CALL TO ORDER Vice Chairman Axen called the meeting to order at 6:00 p.m. in the City Council Chambers of City Hall, 1200 East Broad Street, with the meeting being open to the public and notice of said meeting, giving the date, place, and subject thereof, having been posted as prescribed by Chapter 551, Texas Government Code. Staff: Jason Alexander, Director of Planning Arty Wheaton-Rodriguez, Assistant Planning Director Art Wright, Senior Planner Jennifer Johnston, Development Coordinator Commissioners: Absent 1 - Justin Gilmore Present 6 - Blake Axen;Stephen Groll;Jennifer Thompson;Brandon Shaw;David Goodwin and Michael Mainer 2. INVOCATION Commissioner Mainer provided the invocation. 3. PLEDGE OF ALLEGIANCE 4. TEXAS PLEDGE 5. ELECTION OF CHAIR AND VICE-CHAIR 22-4928 Election of a Chair Mr. Wheaton- Rodriguez called for a nomination of chair. Commissioner Mainer nominated Vice-Chairman Axen for chair. APPROVAL OF MINUTES 22-4950 Minutes - Approval of the September 19, 2022 Planning and Zoning Commission Meeting Minutes Commissioner Goodwin made a motion to approve the September 19, 2022 minutes as presented. Commissioner Groll seconded the motion which carried by the following vote: Aye: 5- Blake Axen; Stephen Groll; Jennifer Thompson; David Goodwin and Michael Mainer Nay: 0 Absent: 1- Justin Gilmore Abstain: 1- Brandon Shaw 7. CITIZENS COMMENTS None 8. CONSENT AGENDA 22-4952 SD#22-028: Final Plat of Lot 2, Block 1, Mansfield Retail Center Addition on approximately 1.369 acres located in H. Odell Survey, Abstract No. 1196 by Broad Street US 287 LTD and H-E-B, LP, owner, and Westwood PS engineer/surveyor Commissioner Groll made a motion to approve the final plat as presented. PUBLIC HEARINGS 22-4951 SD#22-041: Public hearing on a replat to create Lot 1R, Block A, Ladera at the Reserve on 32.881 acres located at 2410 Ventura Blvd; The John R. McAdams Company, Inc., engineer/surveyor; M R Ladera, LLC, owner Mr. Wheaton-Rodriguez, Assistant Director of Planning, was available for questions. Chairman Axen opened the public hearing at 6:12 p.m. and called for anyone wishing to speak to come forward. Seeing no one come forward to speak, Chairman Axen closed the public hearing at 6:12 p.m. After a brief discussion, Vice Chairman Mainer made a motion to approve the repalt as presented. Commissioner Goodwin seconded the motion which carried by the following vote: Aye: 6- Blake Axen; Stephen Groll; Jennifer Thompson; Brandon Shaw; David Goodwin and Michael Mainer Nay: 0 Absent: 1- Justin Gilmore Abstain: 0 10. DISCUSSION ITEMS Mr. Alexander, Director of Planning, gave a presentation on Accessory Dwellings and requested direction from the Planning and Zoning Commission. 11. SUMMARY OF CITY COUNCIL ACTIONS Mr. Wheaton-Rodriguez advised the Commission of City Council actions from their September 26, 2022 meeting. 12. COMMISSION ANNOUNCEMENTS Chairman Axen reminded the board of National Night Out on October 4th. 13. STAFF ANNOUNCEMENTS None 14. ADJOURNMENT OF MEETING Vice-Chair Mainer made a motion to adjourn the meeting.
