
informed the Commission that the owners of 918 Cook Street in the Britton
community were appreciative of the official recognition of their house.
The sites nominated at the Commission's last meeting for official recognition as
historic resources of the City of Mansfield were:
• 200 Cotton Drive -1925 front gabled bungalow
• 918 Cook Street – 1925 front gabled bungalow
• 936 Noah Street- modified L-Plan house with Queen Anne styling
• 3517 St. Paul Road – modified L-Plan constructed around 1895
• 140 N Mitchell Road – Stephens Family Cemetery
• 941 W Debbie Lane – Grimsley Cemetery
• 4200 Britton Road – United Methodist Church
• 4239 Britton Road – Britton Co-Op Cotton Gin
• 4350 Britton Road- 1915 commercial building
Chairman Smith opened the public hearing at 5:33 p.m. and called for anyone
wishing to speak to come forward.
Seeing no one come forward to speak, Chairman Smith closed the public hearing at
5:34 p.m.
Chairman Smith called for a motion on the nominated sites.
After discussion, Vice-Chairman Littlefield made a motion to approve official
recognition of the nominated sites excluding the Grimsley Cemetery.
Commissioner Walker seconded the motion, which carried by the following
vote:
Aye: 5- Mark Walker; David Littlefield; Robert Smith; Bob Klenzendorf and
Thomas Leach
Nay: 0
Absent: 2- Amanda Kowalski and Allan Hudson
Abstain: 0
5. PRESERVATION MONTH SUB-COMMITTEE REPORT AND DISCUSSION
Vice-Chairman Littlefield reported on the Sub-Committee meeting held on March 9,
2023, and presented an update on the events for Preservation Month 2023.

meeting.
Commissioner Leach made a motion to approve the minutes as presented.
Commissioner Walker seconded the motion, which carried by the following

6. HISTORIC PRESERVATION OFFICER'S REPORT
Mr. Wright reported that the restoration work on the Dennis Mahoney Building (c.
1890) was completed. He also informed the Commission that Jennifer Johnston,
Development Coordinator and HLC Secretary, was leaving the City of Mansfield for a
new position.
7. COMMISSION ANNOUNCEMENTS
Chairman Smith thanked Ms. Johnston for her service with the City and the
Commission.
8. STAFF ANNOUNCEMENTS
None.
9. ADJOURNMENT OF MEETING
With no further business, Chairman Smith adjourned the meeting at 5:47 p.m.
