CALL TO ORDER Mayor Evans called the meeting to order at 6:02 p.m. Absent 1 - Stephen Groll Present 6 - Blake Axen;Justin Gilmore;Jennifer Thompson;Brandon Shaw;David Goodwin and Michael Mainer 2. INVOCATION Council Member Larry Broseh gave the invocation. 3. PLEDGE OF ALLEGIANCE Council Member Bounds led the Pledge of Allegiance. 4. TEXAS PLEDGE Council Member Short led the Texas Pledge. 5. CITIZENS COMMENTS Daniel J. Bennett - 408 Pemberton, White Settlement, TX - Mr. Bennett spoke about the Tarrant Appraisal District Board and how they conduct their meetings. 6. STAFF COMMENTS A. City Manager Report or Authorized Representative There were no comments from staff CITY OF MANSFIELD Page 1 Planning and Zoning Commission Meeting Minutes - Final September 29, 2022 WORK SESSION DISCUSSION ITEMS Mayor Evans made opening remarks and expressed appreciation to board members on behalf of the Council for their service. He spoke about the importance of each board working together as one. City Manager Joe Smolinski introduced the City Council, Management Team and each Board Liaison. Director of Planning Jason Alexander introduced the members of the Planning and Zoning Commission. Executive Director of Economic Development Jason Moore introduced the members of the Mansfield Economic Development Corporation. Assistant Director of Parks and Recreation Amanda Alms introduced the members of the Mansfield Park Facilities Development Corporation. Joe touched on the role of each board, the focus, and the rules associated with the boards. He asked that each member of Council express their vision for the city. Mayor Pro Tem Tonore spoke about how important the decisions that are being made now will affect the future. He talked about the housing priorities of the city and the type of development the Council is looking into for the future residents of Mansfield. Council Member Bounds spoke about how each board is an extension of the Council and touched on the sustainability of the city. Council Member Short spoke about doing what's best for the city as a whole and the importance of looking at the big picture. She thanked board members and expressed the importance of not making decisions based on reappointment to the board. Council Member Leyman thanked board members for their service. He stated that everyone is on the same team and everyone brings a different perspective to the table. He encouraged board members to make decisions based on what's best for the majority of the residents and stressed on how important tax reduction is for the Council. Council Member Broseh spoke about the developments with walkable neighborhoods the Council has toured and touched on how much the city is changing. Joe spoke about the variety of projects each board may consider and make decisions on. He discussed the importance of the decisions made by each board and how those decisions impact the other boards. He briefly touched on the importance of board members receiving training that aligns with their particular board. Board members expressed their appreciation to the Council for meeting with them to express their vision. There was discussion regarding what Mansfield is missing that the cities surrounding Mansfield have. There was discussion on how to bring graduating Mansfield Independent School District students back to Mansfield after they graduate college. 7.
